About this file

This is a Statement of Work (SOW) for the design and construction of a new 300-space barracks facility at Joint Base Lewis-McChord (JBLM) to replace Buildings 3413 and 3414, which will be demolished as part of the project scope.

The project encompasses two primary components: (1) demolition of Buildings 3413 and 3414 through five phases including comprehensive hazardous materials survey and abatement, site preparation with utility disconnection, building demolition to a minimum depth of 4 feet below grade, debris segregation and disposal with documented receipts, and site restoration with backfill compaction to 90% density and 4-inch gravel surfacing; and (2) construction of a new barracks with a capacity of 300 personnel comprising 66 E1-E4 "4x2" modules (272 beds) and 14 E5-E6 "2x1" modules (28 beds). The new barracks design must comply with the 2025 Army Standard Design for Barracks and adhere to all applicable Unified Facilities Criteria (UFC) including UFC 1-200-01 (DoD Building Code) and installation-specific JBLM standards. Key design parameters include a maximum gross area of 485 square feet per soldier (with allowance for up to 5% increase with JBLM DPW approval), three-story preferred height configuration without elevators, required common areas (lobby, CQ desk, dayroom, boot/TA-50 cleaning area), laundry facilities at one washer per eight occupants and one dryer per six occupants, parking per UFC 3-201-01, and preservation of existing oak trees where feasible. The design must address site-specific constraints including coordination with Bloch and Faith Avenue reconfigurations, fire and emergency vehicle access, existing running path retention or reconfiguration, and utility coordination with JBLM Public Works. Additionally, the contractor must coordinate with a separate FF&E contractor for delivery and installation, with approximately 16 months planned for FF&E procurement lead time to ensure turnkey delivery of the completed barracks to the Government.

(300 Spaces):

This project requires the design and construcƟon of a new barracks facility at Joint Base Lewis-

McChord (JBLM) to house 300 personnel. The primary objecƟve is to deliver a modern, high-quality living space that significantly enhances soldier quality of life. This project seeks to balance proven construcƟon methodologies with innovaƟve soluƟons that promote sustainability, efficiency, and long-term value. The demoliƟon of 2 buildings is included within this scope of work.

2.0 Core Regulatory Compliance:

All design and construcƟon acƟviƟes must strictly adhere to the latest versions of the Unified FaciliƟes Criteria (UFC), including but not limited to:

UFC 1-200-01: DoD Building Code

All relevant architectural, structural, mechanical, electrical, and fire protecƟon UFCs.

All installaƟon-specific regulaƟons and standards for JBLM.

2025 Army Standard Design for Barracks

3.0 General Scope of Work for Demoli on of Buildings 3414 & 3413 & Construc on of new

Barracks:

3.1 Demoli on of Buildings 3413 & 3414:

The Contractor shall furnish all labor, materials, equipment, and supervision necessary to perform a comprehensive hazardous materials survey, subsequent abatement, and complete demoliƟon and removal of the barracks buildings designated as 3413 and 3414.

The Contractor shall then restore the site to the condiƟons specified herein.

Phase I: Hazardous Materials Survey and Abatement o The Contractor shall conduct a comprehensive hazardous materials survey of

Buildings 3413 and 3414.

o Upon approval of the survey and abatement plan, the Contractor shall perform complete abatement of all idenƟfied hazardous materials in accordance with all applicable regulaƟons.

Phase II: Site Prepara on and U lity Disconnec on o Establish secure site boundaries with fencing and post appropriate warning signs.

o Implement approved traffic and environmental controls.

o Coordinate with JBLM Public Works and uƟlity companies to locate, shut off, and cap all uƟliƟes. All uƟliƟes (electrical, water, sewer, gas, communicaƟons) shall be disconnected and demoed back to their respecƟve main connecƟon points.

Phase III: Building Demoli on o DemoliƟon of Buildings 3413 and 3414 shall only commence aŌer all hazardous materials have been abated and the clearance report is approved.

o Demolish all building structures, including foundaƟons, slabs-on-grade, and any substructures, to a minimum depth of 4 feet below the exisƟng grade.

o Remove all associated mechanical, electrical, and plumbing (MEP) systems and equipment.

Phase IV: Waste Management and Disposal o Segregate demoliƟon debris as detailed in the approved Waste Management

Plan.

o Transport and dispose of all non-recyclable debris and hazardous materials at approved off-site faciliƟes. Provide disposal receipts to the ContracƟng Officer for all waste streams.

Phase V: Site Restora on o Backfill all excavaƟons resulƟng from demoliƟon with approved fill material, compacted to 90% density.

o Grade the enƟre site to match the exisƟng surrounding elevaƟons, ensuring posiƟve drainage.

o Furnish and install a 4-inch layer of approved gravel as the final surface for the enƟre project area.

o Remove all temporary fencing, controls, and equipment, leaving the site in a clean, safe, and stable condiƟon.

3.2 Construc on of a new Barracks (300 spaces):

The Contractor shall furnish all labor, materials, equipment, and supervision necessary to build a new 300 space Barracks at the new site locaƟon.

Building concept: The Government prefers an E-shaped building layout but is open to considering other layouts if it meets the Government’s overall intent. ConsideraƟons include are but are not limited to: natural light provided to modules, courtyard area and configuraƟon, parking area consideraƟons, future landscape maintenance consideraƟons, and emergency services access.

o Room module design: All room modules must comply with the 2025 Army standard required room module configuraƟons (example provided).

o Capacity: 300 spaces.

o Room module mix: The barracks will be predominately for junior enlisted soldiers with a small number of junior NCOs. Target mix is:

66 E1-E4 “4x2” modules (272 beds)

14 E5-E6 “2x1” modules (28 beds) o Gross area: The barracks total size shall not exceed the maximum allowable 485 gross square feet per solider. This is inclusive of non-living areas such as charge-of-quarters (CQ) desk, laundry, latrines, day room, etc.

This area limit can be increased by up to 5% by the design team if approved by JBLM DPW if the increase is to address unexpected funcƟonal, technical, environmental, or site issues.

Building height and features:

o Three stories is preferred to meet current Army standard/baseline. However, other configuraƟons will be considered if proposed if the offeror shows cost/Ɵme/etc. savings. Future maintenance costs should also be considered in this calculaƟon.

o For barracks that are three stories or less, an elevator is not required or allowed.

For barracks four stories or more, an elevator that can accommodate an emergency services stretcher is required. Number and locaƟon of elevators in that scenario are per applicable codes.

o Outdoor staircases are not permiƩed.

o Laundry faciliƟes shall be in a common area, not in-suite, and be provided at a rate of one washer per eight occupants and one dryer per six occupants.

o The design must include a lobby, CQ desk, dayroom, and boot/TA-50 equipment cleaning area.

o Parking for the barracks shall be provided IAW UFC 3-201-01. The design shall consider uƟlizing the exisƟng adjacent parking lot as well as on-street parking

(may be impacted by Bloch and Faith Ave re-configuraƟons).

Site-specific constraints and concerns:

o ExisƟng adjacent roadways such as Bloch and Faith Avenues may need to be extended, reconfigured, etc. to accommodate the new barracks and POV parking requirements.

o The building façade and roof design must meet the district’s architectural requirements per JBLM design standards.

o ExisƟng Trees: There are two large Oak trees along 2nd Division Drive. The contractor should make every effort to preserve them. However, they can be removed if necessary for the opƟmal siƟng of the facility.

o ExisƟng Running Path: A running path exists on the site. The preferred course of acƟon is to retain and protect it. If this is not possible, it must be demolished and reconfigured.

o Fire & Emergency Access: The design of the courtyards and surrounding roads must accommodate fire truck and emergency vehicle access.

o UƟlity CoordinaƟon: The contractor will be responsible for coordinaƟng with

JBLM DPW to confirm final parking lot and street lighƟng requirements as part of the project.

Furniture, Fixtures, and Equipment (FF&E): In addiƟon to providing refrigerators, dishwashers, etc. per the Army standard, the design shall include an interior design package for FF&E per Army standards. This will be the basis of design for FF&E procurement via other enƟƟes.

o The Contractor will be required to coordinate with the FF&E contractor on delivery and install such that barrack compleƟon and turn-over to the

Government is a turn-key product.

o Contractor shall plan for FF&E procurement lead Ɵme to be approximately 16 months.

Note: An example 35% design, historical hazardous material surveys, and a map of existing utilities are included in this project scope for informa onal purposes only and should be used as a guiding document. Contractor is responsible for field verifying utilities.
