Proposals must include a 60-page maximum technical volume addressing design and construction capabilities, innovation, and UFC exemptions, plus separate Excel cost volume with firm-fixed-price CLINs for all 19 projects totaling no more than $235 million. Mandatory requirements include bonding capacity up to $250 million, acknowledgment of all amendments (Amendment 3 as of May 18), coordination with JBLM privatized utilities (American Water, City Light & Power, Puget Sound Energy), and a one-year warranty management plan. All work must comply with Unified Facilities Criteria, Davis-Bacon Act, Buy American Act, Miller Act, and CMMC requirements. Questions accepted only until May 14, 2026 at 5:00 PM EDT.
