About this file
This is a Statement of Work and Technical Criteria document for the design and construction of a Soldier Performance Readiness Center (SPRC) at Joint Base Lewis-McChord. The project requires ground-up construction of a new, standalone facility to house the SPRC Physical Training Module, with the contractor responsible for all design, engineering, management, labor, and materials. The facility must comply with SPRC Standard Design documents and Technical Criteria, with the contractor's design team proposing an optimal location in the vicinity of Building 11371.
The project encompasses four primary components: (1) a Physical Training Module with four zones (Warm-Up, Resistance, Accessory, and Work Capacity/Agility) requiring minimum 16-foot clear height, with Zone 3 including a 70'x82' synthetic turf field with 20 lanes; (2) a Reconditioning and Cognitive Performance Module for one-on-one support services located adjacent to Zone 3; (3) two classrooms accommodating 25 students each with flexible configurations and demonstration kitchenettes; and (4) Administration spaces including private offices, cubicles, team rooms, and break areas. Site work includes clearing, excavation, grading, underground drainage systems, and utility trenching for water, electrical, and data connections coordinated through JBLM privatized utilities (American Water & City Light & Power). Surfacing requirements specify brushed concrete for Zone 0, minimum 3/8-inch thick resilient rubber flooring for Zones 1-2, and synthetic turf with 5mm foam backing for Zone 3. Mechanical systems must maintain temperature ranges of 68-78°F with HVLS ceiling fans and heating/cooling devices for year-round operation. Electrical provisions include minimum 40 foot-candles of LED lighting and 12 weatherproof duplex outlets. All equipment and furnishings, including exercise equipment and clinical equipment, will be provided and installed by others. The facility must accommodate contaminated soil and unexploded ordnance concerns, requiring in-situ testing and UXO surveys prior to excavation.

Project #14: Construct SPRC 11371
1.0 Project Overview
This project requires a Contractor to design and build a Soldier Performance Readiness Center
(SPRC) at Joint Base Lewis-McChord.
New Construc on. The ground-up construcƟon of a new, standalone structure to house the
SPRC Physical Training Module. The Contractor's design team will be responsible for proposing an opƟmal locaƟon for this new facility in the vicinity of Building 11371.
The Contractor shall provide all design, engineering, management, labor, and materials to complete the work described herein. The final design must be developed in accordance with the provided SPRC Standard Design documents and the Technical Criteria for Soldier Performance
Readiness Center.
This area is known to have possible contaminated soil and unexploded ordinance so any excavaƟon will require in situ tesƟng for contaminants and UXO surveys and awareness training for all employees prior to excavaƟon and/or disturbance.
Exclusions: All equipment and furnishings, including but not limited to exercise equipment, clinical equipment, office furniture, and specialized appliances, will be provided and installed by others. The Contractor's scope is limited to the construcƟon and preparaƟon of the faciliƟes.
Coordina on for U li es: All new connecƟons for water and electrical services must be coordinated through the JBLM privaƟzed uƟlity services; American Water & City Light & Power.
ConnecƟon fees are expected and will be an incurred cost by the Contractor.
2. New Construc on (Physical Training Module)
2.1 General Scope
The Contractor shall design and construct a new, all-weather facility to house the Physical
Training Module. The iniƟal concept is a tension fabric structure, but the Government encourages innovaƟve and cost-effecƟve soluƟons that meet all funcƟonal requirements. The structure must be a large, open, high-bay facility with a minimum clear height of 16'-0". The locaƟon is to be determined by the Contractor's design team, sited for opƟmal workflow with the newly renovated Building 11371.
2.2 Detailed Scope of Work
The new construcƟon shall include, but is not limited to, the following:
2.2.1 Site Work:
o Site clearing, excavaƟon, and grading for the new building foundaƟon and surrounding areas.
o InstallaƟon of underground drainage systems, parƟcularly for the turf field.
o Trenching and installaƟon of all required uƟliƟes (water, electrical, data).
2.2.2 Structural:
o ConstrucƟon of the foundaƟon and erecƟon of the primary building structure
(e.g., tension fabric, pre-engineered metal building, etc.) to achieve a clear-span, high-bay space.
o ConstrucƟon of a reinforced concrete or masonry "throwing wall" for ball-impact exercises within Zone 3.
2.2.3 Surfacing:
o Zone 0 (Prepara on/Warm-Up): Pour and finish a brushed concrete slab.
o Zones 1 (Resistance) & 2 (Accessory): Install heavy-duty, outdoor-rated, permanently adhered resilient rubber athleƟc flooring (minimum 3/8" thick).
o Zone 3 (Work Capacity/Agility): Install a mulƟ-lane (approx. 20 lanes) syntheƟc turf field measuring approximately 70'x82', complete with required lane markings and a minimum 5mm foam backing.
2.2.4 U li es & Finishes:
o Electrical:
Install exterior, high-lumen LED lighƟng for 24/7 operaƟons (minimum 40 fc at the floor).
Install a minimum of 12 weatherproof duplex electrical outlets spaced strategically along exterior walls.
o Mechanical: Install mulƟple high-volume, low-speed (HVLS) ceiling fans with wall-mounted controls. Provide heaƟng/cooling devices as necessary for the climate to allow for year-round training.
o Plumbing: Install outdoor water fountains/boƩle-filling staƟons.
o Acous cs: Provide acousƟcal treatment (e.g., wall/ceiling baffles, spray-applied treatment) to achieve a reverberaƟon Ɵme between 1.8-2.0 seconds.
o Finishes: Install perimeter fencing or containment barriers and paint all structural steel or walls as required.

EXECUTIVE SUMMARY
A. OVERVIEW
Holistic Health and Fitness (H2F) is a comprehensive, integrated, and immersive health and fitness system of governance, personnel, equipment/facilities, program, and leader education that generates lethal Soldiers who are physically ready and mentally tough to engage with and overmatch the enemy in multi-domain operations. H2F is an overarching framework (system) that focuses all aspects of human performance optimization (periodization, recovery, sleep, injury prevention, nutrition, mental training, etc.) to maximize individual and unit readiness. It is a lifecycle system that develops/improves/sustains Soldier readiness from pre-accession training, through an Army career, and as a Soldier for life. One component of this system is the Soldier Performance Readiness Center (SPRC). The SPRC is a dedicated training facility designed to generate lethal Soldiers who are physically fit and mentally tough to engage with and overmatch the enemy in multi-domain operations.
The SPRC is category code 17127 in the Real Property Categorization System. The definition is as follows: training facilities provide support services to meet the individual physical fitness, coordination, skills development, and training needs of military personnel.
B. USE OF DOCUMENT
This document will be used, in conjunction with the Army Standard, for the design and construction of new SPRC for the United States Army. Standards for new construction will meet the quality standards described in the Functional Criteria section. Renovation or conversion of existing facilities should be evaluated on a case-by-case basis, but where possible shall conform to the requirements of this standard.
