About this file
This is a Question and Answer Log for the JBLM FORGE procurement (W51EW7-26-R-A007), an Other Transaction Agreement (OTA) for 19 construction and facilities projects at Joint Base Lewis-McChord.
The total budget for this effort exceeds $200 million with a single award anticipated to one team or entity for all 19 projects, though the Government retains flexibility to combine proposals if necessary. The 19 projects were selected through an iterative process guided by Army senior leadership's "FORGE" initiative (Facilities, Operations, Readiness, Growth, Experience), narrowed from over 130 items based on installation commander priorities: power projection capabilities, quality of life, and base modernization. Projects include construction and A&E work with a mix of building construction and airfield maintenance initiatives. All projects will be released simultaneously, with the proposed schedule serving as a key evaluation factor; the Government seeks "early wins" within the current fiscal year. The contract vehicle is a non-FAR-based OTA intended to allow flexibility and innovation. Proposals are due per the RPP timeline with site visits scheduled for May 5-6, 2026, and an introductory meeting on May 4, 2026 (optional for offerors). An overall program price for all 19 projects is required. The Government will handle permitting internally, with most significant hurdles involving environmental and historical preservation reviews. Milestone or progress payments are open for negotiation. No unsolicited proposals are accepted, and no stipends will be provided to unsuccessful offerors. Intellectual property and design rights will be retained by the Government to ensure repair and maintenance capability.

1 Industry Day N/A N/A
Can you clarify the location, the agenda lists "JBLM Community Club" but then provides and address of Joint Base Lewis-McChord Headquarters Bldg. 1010 Liggett Ave. Joint Base Lewis-McChord, WA and I do not believe these are the same? Also is there a Room Number or will there be signage once at the correct location?
Information is forthcoming. We will provide attendees with more specific logistics at a later date.
2 Industry Day N/A N/A Is Drivers License# , DOB, etc required if attending "virtually"? 2 We do not require the Driver's License # or DOB if you are attending virtually.
3 Industry Day N/A N/A Is Drivers License# , DOB, etc required if you already have base access to
JBLM?
We do not require the Driver's License # if you already have base access. If you have a Military ID, please provide us with those details (DoD ID #, expiration date, etc.)
4 Industry Day N/A N/A Would the Government be interested in discussing a joint effort to spread the message about this event and having us table at the event?
Please note that for event planning and speaking roles, we are exclusively partnering with U.S. Government entities currently.
However, we encourage you to share the event information with your partner organizations for their awareness.
5 Industry Day N/A N/A We would like to attend with a combination of local and out-of-area team members, but wanted to know if there is a virtual option for out-of-area team members.
We are working on the virtual option. The virtual option will have less material such as the tour. We are not guaranteeing that the virtual communications will work the entire time.
6 Industry Day N/A N/A Will this industry day be more construction based focusing on construction (A&E) projects or more services based? Or will it be a combination?
6 The industry day will be construction focused.
7 Industry Day N/A N/A
The 1/22 agenda states "up to 25 minutes" for each company to present. Can you provide a little more detail on what that would include? Should we be prepared with a PowerPoint, or would this be a verbal presentation?
We allotted the time for a verbal conversation.
You may bring printed materials if it helps with the verbal presentation.
8 Project Scope & Structure What is the total budget and is it a single award for all 19 projects? 8
The total budget for this effort is expected to be over $200 million. The plan is to issue a single award to one team or entity for all 19 projects.
However, the Government retains the flexibility to combine proposals if no single offeror can cover the entire scope.
9 Project Scope & Structure How were these specific 19 projects chosen? 9
The projects were selected through an iterative process guided by Army senior leadership's "FORGE" initiative (Facilities, Operations, Readiness, Growth, Experience). The list was narrowed down from over 130 items based on the installation commander's priorities: power projection capabilities, quality of life, and base modernization.
10 Project Scope & Structure Will there be an opportunity to submit unsolicited proposals? 10
No. The procurement will be handled through a formal Request for Prototype Proposal (RPP).
There is no process for accepting unsolicited proposals. The Government encourages interested parties to form teams and partnerships with others in attendance.
11 Timeline & Process What is the expected timeline for execution? Will projects run concurrently or sequentially?
The goal is to complete the projects as soon as possible. All projects will be released at the same time. The proposed schedule will be a key evaluation factor, as time is the most critical measure of success for this pilot program. The Government is hoping for some "early wins" within the current fiscal year.
12 Timeline & Process How will the government avoid slowing down the project with lengthy design reviews (e.g., 35%/60%/90% reviews)?
The Government acknowledges this is a common problem and is actively seeking feedback from the industry on how to streamline this process. The Government is open to adopting commercial best practices to avoid these delays.

13 Timeline & Process How will the permitting process work? 13
All permits are handled internally within the Government at JBLM. The most significant hurdles are environmental and historical preservation reviews. While there is no outside jurisdiction, coordination will still be required for things like utility connections and FAA regulations for airfield projects.
14 Contracting & Budget Will this be a standard Government (FAR-based) contract? 14
No. This will be awarded as a single Other Transaction Agreement (OTA), which is not a FAR-based instrument. This is intended to allow for more flexibility and innovation.
15 Contracting & Budget The budget was set a long time ago. Was cost escalation included? What happens if bids come in over budget?
If proposals exceed the budget, the Government will prioritize projects and "will not award the bottom" ones on the list. The #1 project is the #1 priority. Changes and cost overruns during the project will be handled as they arise.
16 Contracting & Budget Will there be requirements for small business participation or specific key personnel?
No, there are no specific requirements for small business collaboration. While the Government will want oversight (like a superintendent and quality control), the specific key personnel requirements have not been defined as strictly as in a typical FAR-based contract.
17 Contracting & Budget Will regulations like Buy American Act, CMMC, and CUI apply? 17 Yes, the Agreements Officer is required to follow the law at a minimum. Please see RPP for additional details.
18 Contracting & Agreement
Will the industry partner have the ability to comment on and propose changes to the final agreement?
18 Yes, the final agreement will be negotiable.
19 Contracting & Agreement
Is the "agreement" a legally binding contract? 19
Yes, it is a legally binding contract. While it's not a traditional FAR-based contract, it falls under common contract law, and both parties are expected to fulfill their obligations.
20 Contracting & Agreement
Will milestone payments be available, or is it a single payment upon completion?
The Government is open to the idea of installment or progress payments and is looking for suggestions from the industry in their proposals.
21 Contracting & Agreement
Will bonds (performance, bid) be required? 21 Yes, the Agreements Officer is required to follow the law at a minimum. Please see RPP for additional details.
22 Contracting & Agreement
Can a traditional defense contractor win the award, or must they partner with a non-traditional one?
A traditional contractor can be the prime. While OTAs aim to attract non-traditional partners, it is not a strict requirement for this project.
Partnering with small businesses is encouraged.
23 Contracting & Agreement
How will intellectual property, data rights, and the "right to repair" be handled?
The Government intends to own the final design to ensure they have the right to repair and maintain the facilities. This section of the agreement will be further developed.
24 Project Scope, Follow-On Work & Timeline
How will this single prototype project be used to transform Army-wide construction in the future?
The lessons learned from this pilot are intended to be replicated. Successful completion will result in a "success memo,"that can be used to obtain future sole-source OTAs for similar work at other locations globally.
25 Project Scope, Follow-On Work & Timeline
Why are airfield maintenance projects included in this OTA when other contract vehicles exist?
Including a diverse range of projects is intentional. It allows the Army to test the OTA process on different project types and complexities to find lessons learned and innovative methods, rather than just using the fastest path for a single project.
26 Project Scope, Follow-On Work & Timeline What is the timeline for the RPP response? 26
The timeline will be tight, approximately two to three weeks, to meet the goal of starting at least one project in the 2026 fiscal year.

27 Requirements & Regulations
How negotiable are the JBLM Design Standards and Unified Facilities Criteria (UFC)?
They are highly negotiable. The Government is explicitly asking the industry to identify standards that drive up costs without being required by law and to propose innovative, safe, and cost-effective alternatives.
28 Requirements & Regulations
Will CMMC (Cybersecurity Maturity Model Certification) requirements be waived?
Yes, the Agreements Officer is required to follow the law at a minimum. Please see RPP for additional details.
29 Requirements & Regulations
How can we propose cost savings if we are submitting a single firm-fixed-price?
29 Please see RPP for details.
30 Process & Logistics Will our proposal be made public through a Freedom of Information Act (FOIA) request?
It is possible. Therefore, it is strongly recommended that you mark every page of your submission as "Proprietary" to protect sensitive and competitive information.
31 Process & Logistics How will design reviews and inspections be managed without traditional systems like Procore or DrChecks?
The Government is replacing the system with dedicated manpower, including a supporting AE firm. They are open to industry-proposed software solutions (like Procore) and will work to resolve any Government IT firewall issues.
32 Process & Logistics Will a list of event attendees be provided for networking? 32
Yes, a list with the company name and point of contact will be released. However, it will not include email addresses or phone numbers for privacy reasons. You are encouraged to network and use professional platforms like LinkedIn.
33 Industry Day So the question is, how is this relevant to AMC and why is AMC involved today?
AMC serves as higher command to the Army Contacting Command (ACC) which includes the MICC, and to IMCOM which includes the JBLM DPW. AMC is an integral key partner in the process.
42 Contracting & Agreement
How does the OTA contracting method handle contract modifications (ex:
unforseen sight conditions)? Is the expectation that the contractor's FFP # in their bid includes any potential issues and there will be no modifications other than force majuere related things?
Agreement modifications sometimes occur during the course of the agreement. However, potential offerors should FFP the 19 projects and work included in the solicitation documents.
43 Contracting & Agreement
If the answer to the question above is that modifications are possible under OTA, is it possible to structure the agreement such that change order under a certain dollar threshold can be pre-agreed to such that the contractor can continue work without waiting for an answer and the modification be executed on the back end?
Any changes to the resulting Agreement will likely go through the Agreement modification process.
44 Requirements & Regulations
Will the agreement include liqudated damages on all or part of it?
Please refer to the RPP and the resulting T&Cs for liquidated damages language.
…Is an overall program price for all 19 projects required in the proposal? Lack of design and scope development at this stage would make this very difficult.
58 Yes.
Will a stipend be provided for unsuccessful offerors, as design development/cost savings proposals can take significant effort?
59 No.
Will pursuit costs be compensable in the first task order if you are the winning offeror?
60 No.
