About this file
This is a Question and Answer Log for a federal construction contract opportunity (JBLM FORGE, W51EW7-26-R-A007) issued by Joint Base Lewis-McChord through the U.S. Army.
The opportunity involves an Other Transaction Agreement (OTA) valued at over $200 million to design and construct 19 projects at JBLM over a 60-month period. Key projects include new barracks construction, HVAC system replacements, airfield lighting upgrades, runway repairs, building renovations for Soldier Performance Readiness Centers, range modernization, and emergency generator installations. The government is seeking a single award to one team or entity, though it retains flexibility to combine proposals if no single offeror covers the entire scope. The procurement is construction-focused, with an overall project budget expected to exceed $200 million. Proposals were due May 22, 2026, with a site visit scheduled for May 5-6, 2026. The agreement will not be FAR-based but rather an OTA allowing greater flexibility and innovation. All projects will be released simultaneously, with the proposed schedule serving as a key evaluation factor. The government is actively seeking industry feedback on streamlining design reviews, permitting processes, and design standards. Bonds are required for the total project value, and a Project Labor Agreement applies. Performance and payment bonds are mandatory. The government intends to own final designs to ensure maintenance and repair rights. Utility work pricing for American Water, CLP, and PSE has been provided separately. No Government-Furnished Equipment beyond coordination of infrastructure is specified, with contractors responsible for most site infrastructure and FF&E design coordination.

1 Industry Day N/A N/A
Can you clarify the location, the agenda lists "JBLM Community Club" but then provides and address of Joint Base Lewis-McChord
Headquarters Bldg. 1010 Liggett Ave. Joint Base Lewis-McChord, WA and I do not believe these are the same? Also is there a Room Number or will there be signage once at the correct location?
Information is forthcoming. We will provide attendees with more specific logistics at a later date.
2 Industry Day N/A N/A Is Drivers License# , DOB, etc required if attending "virtually"? 2 We do not require the Driver's License # or
DOB if you are attending virtually.
3 Industry Day N/A N/A Is Drivers License# , DOB, etc required if you already have base access to JBLM?
We do not require the Driver's License # if you already have base access. If you have a Military ID, please provide us with those details (DoD ID
#, expiration date, etc.)
4 Industry Day N/A N/A Would the Government be interested in discussing a joint effort to spread the message about this event and having us table at the event?
Please note that for event planning and speaking roles, we are exclusively partnering with U.S. Government entities currently.
However, we encourage you to share the event information with your partner organizations for their awareness.
5 Industry Day N/A N/A We would like to attend with a combination of local and out-of-area team members, but wanted to know if there is a virtual option for out-of-area team members.
We are working on the virtual option. The virtual option will have less material such as the tour. We are not guaranteeing that the virtual communications will work the entire time.
6 Industry Day N/A N/A Will this industry day be more construction based focusing on construction (A&E) projects or more services based? Or will it be a combination?
6 The industry day will be construction focused.
7 Industry Day N/A N/A
The 1/22 agenda states "up to 25 minutes" for each company to present. Can you provide a little more detail on what that would include? Should we be prepared with a PowerPoint, or would this be a verbal presentation?
We allotted the time for a verbal conversation.
You may bring printed materials if it helps with the verbal presentation.
Project Scope &
Structure What is the total budget and is it a single award for all 19 projects? 8
The total budget for this effort is expected to be over $200 million. The plan is to issue a single award to one team or entity for all 19 projects. However, the Government retains the flexibility to combine proposals if no single offeror can cover the entire scope.

CS: Stephanie Deal/DeJahn Ingram AO: Charley Jackson charley.g.jackson2.civ@army.mil
Project Scope &
Structure How were these specific 19 projects chosen? 9
The projects were selected through an iterative process guided by Army senior leadership's
"FORGE" initiative (Facilities, Operations, Readiness, Growth, Experience). The list was narrowed down from over 130 items based on the installation commander's priorities: power projection capabilities, quality of life, and base modernization.
Project Scope &
Structure Will there be an opportunity to submit unsolicited proposals? 10
No. The procurement will be handled through a formal Request for Prototype Proposal (RPP).
There is no process for accepting unsolicited proposals. The Government encourages interested parties to form teams and partnerships with others in attendance.
11 Timeline & Process What is the expected timeline for execution? Will projects run concurrently or sequentially?
The goal is to complete the projects as soon as possible. All projects will be released at the same time. The proposed schedule will be a key evaluation factor, as time is the most critical measure of success for this pilot program. The Government is hoping for some "early wins" within the current fiscal year.
12 Timeline & Process How will the government avoid slowing down the project with lengthy design reviews (e.g., 35%/60%/90% reviews)?
The Government acknowledges this is a common problem and is actively seeking feedback from the industry on how to streamline this process. The Government is open to adopting commercial best practices to avoid these delays.
13 Timeline & Process How will the permitting process work? 13
All permits are handled internally within the Government at JBLM. The most significant hurdles are environmental and historical preservation reviews. While there is no outside jurisdiction, coordination will still be required for things like utility connections and FAA regulations for airfield projects.
14 Contracting & Budget Will this be a standard Government (FAR-based) contract? 14
No. This will be awarded as a single Other Transaction Agreement (OTA), which is not a
FAR-based instrument. This is intended to allow for more flexibility and innovation.

CS: Stephanie Deal/DeJahn Ingram AO: Charley Jackson charley.g.jackson2.civ@army.mil
15 Contracting & Budget The budget was set a long time ago. Was cost escalation included?
What happens if bids come in over budget?
If proposals exceed the budget, the Government will prioritize projects and "will not award the bottom" ones on the list. The #1 project is the #1 priority. Changes and cost overruns during the project will be handled as they arise.
16 Contracting & Budget Will there be requirements for small business participation or specific key personnel?
No, there are no specific requirements for small business collaboration. While the Government will want oversight (like a superintendent and quality control), the specific key personnel requirements have not been defined as strictly as in a typical FAR-based contract.
17 Contracting & Budget Will regulations like Buy American Act, CMMC, and CUI apply? 17 Yes, the Agreements Officer is required to follow the law at a minimum. Please see RPP for additional details.
Contracting &
Agreement Will the industry partner have the ability to comment on and propose changes to the final agreement?
18 Yes, the final agreement will be negotiable.
Contracting &
Agreement Is the "agreement" a legally binding contract? 19
Yes, it is a legally binding contract. While it's not a traditional FAR-based contract, it falls under common contract law, and both parties are expected to fulfill their obligations.
Contracting &
Agreement Will milestone payments be available, or is it a single payment upon completion?
The Government is open to the idea of installment or progress payments and is looking for suggestions from the industry in their proposals.
Contracting &
Agreement Will bonds (performance, bid) be required? 21
Yes, the Agreements Officer is required to follow the law at a minimum. Please see RPP for additional details.
Contracting &
Agreement Can a traditional defense contractor win the award, or must they partner with a non-traditional one?
A traditional contractor can be the prime.
While OTAs aim to attract non-traditional partners, it is not a strict requirement for this project. Partnering with small businesses is encouraged.
Contracting &
Agreement How will intellectual property, data rights, and the "right to repair" be handled?
The Government intends to own the final design to ensure they have the right to repair and maintain the facilities. This section of the agreement will be further developed.

CS: Stephanie Deal/DeJahn Ingram AO: Charley Jackson charley.g.jackson2.civ@army.mil
Project Scope, Follow- On Work & Timeline
How will this single prototype project be used to transform Army-wide construction in the future?
The lessons learned from this pilot are intended to be replicated. Successful completion will result in a "success memo,"that can be used to obtain future sole-source OTAs for similar work at other locations globally.
Project Scope, Follow- On Work & Timeline
Why are airfield maintenance projects included in this OTA when other contract vehicles exist?
Including a diverse range of projects is intentional. It allows the Army to test the OTA process on different project types and complexities to find lessons learned and innovative methods, rather than just using the fastest path for a single project.
Project Scope, Follow- On Work & Timeline
What is the timeline for the RPP response? 26 The timeline will be tight, approximately two to three weeks, to meet the goal of starting at least one project in the 2026 fiscal year.
Requirements &
Regulations How negotiable are the JBLM Design Standards and Unified Facilities
Criteria (UFC)?
They are highly negotiable. The Government is explicitly asking the industry to identify standards that drive up costs without being required by law and to propose innovative, safe, and cost-effective alternatives.
Requirements &
Regulations Will CMMC (Cybersecurity Maturity Model Certification) requirements be waived?
Yes, the Agreements Officer is required to follow the law at a minimum. Please see RPP for additional details.
Requirements &
Regulations How can we propose cost savings if we are submitting a single firm-fixed-price?
29 Please see RPP for details.
30 Process & Logistics Will our proposal be made public through a Freedom of Information Act
(FOIA) request?
It is possible. Therefore, it is strongly recommended that you mark every page of your submission as "Proprietary" to protect sensitive and competitive information.
31 Process & Logistics How will design reviews and inspections be managed without traditional systems like Procore or DrChecks?
The Government is replacing the system with dedicated manpower, including a supporting AE firm. They are open to industry-proposed software solutions (like Procore) and will work to resolve any Government IT firewall issues.

32 Process & Logistics Will a list of event attendees be provided for networking? 32
Yes, a list with the company name and point of contact will be released. However, it will not include email addresses or phone numbers for privacy reasons. You are encouraged to network and use professional platforms like LinkedIn.
33 Industry Day So the question is, how is this relevant to AMC and why is AMC involved today?
AMC serves as higher command to the Army Contacting Command (ACC) which includes the MICC, and to IMCOM which includes the JBLM
DPW. AMC is an integral key partner in the process.
I understand the production OTA authority and what you're describing for this instance of the first time you guys are trying to do this, and so you have this authority for a prototype. This is the prototype, but if the idea is to try to find A new method of interacting with industry long term that you can replicate right after you've done it once and perfected. It's no longer a prototype. So is this the same authority exist for you to replicate this over and over for affinity into the future to actually transform the process.
That's a great question. And it depends, right?
So, Yes, I've. I've seen them be reused a few times. Often times, because coming out of the pilot, we may have to tweak some things.
We're going to learn something. We're going to make an adjustment, so it starts looking different. So there's that option.
Can you clarify the follow on work? Is it similar work just solely tied to
JBLM? Or is it follow on potentially at other locations?
We're still working through that level of detail, but most likely. It would be other places.

JBLM FORGE- W51EW7-26-R-A007 - Question & Answer Log
CS: Stephanie Deal/DeJahn Ingram AO: Charley Jackson charley.g.jackson2.civ@army.mil
So if you could explain a little bit why we're going OTA specifically on like the three-year field projects when there's a current airfield maintenance contract awarded on JBLM? So why are we not funded funding that project to get it going, which would be faster than another four months on this OTA?
We think that the combination of the solution that we're looking for isn't just getting on contract quickly. It's the innovation on some of the things that we're doing. So pulling it into this project allowed us to construct a more innovation and output as well.
What? So in the process of actually signing the agreement that you discussed, what ability is there for your industry partner to comment and or propose changes to that to make sure that you know do do we have the ability to, you know take review it and actually propose things be added or changed in that agreement before it is signed.
37 The answer is yes.
Recently in the news, we've seen a lot of scrutiny with the small Business Office in 8(a)'s with awards over 20 million. Are you getting any any pushback or not awarding to an 8A or anything like that? Or are we allowed to to utilize them if needed?
38 You are able to utilize them.
39 Will the RPP become a legal binding contract? 39 No. Eventually the agreement is actually a legally binding contract that that will have a traditional spec and scope.
We talked about what what we may take exception to. There's also a JBLM design guide. How much of that is negotiable, and obviously that comes into play, right?
40 Yeah, pretty much all of it really is negotiable.
Which (if any) projects have had an environmental review conducted and what were the results?
All projects have had a preliminary review and most will have a categorial exclusion. Please see RPP
Contracting &
Agreement
How does the OTA contracting method handle contract modifications (ex:
unforseen sight conditions)? Is the expectation that the contractor's FFP # in their bid includes any potential issues and there will be no modifications other than force majuere related things?
Agreement modifications sometimes occur during the course of the agreement. However, potential offerors should FFP the 19 projects and work included in the solicitation documents.

Contracting &
Agreement
If the answer to the question above is that modifications are possible under OTA, is it possible to structure the agreement such that change order under a certain dollar threshold can be pre-agreed to such that the contractor can continue work without waiting for an answer and the modification be executed on the back end?
Any changes to the resulting Agreement will likely go through the Agreement modification process.
Requirements &
Regulations Will the agreement include liqudated damages on all or part of it? 44
Please refer to the RPP and the resulting T&Cs for liquidated damages language.
Requirements &
Regulations Will agreement include verbiage for terminate for convenience, terminate for default, show cause, and cure notice?
45 Please see RPP for details.
Requirements &
Regulations What are seismic and energy triggers for projects? 46
Seismic: if over 50% of building plant replacement value (PRV), substantial structural alteration, or change of use or occupancy.
Energy: if renovation is classified as "major" or for specific system upgrades such as HVAC or lighting. Final RPP will provide more project details.

Project Scope, Follow- On Work & Timeline
Can the Gov provide minimum requirements for the projects (ex: HVAC tonnage)?
48 Final RPP will provide more scope details.
49 Process & Logistics Can the Government elaborate on what key personnel are required and how many of those key personnel are required per project.
Attachment #3 to the RPP provides information on key personnel required.
50 Process & Logistics Attachment #3 to the Draft RPP V1 provides a lot of requirements for things like submittals, daily reports, formats for those documents, inspections, etc. Will these requirements be negotiable?
50 Yes, these requirements are negotiable .
51 Process & Logistics Does the Government intend to follow the USACE 3-phase Inspection
Plan?
51 Yes, however, the execution of it is negotiable.
52 Process & Logistics
Is the Government open to considering a tighter submittal review period for less-complex submittals, approving long-lead time submittals at the 35% design, and/or agreeing upfront which submittals are not needed.
52 Yes, open to considering all suggestions.
It appears the awardee will receive an “agreement” vs a “contract” for protype work; can you provide a sample agreement for the prototype work between government and winning design builder so we can assess whether to propose or not (and sell it to our chain)?
53 There will be no sample provided.
54 Will the procurement be a multiple step process? 54 Please refer to the RPP.

Offerors are expected to innovate through recommended UFC/other code exemption recommendations; how will the government evaluate these recommendations within the stated evaluation factors, given that an offeror’s recommended code changes will be reflected in the proposal and could change whether their proposed design meets technical specifications in the RPP? (A proposal could conceivably be throw out for noncompliance due to innovative approaches based on assuming their recommendations would be approved.)
As stated by MICC, all terms and conditions of the agreement are negotiable. The
Government will evaluate the offerors proposals in accordance with the RPP.
What type of past performance will be acceptable, and what type of past performance will be highly-rated?
56 Please see RPP for details.
Once the prototype OTA award is made, will individual project values be negotiated and contracted separately from the initial OTA award?
OR…
There will be on firm fixed price agreement awarded.
…Is an overall program price for all 19 projects required in the proposal? Lack of design and scope development at this stage would make this very difficult.
58 Yes.
Will a stipend be provided for unsuccessful offerors, as design development/cost savings proposals can take significant effort?
59 No.
Will pursuit costs be compensable in the first task order if you are the winning offeror?
60 No.
There is significant detail in the draft RPP for schedule requirements, to include a schedule that shows the entire project and sequences within
it. What level of detail will be required within the proposal; high-level concepts of projects built per year, or a much deeper level?
Requirements for significant schedule detail at the proposal stage would be very challenging with the information provided.
61 Please see RPP for details.
Will the government be responsible to provide external (EPA/other) permits or will awardee do this in addition to building/dig/other
“regular” DPW permits? If this work is not already underway, the quick start and time savings the government desires through this OTA use will be a major hurdle.
JBLM DPW has already begun the work on EPA/other type permits. Government will facilitate timeliness of this. "Regular" permits are still required and Government will assist
OTA contractor.
Will awardee be required to provide temporary services to disrupted tenants during utility outages?
63 Please see RPP for details.
Will awardee bear the financial burden of outage impacts levied by
JBLM’s private utility service providers?
Any disputes or issues resulting from an agreement would be addressed between the
OTA contractor and the private utility.
How detailed will specifications for individual projects be (consistent with traditional government construction contracts or lighter)?
65 Please see RPP for details.
Can you provide a copy of the JBLM Design Standards referenced in the draft RPP?

Question/ Answers
126 Design Timeline Q&A Log PPI #11 & 12
If the intent is to release all the projects at once and streamline the design process, will the Gov't (both technical reviewers and end users/stakeholders) have enough dedicated resources to review multiple projects simultaneously in a short window? Is there a limit to how many of the (19) projects can be in design at once?
No limit to # of projects that can be in design at once.
127 Contracting & Budget Q&A Log PPI #15
If the sum of all the projects exceeds the total available budget, will the awarded projects only get awarded in order of priority until the funding runs out, or will the Gov't pick and choose the best projects that fit with-in the total available budget (i.e. could the Gov't select Projects #1, #3, #4, etc, and skip #2)
The projects will be funded in sequential order.
However, the Governement reserves the right to manage funded CLINS at the Government's best interest at the time.
128 Contracting & Budget RPP 4.1
The RPP states the proposals shall remain valid for 210 days. Is there any additional time that un-awarded CLIN's need to remain valid for?
(i.e. if the Gov't is able to award CLIN's 1-10 at the original time of award, does the Contractor need to hold the pricing on CLIN's 11-19 for an additional XXX days?)
Recommend un-awarded CLINs be included in the agreement as un-priced option CLINs so they can be negotiated at a later date if funding becomes available

129 Telecomm Project 1 TS-103 Please confirm the distance from BLDG 31020 to Vault MA-370, and please verify how the 288 SM Fiber should be run (i.e. inside direct bury conduit, ductbank, etc.)
Distance is approxiamtely 700' depending on route chosen by contractor. Fiber is to be routed in 4-way 4" ductbank per keynote 3 on sheet TS-103. This keynote is in reference to an adjacent interrelated route but the requirement remains the same for all of the associated runs.
130 Safety & Security Project 9 Part 2.0 Section 2 in scope documents for Project #9 references drawings CI001- CI005, C1004, however these drawings are not included in the bridging documents. Please provide drawings.
These sheets will be included with the RPP amendment. The reference to C1004 should be
GI003.
131 Contracting & Budget RPP 2.8
The warranty requirements note the project can be completed in phases, with warranty dates staggered as such. Please verify that a formal BOD/acceptance letter will be provided for each completed project as it is turned over to the Gov't. This will allow the warranties to begin, and will also transition the building insurance, maintenance, and utilities to the end occupant for any projects completed prior to the 60 month overall contract completion.
Confirmed a formal BOD issuance will be provided as applicable, starting warranty periods.
132 CLIN Sheet CLIN Sheet Several CLIN items have breakout line items noted "Comms". Is this a breakout of the communicaiton elements from each building? What should this include in the line item breakout?
That is correct. This is to separately account for communications related costs. This incldues but is not limited to comms ductbanks, fiber, patch panels, etc.
133 CLIN Sheet Project 17
Project 17, JDOC building 2090 and 2084 have seveal line item breakouts in the CLIN structure. There is repair and construction breakouts. What socpe of work items are considered repair or construction for the breakout? Or what should these breakouts include?
Repair would be replacement of existing finishes/features including any upgrades to existing systems. Construction is in reference to installation of finishes/features that do not currently exist. Example: replacement of ceiling tiles to facilitate HVAC replacement is repair.
Installation of a new demising wall where none currently exists to alter space configuration is construction.
134 Submission Drawings Para 4.2 / Pg 9 of 27
It was noted and spoke on at the site visits for provide design development drawings. We heard 35% DD submission. 35% DD submission for each project is a heavy lift in such a short time frame.
Are concept drawings needed to be included with the 60 page technical proposal? Or are concept drawings helpfult in submission. Which projects do you require concept drawings to be included in techical narrative?
Concept drawings are useful for Gov review.
There is no specific requirement for drawings listed in the RPP. Whatever drawings the contractor provides with their proposal is their prerogative.
