About this file
This document is a Statement of Work for McChord Airfield Security Projects, outlining four distinct security upgrade initiatives at Joint Base Lewis-McChord (JBLM) in Fort Lewis, Washington.
The project encompasses four primary work packages: (1) MDA250305J – Clear Vegetation MCF Airfield, requiring removal of all vegetation to a maximum height of two inches along the East side of the airfield security fence within a specified red box area, with debris disposal offsite and application of weed/brush prohibiting spray; (2) MDA250275J – Install Privacy Slats, requiring removal of existing black fabric screening and installation of black vinyl privacy slats covering the entire fence height along the North end of the airfield security fence; (3) MDA250295J – Install Anti-Vehicle Barriers, requiring installation of anti-vehicle cabling per specifications with a standoff distance of no more than two feet from the fence along a red-lined route; and (4) MDA250285J – Install Cipher Locks, requiring installation of cipher locks at various buildings with three implementation levels (C: cipher lock only; C+H: cipher lock and door hardware; C+H+D: complete door and hardware replacement). Specific cipher lock requirements include weatherproof keypads with 12 programmable buttons, HID RFID reader support, activity logging capability, BHMA Grade 1 heavy-duty cylindrical design, UL 3-hour fire rating, ADA-compliant handles, interchangeable cores compatible with JBLM Best Lock standard, and 5AA battery power with 60,000-cycle capability. Exterior door replacements must utilize hollow steel construction of no less than 16 gauge thickness with 30-minute fire rating, safety-wired windows, and outward-opening design. The work also includes detailed keying requirements, construction core provision during the project period, and delivery of keys to the Public Works Lock Shop with specific control procedures and stamping requirements per JBLM keying system standards.

Project #5: McChord Airfield Security Projects
McChord Field Security Upgrades
1.1. MDA250305J – Clear Vegetation MCF Airfield
1.2. Contractor shall clear away vegetation along the East side of the airfield security fence.
1.2.1. Within the red box shown on Attachment 1, cut and remove all vegetation from the airfield down to a maximum height of two inches. Roots need not be removed. All vegetation cut shall be removed and disposed of offsite and disposed of at a refuse facility. If debris is stockpiled on site, no pile shall exceed 12 feet in height.
1.2.2. All resulting earthen debris or upheaval (rocks) that are greater than 2 inches in diameter shall either be removed and disposed of offsite, or else compacted into the ground so that it is immobile and does not protrude out of the ground.
1.2.3. Apply a weed/brush prohibiting spray, crossbow or similar, to the entire area of what was cut.
1.3. MDA250275J – Install Privacy Slats
1.4. Contractor shall provide and install vinyl privacy slats along the North end of the airfield security fence.
1.4.1. Shown on the purple line on Attachment 1, contractor shall remove the existing black fabric screen and all accompanying fixtures from the security fence, and in its place install vinyl privacy slats. Slats must cover the entire height of the fence from top to bottom, and be black in color. Each individual length of privacy slat must cover the entire width of the fence fabric it is splicing into. Slat installation shall begin on Attachment 1’s north-west side where the existing slats terminate at, and the privacy fabric begins.
1.5. MDA250295J – Install Anti-Vehicle Barriers
1.6. Contractor shall provide and install anti-vehicle cable barrier system along a portion of the airfield security fence.
1.6.1. Along the red line shown on Attachment 1, contractor shall install anti-vehicle cabling per the specifications shown in Attachment 2 & 3. Barrier system shall run alongside the existing cantonment fences secure side and have a standoff distance from the fence of no more than two feet. Contractor shall coordinate with the Government as to the exact start and end points of the barrier.
1.7. MDA250285J – Install Cipher Locks
1.8. Contractor shall install cipher locks at various buildings nearby McChord Airfield.
1.8.1. At the locations shown on Attachment 4, remove existing locksets and/or handles, and provide and install cipher locks according to what is shown in Attachment 6 or similar, integrating them as seamlessly as possible into the existing doors. Efforts to take place are denoted on Attachment 5 as “C”, “C+H”, and “C+H+D”, meaning “cipher lock replacement only”, “cipher lock and door hardware replacement”, and “entire door/hardware replacement, to include cipher lock installation”, respectively.
Hardware is defined as a new door handle where applicable, a door closer, and a panic bar on non-airfield facing exterior doors. It is the contractor’s responsibility to ensure that all newly installed hardware integrates seamlessly with the existing doors, door frame, and all other related components.
If any of those components prove to be incompatible with the new cipher locks, or in any other way make it so that a secure door cannot be obtained, the contractor shall remove and replace those components.
1.8.2. Exterior doors being replaced shall be made of hollow steel, no less than 16 gauge in thickness. Newly installed door hinges must have their bolts facing the secured side of the building, not accessible from the outside. All exterior doors shall have a square window centered at head height, measuring no more than 1x1 foot. Window shall be safety wire reinforced. Doors must have a minimum 30-minute fire rating.
1.8.3. To the greatest extent possible, the existing frames may be reused if a door slab matching these specifications and the width of the door frame exists. If not, it is the contractor’s responsibility to replace the frame along with the slab, and all other work associated with bringing the surrounding work (trim, finishes, etc.) to their original state to accommodate the newly installed frames. All newly installed doors must open outwardly for emergency egress with the exception of doors opening onto the flightline.
1.8.4. All hardware installed or replaced shall be designed for the weight and size of the door being installed, and shall be finished in a satin chrome, or brushed nickel.
1.8.5. When Attachment 4 calls for a cipher lock to be installed on a double door, the right-hand door only will receive the lock.
1.8.6. Excessive modifications or alterations to door frames surrounding finishes to include electrical relocation, furring out wall studs, any structural work, or saw cutting into concrete is not considered to be a part of the scope, and would be an unforeseen sight condition if the need was encountered.
1.8.7. The contractor shall utilize cipher locks with the following capabilities.
a. Utilize a weatherproof keypad with all metal with 12 buttons programable for multi-level functions.
A proximity antenna shall be mounted in a high strength impact resistant plastic housing.
b. Provided with a built-in, weather-sealed HID reader that supports an HID RFID credential format.
c. Shall have an activity log capability to be used as an audit trail. The information on the activity log can be downloaded using either a compatible data transfer module, PC interface software and/or a handheld on-site infrared printer.
d. The finish shall comply with BHMA US26D satin chrome. The lockset shall be a BHMA certified Grade 1, heavy duty cylindrical type, Underwriter’s Laboratory (UL) listed as 10C positive pressure specification. The latch bolt shall be rated as a UL 3-hour fire rated, FCC certified item. Provide a curved door handle that meets ABA compliant levers and uses an ADA compliant clutch mechanism. The lever handle shall be made of the same metal material and finish as the Cipher lock.
e. Utilize an interchangeable core that is compatible with the standard JBLM Best Lock standard and accepts 6 pin cores. The Contractor or any Subcontractor shall be familiar with the JBLM Lock Shop keying record information and the Contractor shall contact the DPW Lock Shop with the Government QA for the information.
f. Locks shall be powered by 5AA fresh batteries and will be supplied and installed with each lock.
The batteries must be capable of 60,000 cycles to include low battery indicator light and alarm.
Proprietary battery packs are not authorized.
1.8.8. Provide all hardware and construction (temporary) cores required to secure buildings, utility access and related work throughout the construction period. Provide construction cores with a bright color on their exposed face to ease of identification. Develop a keying schedule with the Government for approval, and as the locks are accepted, replace the temporary cores with the permanent cores.
1.8.9. Provide keys to the Government for each newly installed permanent core. Furnish four keys for each lock core KD (keyed different), and four keys for each set KA (keyed alike) to the Public Works Lock Shop for control and issuing. In addition to the keys listed above, furnish four additional key blanks per core KA. Stamp each key with appropriate key control symbol and "U.S. Property - Do Not Duplicate". Key bows must be stamped with key code line ID (example: LA1223, MPA1223, etc.). Do not place the room number on keys. All locks and locksets used on Joint Base Lewis-McChord shall be compatible with the JBLM keying system. All locks, locksets and lockable panic hardware shall be equipped with cylinders with interchangeable cores as listed above. Locks shall be keyed in sets or subsets as scheduled. Locks shall be furnished with BEST Brand BLUE construction core or BEST plastic core plugs to protect core splines.
