About this file

This is a Statement of Work (SOW) for a construction and facility conversion project at Joint Base Lewis-McChord (JBLM) involving three primary work components.

The first major component requires construction of a security fence around the JDOC (Joint Doctrine Operations Center) footprint, including approximately 1,250 linear feet of 7-foot-high fencing with three-strand barbed wire. The fence must feature black ornamental sections visible from the parade field and Building 2025 to meet historical requirements, with remaining sections in black powder-coated chain link. All sections must comply with FE-7 specifications. The project includes installation of two 12-foot vehicle swing gates (24 feet total) and 4-foot personnel gates with 90-degree vertical three-strand outriggers, plus 10-inch diameter concrete-filled pipe bollards positioned in front of vehicle gate terminal posts.

The second major component involves converting Buildings 2084 and 2090 into Operational Support Facilities. For Building 2084, the contractor must install underground telecommunications infrastructure with fiber and copper connections, construct a new telecommunications room with specific environmental controls (static dissipative tile, sheet metal shielding, LED lighting, grounding busbar, fire safety systems), provide communication drops throughout the building on cable trays, and perform comprehensive renovations including tile and carpet replacement, fixture upgrades, lighting conversion to energy-efficient LED, door and window treatments, and force protection modifications (vault doors meeting Federal specification FF-L-2740B, security screens on HVAC openings, window coverings with bars, and intrusion detection systems compatible with ICIDS IV). Building 2090 requires similar telecommunications and renovation work with modifications for office space creation (two 10-foot by 12-foot office spaces) and no bathroom work. Both buildings require installation of a 175 kW emergency backup generator with 48-hour fuel capacity, dual automatic transfer switches with isolation bypass, seismic ratings per ASCE 7-10 Zone D, and comprehensive arc fault studies with labeling upon completion. All finishes must meet JBLM Design Standards, and electrical work must comply with NEC requirements and include overhead conduit routing along building exteriors.
