About this file
This document is a Statement of Objectives (SOO) for construction of a dedicated Unmanned Aerial Systems (UAS) Training Site within Training Area 20 to support Short Takeoff and Landing (STOL) training exercises for horizontal and vertical operations. The project encompasses approximately 31 acres of disturbance and includes three primary components: development of a central all-weather operations surface, access road repairs, and associated construction activities. The all-weather operations surface comprises a 1,000-foot by 50-foot compacted gravel operations pad designed for light-duty vehicle traffic and repeated operational use, replacing traditional paved runway infrastructure. This surface must include two 100-foot equipment staging zones at each end, a 15-foot safety buffer zone cleared of all vegetation on all sides, two designated takeoff/recovery points marked for V/STOL-specific training, a 300-foot by 300-foot gravel parking pad to the east, and a 35-foot by 70-foot gravel launch pad to the west.
Access road repairs require clearing, widening, and reinforcing approximately 12,000 linear feet of road surface to achieve a 14-foot wide driving surface with 10-foot cleared shoulders on both sides, with all trees (including stumps) and vegetation removed. Construction requirements include clearing and grubbing of all surface and subsurface vegetation across the footprint, with trees averaging 6-inch diameter at breast height (dbh) except for approximately 15-20 scattered mature Douglas-fir trees of 28-inch dbh; surface excavation and grading of access roads, operations surface, parking area, and launch pads with offsite disposal of excavated materials; placement and compaction of crushed aggregate and gravel to finished grade with provisions for water drainage on access roads; and finish work including topsoil application as needed and hydroseeding of disturbed areas outside designed features with native seed mix upon construction completion. The Government encourages innovation to meet foundational needs of the facility.

Multi-Domain Operations Training Area Overall Scope:
1. Description of Work:
The primary objective of this project is to construct a dedicated UAS Training Site to support training exercises for Short Takeoff and Landing (STOL) unmanned aerial systems within Training Area 20. Exercises support horizontal and vertical operations.
2. All Weather Operations Surface:
a. The scope of work requires the development of a central All-Weather Operations
Surface, approximately 1,000 ft by 50 ft. This surface could be a Compacted Gravel Operations Pad designed to ensure durability for light-duty vehicle traffic and repeated operational use. This Prepared Mission Surface replaces the need for a traditional paved runway and associated aviation infrastructure such as glide paths. In addition to the 1,000 ft by 50 ft surface, the following are required:
i. Two (2) 100 ft Equipment Staging Zones at each end of the Operations Surface.
ii. Safety Buffer Zone surrounding the Operations Surface. This area shall be cleared of all vegetation to ensure safe operational clearance. Safety Buffer Zone shall be approximately 15 ft on all sides
iii. Two (2) Designated Takeoff/Recovery Points shall be marked to facilitate V/ STOL-specific training.
iv. One (1) 300 ft by 300 ft gravel parking pad to the east of the operations surface
v. One (1) 35 ft by 70 ft gravel launch pad to the west of the operations surface.
3. Access Road Repair:
a. Two access roads require clearing, widening, and reinforcing to allow for safe and effectively use the operations surface.
i. Approximately 12,000 linear ft of road surface would be repaired to obtain a 14 ft wide driving surface with 10 ft cleared road shoulders on both sides. Within these areas all trees (including stumps) and all vegetation would be cleared.
4. Construction Requirements:
a. Clearing and Grubbing: The proposed training operations surface footprint would be cleared of all surface and subsurface vegetation. Surface vegetation including trees, brush, and downed timber would be removed and disposed. All subsurface material such as sod, stumps, roots, buried logs and other debris would also be removed. All materials would be hauled to an approved disposal location. The total footprint of disturbance including roads is approximately 31 acres. The trees within the 31acre physical project footprint are likely not merchantable. The area was last harvested around 2000, so most of the trees average 6-inch diameter at breast height (dbh) with approximately 15-20 scattered residual mature Douglas-fir trees (28-inch dbh) which are approximately 120-feet tall.
b. Surface Excavation and Grading: The access roads, Operations Surface footprint, parking area and launch pads would be excavated as necessary. Excavated materials would be hauled offsite and disposed at an approved location. All areas would be graded and compacted in preparation for surface materials.
c. Base Course and Gravel Application: Crushed aggregate and/or gravel would be placed, graded and compacted to either finished grade for the clear zones, lateral clearance, parking area and launch pad. The access roads would be graded and shaped to allow water drainage. The Government encourages innovation to meet the foundational needs of this area.
d. Finish Work: Topsoil may be added to any disturbed areas as needed. The entire footprint of disturbance outside of the designed features would be hydroseeded with a native seed mix upon completion of construction activities.
