About this file
This is a Statement of Work (SOW) for a federal construction project to repair deteriorating sections of Taxiway D at McChord Field.
The project involves repair of two asphalt pavement sections (T28C1 and T28C2) with Pavement Condition Index ratings of 64 and 54, respectively, which fall below the minimum requirement for primary taxiways. The total area to be treated is approximately 36,772 square feet. The contractor must perform crack sealing of medium-severity longitudinal and transverse cracks using high-quality sealant from the agency's qualifying material list, shallow patching of high-severity weathered areas in section T28C2, milling of both sections to a 2-inch depth, placement of a 2-inch hot-mix asphalt overlay on the milled surface, and re-striping of all pavement markings disturbed during the overlay process to match pre-existing airfield standards. The contractor must also develop and submit a final repair plan and construction specifications for customer approval prior to commencing work.
The contractor must adhere to strict airfield operational requirements, including coordinating all activities with the McChord Airfield Manager (Eileen Rodriguez, 253-273-6113), prioritizing weekend work to minimize runway disruptions, and planning for regular construction interruptions due to aircraft operations. All personnel, equipment, and materials must be evacuated from airfield safety areas during incoming and outgoing flights. Construction escorts are required for all personnel and vehicles unless they have completed required airfield training and certification. Airfield access requires approved daily scheduling, and designated qualified personnel must maintain continuous radio communication while on site. The use of a displaced threshold on the active runway is prohibited.

Project #10: Repair Taxiway D, McChord Field
Project Title: Repair Taxiway D, McChord Field
Project LocaƟon: Asphalt pavement secƟons T28C1 and T28C2 of Taxiway D, adjacent to the main runway at McChord Field, as visually detailed in the aƩached aerial images.
1.0 Project Summary
The primary objecƟve of this project is to repair two deterioraƟng secƟons of Taxiway D, idenƟfied as T28C1 and T28C2. The Pavement CondiƟon Index (PCI) for both secƟons (64 and
54, respecƟvely) is below the minimum requirement for primary taxiways. The work involves crack sealing, milling the exisƟng asphalt surface, and applying a new asphalt overlay to restore the taxiway to a safe and effecƟve operaƟonal condiƟon.
2.0 Scope of Work
The Contractor shall provide all labor, materials, equipment, and supervision necessary to perform the following tasks:
2.1 Final Repair Plan: Based on site invesƟgaƟons and the provided documents, develop and submit a final repair plan and construcƟon specificaƟons for review and approval by the customer.
2.2 Pavement PreparaƟon:
Crack Sealing: Clean and seal all medium-severity longitudinal and transverse
(L&T) cracks within secƟons T28C1 and T28C2. The sealant used must be a high-quality product that meets the agency's qualifying material list.
Shallow Patching (SecƟon T28C2): Repair areas of high-severity weathering as required prior to the overlay.
2.3 Asphalt Milling: Mill the enƟre surface of both secƟons T28C1 (21,618 sq. Ō.) and
T28C2 (15,154 sq. Ō.) to a depth of 2 inches.
2.4 Asphalt Overlay: Place a 2-inch hot-mix asphalt (HMA) overlay on the enƟre milled surface of both secƟons, ensuring a smooth and durable final pavement surface.
2.5 Pavement Markings: (AssumpƟon) Re-stripe all exisƟng pavement markings disturbed or covered during the overlay process to match pre-exisƟng layouts and conform to airfield standards.
3.0 Airfield CoordinaƟon & Site Constraints
The Contractor must adhere to the following strict operaƟonal requirements:
3.1 Airfield Management: All site survey, staging, scheduling, and construcƟon acƟviƟes must be coordinated with and receive prior approval from the McChord Airfield
Manager (Eileen Rodriguez, 253-273-6113).
3.2 Scheduling: The construcƟon schedule must prioriƟze weekend work to minimize interrupƟons to the adjacent acƟve runway.
3.3 Airfield OperaƟons:
Plan for regular disrupƟons to construcƟon acƟviƟes due to aircraŌ operaƟons.
All contractor personnel, equipment, and materials must be completely evacuated from the airfield safety areas during all incoming and outgoing flights.
Use of a displaced threshold on the acƟve runway is not permiƩed.
3.4 Site Access:
ConstrucƟon escorts are required for all personnel and vehicles unless personnel have completed the required airfield training and cerƟficaƟon.
Airfield access requires approved daily scheduling.
Designated and qualified personnel must maintain airfield radio communicaƟon at all Ɵmes while on site.
