About this file
This document is a Statement of Work (SOW) for Project #3: Range 76, 30mm Gunnery at Joint Base Lewis-McChord (JBLM), Washington. The project encompasses three major work components: demolition activities, installation of new work, and repair of existing systems.
Part 1 addresses demolition activities, requiring the contractor to demolish four existing range buildings (U074B, U074C, U074E, and U074F), remove all associated foundations and slabs, and dispose of resulting debris. The work includes removal of approximately 14,250 feet of #4 ACSR overhead primary conductor, twenty-five 45-foot Class 2 wood poles, one 35-foot Class 2 wood guy pole, one 50kVA pole-mounted transformer with two associated cut-outs, and installation of new dead-end insulators and guy wire assembly to safely terminate the remaining active line. All electrical and communication system demolition must be coordinated and completed by City Light and Power (JBLM privatized utility service) at contractor expense. Additionally, contractors must bulldoze and remove one existing earth berm and grade excavated material to match surrounding terrain.
Part 2 requires installation of new work including tree clearing and oak mitigation within the designated gunnery lane footprint, construction of four new Reverse Slope Battle Positions (BP #1-#4) adhering strictly to standard design drawings BP-04 and BP-05, installation of concrete structures with minimum 28-day compressive strength of 4,000 PSI, installation of reinforcing steel per ASTM A615 Grade 60 specifications, placement and compaction of gravel surfacing, installation of rip-rap for erosion control, and revegetation of disturbed areas. The contractor must also construct a new range viewing area on Cherry Hill requiring level space for parking and observation with clearing, leveling, and grading.
Part 3 addresses repair of existing systems, including repair of weathered and deteriorated range roads through grading, removal of ruts and potholes, re-establishment of proper road cross-section, removal of encroaching vegetation, and application of new crushed stone or gravel. The work also requires comprehensive repair and realignment of the existing Moving Armor Target (MAT) track system, including full replacement of existing rail, ballast material, and deteriorated ties, realignment of track geometry, and provision of adequate drainage. The project includes detailed site plans, electrical demolition plans, and tree removal guides specifying work requirements for designated areas (RG76_01 through RG76_07 and Salines_01, 02, 09, 10) with specific environmental and wildlife mitigation requirements, including coordination with DPW Fish & Wildlife, avoidance of nesting season (April 1 – August 31), and protection of sensitive habitat areas.

Project #3: Range 76, 30mm Gunnery
Part 1: Demoli on Ac vi es
Building Demoli on:
Demolish and remove four (4) exis ng range buildings, iden fied as U074B, U074C, U074E, and
U074F.
This work includes the removal of all associated founda ons and slabs, and the disposal of all resul ng debris.
Electrical & Communica on System Demoli on:
Remove and dispose of exis ng overhead power and communica on lines along the specified route. The electrical demoli on includes:
Approximately 14,250 feet of #4 ACSR overhead primary conductor.
Twenty-five (25) 45-foot Class 2 wood poles.
One (1) 35-foot Class 2 wood guy pole.
One (1) 50kVA pole-mounted transformer and two (2) associated cut-outs.
Work includes the installa on of new dead-end insulators and a guy wire assembly to safely terminate the remaining ac ve line.
All work in this sec on must be coordinated and completed by City Light and Power (JBLM priva zed u lity service). It is expected to be a cost incurred by the Contractor.
Site Demoli on:
Bulldoze and remove one (1) exis ng earth berm iden fied as an obstruc on on the Range 76
Site Plan. The excavated material shall be graded to match the surrounding terrain or disposed of as needed.
Part 2: Installa on of New Work
Site Prepara on:
Perform tree clearing and oak mi ga on within the designated footprint of the new gunnery lane, as indicated on the Tree Removal site plan.
Ba le Posi ons:
Construct four (4) new Reverse Slope Ba le Posi ons (BP #1, BP #2, BP #3, and BP #4) at the loca ons specified on the site plan.
Construc on shall adhere strictly to the standard design drawings BP-04 and BP-05.
Work includes:
Excava on, grading, and site prepara on for each posi on.
Installa on of concrete structures, including turning pads and retaining walls, using concrete with a minimum 28-day compressive strength of 4,000 PSI.
Installa on of all reinforcing steel per ASTM A615, Grade 60 specifica ons.
Placement and compac on of gravel surfacing on access roads and pads.
Installa on of rip-rap for erosion control on designated slopes.
All areas disturbed by construc on shall be revegetated to match the natural surroundings without impeding target visibility.
Observa on Posi on:
Construct a new range viewing area on Cherry Hill.
New observa on posi on requires level space for parking and observa on. Area must be cleared, leveled, and graded.
Part 3: Repair of Exis ng Systems
Range Roads:
Repair exis ng range roads that are weathered and deteriorated.
Work includes grading to remove ruts and potholes, re-establishing the proper road cross-sec on, removing encroaching vegeta on, and applying new crushed stone or gravel to create a stable, all-weather driving surface.
Moving Armor Target (MAT) Track System:
Perform a comprehensive repair and realignment of the exis ng MAT track system.
Work includes:
Full replacement of the exis ng rail, ballast material, and deteriorated es.
Realigning the track system geometry to ensure safe and proper opera on of the targets.
Providing adequate drainage around the track system to prevent future water damage and ballast degrada on.
