About this opportunity
The State of Colorado, Department of Natural Resources, on behalf of Colorado Parks and Wildlife (CPW), is soliciting proposals for on-call water resources engineering services under RFP PMAA 20270007, with questions due November 13, 2026 and proposals due December 4, 2026 at 12:00 p.m. MST. No set-asides are explicitly selected. Service-Disabled Veteran-Owned Small Businesses registered with the U.S. Small Business Administration may receive a 5% preference on their bid, and resident bidders may receive a preference equal to that given by the nonresident bidder's home state.
CPW seeks as-needed professional services to evaluate, manage, and defend water assets for state parks, wildlife areas, recreation areas, and hatcheries across all CPW regions and properties. The RFP anticipates multiple awards to achieve statewide coverage, with selection based on geographic and specialty expertise and conflict-of-interest considerations. Proposals are limited to 15 pages and must be submitted through Colorado Vendor Self Service (VSS) or Google Forms.
The maximum term is five years from the effective date, with no guaranteed minimum work volume. Pricing is submitted as hourly rates for all firm personnel, held firm through December 2027. Beginning January 1, 2028, annual rate adjustments may be applied based on the lesser of the firm's standard business rate increase or the average Consumer Price Index for All Urban Consumers (Chained) for the prior 12 months. Payment is monthly on billable hours approved by the project manager, and each task order includes a specified hour limit. The expected project start date is February 15, 2027. Products and intellectual property developed under the contract become the sole property of the State, and the State is exempt from federal and state taxes.
Answers to questions are posted by November 19, 2026. The public proposal opening follows on December 4 at 2:00 p.m. MST, with evaluation December 7–18, 2026, interviews January 4–6, 2027, and award notification anticipated by January 11, 2027.
