About this file
This is a comprehensive project specifications document for the P-1102 Weapons Magazine & Ordnance Operations Facility at Naval Submarine Base New London in Groton, Connecticut. The project involves the replacement of 18 arch-type magazines built between 1968-1974 with six (6) containerized long weapons storage (CLWS) magazines, two (2) Type G magazines, and one (1) Type H magazine. The work also includes replacement of Building 524 (Ordnance Operations Building) and Building 393 (Truck Inspection and Sentry Building), as well as installation of overhead cranes with 25-ton capacity for CLWS magazines and 5-ton capacity for Type G and H magazines. The total contract duration is 1,587 calendar days with phased milestones: Phase 1A (294 days), Phase 1B (190 days), Phase 1C (35 days), Phase 2 (210 days), Phase 3 (269 days), and remaining work in Areas E-K (1,587 days cumulative).
The specifications establish stringent requirements for site management, security, and environmental compliance. Contractor must maintain physical security and access control for active magazines during construction, coordinate with NMCI contractors for telecommunications infrastructure, obtain all required permits including NPDES and wetlands permits, and comply with explosive safety training per DESR 6055.09. Key restrictions include prohibitions on tree clearing and blasting between April 1 and October 31 due to endangered species habitat, wetland work restrictions until permit approval, and requirement for ribbon snake mitigation plan coordination. The contractor must implement cybersecurity requirements for all computers and temporary IP networks, provide temporary facilities including administrative offices and QC manager workspace, establish backflow preventers on all water connections, submit all technical documents via the eCMS system, and maintain dust control and traffic management plans. Government will furnish nine internal lock devices (ILD) for magazine doors; the contractor must supply remaining door hardware and complete a DoD Lock Program form. All work must comply with Navy installation security protocols including DBIDS registration for contractor personnel and personnel citizenship verification.
