Project #18: Madigan CDC Back-Up Power Building 6995
This is a project scope document for the installation of an emergency backup generator system at Building 6995, a child development facility at Joint Base Lewis-McChord (JBLM) in Washington. Building 6995 is designated as a Critical Asset and requires uninterrupted backup power to support sustained mission operations during emergencies.
Generator and Primary Equipment Requirements:
The project requires procurement and installation of a new diesel-powered emergency generator with a minimum capacity of 500kW at 208Y/120V, 3-phase to support the building's existing 1600-amp service. The generator must include an integrated double-wall sub-base fuel tank meeting Washington State environmental compliance standards, with fuel capacity sufficient for a minimum 48-hour continuous runtime, energy-efficient block heaters, and a site gauge. The generator controller must interface with the Enterprise Energy Data Reporting System (EEDRS) using Modbus communications protocols per JBLM specifications. A remote emergency stop switch must be installed on the generator enclosure exterior per NEC Section 445.19(B). The generator should include electrical packages with GFCI convenience receptacles and lights.
Switching and Metering Equipment:
The scope includes a 3-way manual transfer switch (1600A, 208Y/120V, NEMA 3R) to enable safe isolated load banking testing and connection of portable backup generators. A new 1600A, 208Y/120V automatic transfer switch (ATS) with isolation bypass and 4-pole configuration (NEMA 3R) must also be installed. An arc flash study is required for newly installed equipment. The existing EEDRS and JACE metering systems require replacement to interconnect with the generator set and provide real-time metering and generator performance data to building automation systems. The current metering system is in failing condition due to corrosion, power surges, and lack of preventive maintenance. EEDRS JACE installation is mandated per UFC 3-400-01 and JBLM Design Standards for code compliance. All work must comply with current editions of NFPA 110, 70, 70E, and JBLM Design Standards.

Project #18: Madigan CDC Back Up Power Building 6995
Project Title: Madigan Back-Up Generator
Project Scope:
Building 6995 is on the JBG CriƟcal Asset List and therefore authorized to have an emergency backup generator. The building requires backup power to provide uninterrupted power to support sustained mission operaƟons during emergency operaƟons.
Building 6995 has a 1600Amp 208Y/120 service.
Provide and install a new diesel-powered emergency generator providing stand-by power support to the whole building with a minimum set raƟng: 500kW, 208Y/120V, 3PH
The new generator shall have an integrated sub-base fuel tank incorporaƟng double-wall
Washington State environmentally compliant construcƟon. The fuel capacity for the sub-base fuel tank shall provide a minimum ‘run-Ɵme’ of 48-conƟnuous hours and incorporaƟng ‘Energy
Efficient’ Block Heaters and site gauge as sub-base fuel tank.
Generator controller shall be capable to interface the generator set to Enterprise Energy Data
ReporƟng System (EEDRS) equipment using Modbus communicaƟons protocols in accordance with JBLM 26 27 13.10 30 Rev 11, Para 3.3.8. Generators must have a remote emergency stop switch to shut down the prime mover, and it shall be installed on the exterior of the generator enclosure per NEC SecƟon 445.19(B). The new Generator should include electrical packages inside of the generator which included GFCI convenience receptacles and lights.
Provide and install a 3-way manual transfer switch, 1600A, 208Y/120V to allow safe isolated load banking tesƟng and connecƟon of a portable backup generator Ɵed in at the same Ɵme.
(NEMA 3R)
Provide and install a new 1600A, 208Y/120V ATS. The new ATS shall have isolaƟon bypass with 4 pole configuraƟon. (NEMA 3R)
Provide arc flash study for newly installed equipment.
The advanced metering system - Enterprise Energy Data ReporƟng System (EEDRS) and JACE require replacement to interconnect with the generator set. The intent of this is to provide the metering data and generator data to the local engineering staff first within the building automaƟon system that can execute applicaƟon programs to affect savings and able track energy usage. Electricity derived from a generator is charged at a different rate than uƟlity provided power. EEDRS is used to monitor generator output. It allows them to ensure the generator is performing properly and not producing unsaƟsfactory power that could cause damage to other building systems. The metering system in Building 6995 is in failing condiƟon due to corrosion, power surges, lack of preventaƟve maintenance, and general failures as display non funcƟonal, date and Ɵme in the meter get driŌed, and clearance provided between name plate and the casing of the meter was not enough that create an unsafe system.
AddiƟonally, it can no longer be calibrated due to age. EEDRS JACE is a requirement per UFC 3-
400-01 and JBLM Design Standards to be code-compliant with the installaƟon of metering.
All work shall comply with the most current ediƟons of NFPA 110, 70, 70E, and JBLM Design
