About this file
This is a Statement of Work (SOW) for military range renovation and maintenance at JBLM (Joint Base Lewis-McChord). The work is organized into three primary parts: demolition, installation of new facilities, and repair of existing systems.
Part 1: Demolition Activities requires removal of four existing range buildings (U074B, U074C, U074E, U074F) including all foundations, slabs, and debris disposal. The contractor must coordinate with City Light and Power to remove approximately 14,250 feet of overhead electrical conductor, 25 Class 2 wood poles, one 35-foot guy pole, and one 50kVA transformer with associated cut-outs, with costs incurred by the contractor. An existing earth berm and train tracks on the Range 76 site must be bulldozed and removed, with material graded to match surrounding terrain or disposed of as needed.
Part 2: Installation of New Work requires tree clearing and oak mitigation within designated areas while maintaining a minimum 10% tree canopy and leaving all mature Oregon White Oaks in the Salines_09 area uncut. The contractor must coordinate with DPW-Fish & Wildlife for retention flagging and verify Migratory Bird Treaty Act compliance prior to felling. Four new Reverse Slope Battle Positions must be constructed per design drawings BP-04 and BP-05, with a minimum 3-meter elevation, including excavation, grading, concrete structures (minimum 4,000 PSI 28-day compressive strength), reinforcing steel per ASTM A615 Grade 60, gravel surfacing, and rip-rap erosion control. Disturbed areas require revegetation. An existing battle position (BP #3) must be converted to a 30' x 30' gravel pad. A new observation position with parking and level viewing area must be constructed on Cherry Hill.
Part 3: Repair of Existing Systems requires grading and resurfacing of deteriorated range roads to create stable, all-weather surfaces. The existing Moving Armor Target (MAT) track system requires comprehensive repair and realignment, including full replacement of rail, ballast material, and ties, geometry realignment for safe operation, and adequate drainage installation to prevent future water damage and ballast degradation.

Part 1: Demolition Activities
• Building Demolition:
• Demolish and remove four (4) existing range buildings, identified as U074B, U074C, U074E, and U074F.
• This work includes the removal of all associated foundations and slabs, and the disposal of all resulting debris.
• Electrical & Communication System Demolition:
• Remove and dispose of existing overhead power and communication lines along the specified route. The electrical demolition includes:
• Approximately 14,250 feet of #4 ACSR overhead primary conductor.
• Twenty-five (25) 45-foot Class 2 wood poles.
• One (1) 35-foot Class 2 wood guy pole.
• One (1) 50kVA pole-mounted transformer and two (2) associated cut-outs.
• Work includes the installation of new dead-end insulators and a guy wire assembly to safely terminate the remaining active line.
• All work in this section must be coordinated and completed by City Light and Power (JBLM privatized utility service). It is expected to be a cost incurred by the Contractor.
• Site Demolition:
• Bulldoze and remove one (1) existing earth berm identified as an obstruction on the Range 76 Site Plan. The excavated material shall be graded to match the surrounding terrain or disposed of as needed. Remove and dispose of train tracks behind berm prior to bulldozing.
Part 2: Installation of New Work
• Site Preparation:
• Perform tree clearing and oak mitigation within the designated footprint of the new gunnery lane, as indicated on the Tree Removal site plan. Contractor shall clear vegetation to maximize range line-of-sight, but is legally mandated to leave a minimum of 10% tree canopy intact across the project area. Contractor must coordinate with DPW-Fish & Wildlife to flag the 10% retention trees prior to any clearing operations. Removal of small firs is authorized, but subject to Migratory Bird Treaty Act compliance. Contractor must verify with DPW that no active nests are present in the designated removal zones prior to felling. All mature Oregon White Oaks within the Salines_09 area are designated as 'no-cut' and shall be left standing.
• Battle Positions:
• Construct four (4) new Reverse Slope Battle Positions (BP #1, BP #2, BP #3, and BP #4) at the locations specified on the site plan. BPs shall not have sharp edges, exposed concrete, metal, etc.
that could cause injury to anyone landing on the BP. BP #3 is existing and is to be converted to a 30’ x 30’ gravel pad.
• Construction shall adhere strictly to the standard design drawings BP-04 and BP-05. All BPs shall be a minimum of 3m above elevation for line of sight.
• Work includes:
• Excavation, grading, and site preparation for each position.
• Installation of concrete structures, including turning pads and retaining walls, using concrete with a minimum 28-day compressive strength of 4,000 PSI.
• Installation of all reinforcing steel per ASTM A615, Grade 60 specifications.
• Placement and compaction of gravel surfacing on access roads and pads.
• Installation of rip-rap for erosion control on designated slopes.
• All areas disturbed by construction shall be revegetated to match the natural surroundings without impeding target visibility.
• Observation Position:
• Construct a new range viewing area on Cherry Hill.
• New observation position requires level space for parking and observation. Area must be cleared, leveled, and graded.
Part 3: Repair of Existing Systems
• Range Roads:
• Repair existing range roads that are weathered and deteriorated.
• Work includes grading to remove ruts and potholes, re-establishing the proper road cross-section, removing encroaching vegetation, and applying new crushed stone or gravel to create a stable, all-weather driving surface.
• Moving Armor Target (MAT) Track System:
• Perform a comprehensive repair and realignment of the existing MAT track system.
• Work includes:
• Full replacement of the existing rail, ballast material, and deteriorated ties.
• Realigning the track system geometry to ensure safe and proper operation of the targets.
• Providing adequate drainage around the track system to prevent future water damage and ballast degradation.
