About this opportunity
Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic seeks design-bid-build construction of a Weapons Magazine & Ordnance Operations Facility at Naval Submarine Base New London in Groton, Connecticut, with proposals due October 14, 2026. This is an unrestricted acquisition with full and open competition under NAICS 237990, Other Heavy and Civil Engineering Construction, with PSC Y1EA.
The project encompasses demolition of 18 existing arch-type magazines built 1968–1974, plus Buildings 524 and 393; construction of six Containerized Long Weapons Storage (CLWS) magazines, two Type G magazines, one Type H magazine with earth-covered concrete reinforced structures, a 10,500-square-foot Ordnance Operations Building, and a Sentry/Truck Inspection Building; and installation of overhead bridge cranes (25-ton capacity for CLWS; 5-ton for Type G/H) with associated site work including rock blasting, excavation, utilities, and drainage. Work is performed at Naval Submarine Base New London, Groton, Connecticut.
The total contract performance period is 1,982 calendar days from notice to proceed, divided into six phased milestones with liquidated damages ranging from $29,752.70 to $66,607.65 per calendar day of delay, depending on milestone. The estimated magnitude of construction is $200 to $250 million (base price; additional options available). The contract is firm fixed-price with a base price and seven option line items covering Building 524 demolition, EPDM roofing installation, electronic security systems, audio-visual systems, technology specialist services, furniture/fixtures/equipment, PFAS laboratory analysis, and shutdown time compensation. A bid bond of 20 percent of total bid price or $3 million, whichever is less, is required. Small business participation of minimum 20 percent is mandated, with specific targets for service-disabled veteran-owned, woman-owned, HUBZone, and disadvantaged businesses.
Evaluation factors are weighted equally between price and non-price. Non-price factors include corporate experience (three project categories: Buildings/Structures minimum 3,000 SF or 2,500 CY concrete; Road Construction minimum 1,500 linear feet two-lane roadway; Demolition minimum 3,000 SF or 2,500 CY concrete structure—all within ten years prior to solicitation issuance); management approach and schedule; safety; past performance; and small business utilization. Offerors must demonstrate at least one relevant project in each corporate experience category to receive acceptable rating.
Distinctive requirements: all contractor personnel must be U.S. citizens and must obtain base access through DBIDS or alternative credentialing; all personnel must complete explosive safety training per Defense Explosives Safety Regulation (DESR) 6055.09 and Hazards of Electromagnetic Radiation to Ordnance (HERO) protocols prior to site entry. Tree clearing and rock blasting are prohibited April 1 through October 31 due to endangered bat habitat. Eastern Ribbon Snake mitigation measures, including exclusionary barriers and relocation protocols, are mandatory during construction April 1–October 1. Contractor must maintain physical security for existing operational magazines throughout all phases and provide separate construction entrances independent from weapons compounds. Ground disturbance and wetland work are restricted for 90 days after award pending NPDES and wetlands permit approvals. Work is restricted to 6:30 a.m. to 4:30 p.m. Monday–Friday unless Contracting Officer approves otherwise. Proposals must acknowledge amendments through Amendment 0014, issued September 30, 2026, which extended total contract duration to 1,982 calendar days and adjusted milestone schedules and liquidated damages rates.
