About this file
This document is a Statement of Objectives (SOO) for Project #2: Multi-Domain Operations Training Area, which outlines construction requirements for a dedicated Unmanned Aerial Systems (UAS) training site to support Vertical Takeoff and Landing (VTOL) operations within Training Area 20. The primary objective is to construct an all-weather operations surface approximately 1,000 feet by 50 feet using compacted gravel, designed to accommodate light-duty vehicle traffic and repeated operational use as a prepared mission surface. The project scope includes two 100-foot equipment staging zones at each end of the operations surface, a 15-foot safety buffer zone cleared of significant vegetation surrounding the operations surface, two designated takeoff/recovery points marked for VTOL-specific training, one 300 feet by 300 feet gravel parking pad to the east, and one 35 feet by 70 feet gravel launch pad to the west.
The project also requires clearing, widening, and reinforcing two access roads totaling approximately 12,000 linear feet to achieve a 14-foot wide driving surface with 10-foot cleared shoulders on both sides. Construction requirements include complete clearing and grubbing of all surface and subsurface vegetation across the approximately 31-acre footprint, with removal and disposal of trees, stumps, roots, and debris to an approved location. Surface excavation and grading will prepare all areas for placement of crushed aggregate and gravel, which will be compacted to finished grade and shaped to allow water drainage. The project location is within Training Area 20, with the site illustrated in aerial and detailed site plan maps. Upon completion of construction activities, all disturbed areas outside the designed features will be hydroseeded with native seed mix.

Project #2: Multi-Domain Operations Training Area
MulƟ-Domain OperaƟons Training Area Overall Scope:
1. Descrip on of Work:
The primary objecƟve of this project is to construct a dedicated UAS Training Site to support training exercises for VerƟcal Takeoff and Landing (VTOL) unmanned aerial systems within Training Area 20.
2. All Weather Opera ons Surface:
a. The scope of work requires the development of a central All-Weather OperaƟons
Surface, approximately 1,000 Ō by 50 Ō. This surface could be a Compacted Gravel
OperaƟons Pad designed to ensure durability for light-duty vehicle traffic and repeated operaƟonal use. This Prepared Mission Surface replaces the need for a tradiƟonal paved runway and associated aviaƟon infrastructure such as glide paths. In addiƟon to the 1,000 Ō by 50 Ō surface, the following are required:
i. Two (2) 100 Ō Equipment Staging Zones at each end of the OperaƟons Surface.
ii. Safety Buffer Zone surrounding the OperaƟons Surface. This area shall be cleared of all significant vegetaƟon to ensure safe operaƟonal clearance. Safety
Buffer Zone shall be approximately 15 Ō on all sides
iii. Two (2) Designated Takeoff/Recovery Points shall be marked to facilitate VTOL-specific training.
iv. One (1) 300 Ō by 300 Ō gravel parking pad to the east of the operaƟons surface
v. One (1) 35 Ō by 70 Ō gravel launch pad to the west of the operaƟons surface.
3. Access Road Repair:
a. Two access roads require clearing, widening, and reinforcing to allow for safe and effecƟvely use the operaƟons surface.
i. Approximately 12,000 linear Ō of road surface would be repaired to obtain a 14
Ō wide driving surface with 10 Ō cleared road shoulders on both sides. Within these areas all trees (including stumps) and all vegetaƟon would be cleared.
4. Construc on Requirements:
a. Clearing and Grubbing: The proposed training operaƟons surface footprint would be cleared of all surface and subsurface vegetaƟon. Surface vegetaƟon including trees, brush, and downed Ɵmber would be removed and disposed. All subsurface material such as sod, stumps, roots, buried logs and other debris would also be removed. All materials would be hauled to an approved disposal locaƟon. The total footprint of disturbance including roads is approximately 31 acres. The trees within the 31acre physical project footprint are likely not merchantable. The area was last harvested around 2000, so most of the trees average 6-inch diameter at breast height (dbh) with approximately 15-20 scaƩered residual mature Douglas-fir trees (28-inch dbh) which are approximately 120-feet tall.
b. Surface ExcavaƟon and Grading: The access roads, OperaƟons Surface footprint, parking area and launch pads would be excavated as necessary. Excavated materials would be hauled offsite and disposed at an approved locaƟon. All areas would be graded and compacted in preparaƟon for surface materials.
c. Base Course and Gravel ApplicaƟon: Crushed aggregate and/or gravel would be placed, graded and compacted to either finished grade for the clear zones, lateral clearance, parking area and launch pad. The access roads would be graded and shaped to allow water drainage. The Government encourages innovaƟon to meet the foundaƟonal needs of this area.
d. Finish Work: Topsoil may be added to any disturbed areas as needed. The enƟre footprint of disturbance outside of the designed features would be hydroseeded with a naƟve seed mix upon compleƟon of construcƟon acƟviƟes.
