About this file

This is a Statement of Work (SOW) for runway pavement grooving services at McChord Airfield. The Contractor shall provide all labor, equipment, materials, and supervision to cut grooves into the existing concrete pavement surface on the primary runway at the north end, specifically the first 172 linear feet of ungrooved concrete, with the objective of enhancing aircraft braking performance and reducing hydroplaning risk. The Contractor must select between two groove profile options—Standard Square or Trapezoidal—with the final selection to be confirmed by the Contracting Officer prior to work commencement. Standard Square grooves require 1/4 inch width (±1/16 inch tolerance), 1/4 inch depth (±1/16 inch tolerance), and 1 1/2 inch center-to-center spacing (-1/8 inch, +0 inch tolerance). Trapezoidal grooves require 1/2 inch top width, 1/4 inch bottom width, 1/4 inch depth, and 2 1/4 inch center-to-center spacing.

Execution requirements include pavement preparation with defect reporting to the Agreements Officer before commencing work, transverse groove orientation perpendicular to the runway centerline with horizontal alignment tolerance of ±1 1/2 inches per 75-foot length, continuous cleanup with immediate removal of slurry and debris, and Foreign Object Debris (FOD) prevention and removal. Quality control standards mandate that at least 90% of grooves achieve minimum 3/16 inch depth and at least 60% meet the full 1/4 inch specified depth. Work must be coordinated with Airfield Operations and the Contracting Officer, with work hours strictly limited to minimize flight operations impact and potentially restricted to nighttime hours. Grooving operations are prohibited when ambient temperatures are at or below 32°F (0°C) or when freezing conditions would prevent proper slurry and debris removal. Reference documents include the Runway Grooving Diagram.pdf and UFGS 32 01 18.71, Grooving of Airfield Paving.

Project #11: Groove McChord Field Main Runway

Project Title: Runway Pavement Grooving at McChord Airfield

1. Project Overview

The Contractor shall provide all labor, equipment, materials, and supervision necessary to perform pavement grooving on a specific porƟon of the acƟve runway at McChord Airfield. The objecƟve of this project is to enhance aircraŌ braking performance and reduce hydroplaning risk by cuƫng grooves into the exisƟng concrete pavement surface.

2. LocaƟon of Work

The work shall be performed at the north end of the primary concrete runway. The specific area to be grooved is the first 172 linear feet of the ungrooved concrete secƟon, as detailed in the aƩached "Runway Grooving Diagram.pdf". The Contractor is responsible for verifying all field measurements prior to commencing work.

3. Groove SpecificaƟons

The Contractor shall cut grooves according to one of the two profiles specified below. The final groove profile selecƟon (Standard Square or Trapezoidal) will be confirmed by the ContracƟng

Officer prior to the start of work.

OpƟon A: Standard Square Groove Profile

SpecificaƟon Dimension Tolerance

Width 1/4 inch (6 mm) +1/16 inch, -0 inch

Depth 1/4 inch (6 mm) ± 1/16 inch

Center-to-Center Spacing 1 1/2 inches (38 mm) -1/8 inch, +0 inch

OpƟon B: Trapezoidal Groove Profile

SpecificaƟon Dimension Tolerance

Width at Top 1/2 inch (12 mm) +1/16 inch, -0 inch

Width at BoƩom 1/4 inch (6 mm) +1/16 inch, -0 inch

Depth 1/4 inch (6 mm) ± 1/16 inch

Center-to-Center Spacing 2 1/4 inches (57 mm) -1/8 inch, +0 inch

4. ExecuƟon and ConstrucƟon Requirements

Pavement PreparaƟon: Prior to starƟng, the Contractor shall inspect the designated grooving area for any exisƟng pavement damage, including spalls, cracks, or significant surface irregulariƟes. Any such defects must be reported to the Agreements Officer.

Grooving shall not commence unƟl these defects have been addressed by the appropriate authority.

Groove OrientaƟon: All grooves shall be cut uniformly and conƟnuously, transverse

(perpendicular) to the runway centerline.

Alignment Tolerance: The horizontal alignment of the grooves shall not vary by more than 1-1/2 inches in any 75-foot length.

Cleanup and Environmental: The Contractor shall implement a conƟnuous cleanup operaƟon. All cuƫng slurry, water, and debris must be collected and removed from the pavement surface immediately. The waste material shall be legally disposed of off-site and must not be permiƩed to enter airfield drainage systems.

Foreign Object Debris (FOD): The work area must be kept free of FOD at all Ɵmes. The runway surface must be thoroughly cleaned and inspected for FOD prior to returning it to operaƟonal status.

5. Quality Control and Acceptance

At least 90% of all grooves, for their full length, must have a minimum depth of 3/16 inch.

At least 60% of all grooves, for their full length, must meet the full specified depth of 1/4 inch.

Final acceptance of the work is subject to inspecƟon and verificaƟon of all specificaƟons by the Government's designated representaƟve.

6. Work Constraints & CoordinaƟon

Airfield OperaƟons: This is an acƟve airfield. All work must be closely coordinated with

Airfield OperaƟons and the ContracƟng Officer. The Contractor is responsible for adhering to all security and access requirements.

Work Hours: Work hours will be strictly limited to minimize impact on flight operaƟons and will be determined by the ContracƟng Officer. The Contractor should anƟcipate that work may be restricted to nighƫme hours.

Weather LimitaƟons: Grooving operaƟons are not permiƩed when ambient temperatures are at or below freezing (32°F / 0°C), or if freezing condiƟons are expected that would prevent the proper removal of slurry and debris.

7. Reference Documents

The Contractor is expected to be familiar with and perform all work in accordance with the following documents:
