Factor 2 – Management Approach and Schedule

(i) Solicitation Submittal Requirements:

The offeror shall submit a narrative and schedule for this factor. The narrative shall not exceed ten (10) pages, 8-1/2" x 11" size. Provide the schedule, documenting any multiple critical paths, in 11" x 17" pages and in an Adobe PDF file. There is no page limit on the schedule.

The narrative shall include, but not limited to:

1. Provide a narrative describing the proposed approach to management, for both subcontractors and your workforce, to ensure schedule adherence, early detection and correction of problems and the execution of the base bid items and all options, as referenced in the RFP.

2. Identify activities that may affect the project timeline, including other/off site work activities.

3. Describe how your firm will handle technical complexities relating to: maintaining complex phasing plan that enables access and operations of existing weapons magazines during construction.

4. Describe how your firm will handle unforeseen problems with: material deliveries, subcontractor progress, weather, re-work, differing site conditions, and inspections relating to the subject project.

The schedule shall include, but not limited to:

1. Provide a Critical Path Method (CPM) construction schedule that illustrates your ability to achieve the schedule and meet all the requirements of the RFP (1828 calendar days inclusive of all options, including 15 days for bond approval). The schedule shall be based on a contract award date of 16 December 2026. This date is for proposal purposes only and is not intended to indicate an anticipated/planned award date. Any proposed duration shorter than the RFP requirements will be incorporated into the contract award.

(ii) Basis of Evaluation:

Offerors will be evaluated on the extent to which they demonstrate a thorough understanding of the requirements of the RFP.

A narrative work plan that identifies areas of risk in logistics and resource management, and provides a comprehensive contingency plan that addresses mitigation of any identified risks with potential solutions, may be considered more favorably.

A schedule that proposes a realistic shorter contract duration that the required duration indicated in the RFP may be considered more favorably.

PPI # Page Section Paragraph Question Response

Please verify that all load tests associated with the bridge cranes (Specification section 41 22 13.14) noted under subsection 3.4.5 are able to be performed on the project site and are not required to be done at the fabricator. Can the load tests in sub section 3.4.5 be applied to the certificates noted in subsection 1.6.3.f?

Load tests specified in Section 3 of 41 22 13.14 are to be performed on site after cranes are installed and checkout by the vendor. Load tests are performed by the vendor with witnesses representing user facility and/or NAVFAC.

Certificate required in subsection 1.6.3.f is required prior to load testing and states that overload tests up to 125% of rated load can be performed periodically. The design of crane assures that crane can be overload tested to 125% without damage. Load tests are expected for acceptance and periodically throughout the life of the crane at intervals of one to three years. This certificate is a design requirement and must be delivered before acceptance testing begins.

“The project drawings do not show us working in Sites 2A, 2B, and 3 and the contract documents do not provide enough chemical test data for us to adequately price soil disposal and the data that was provided for material off our work zone is from 2010.

Addendum 6 revised specification 01.57.19.

This spec describes contaminants found in Sites 2A, 2B, and 3, but does not provide any further information on soil we are actually going to work with.

Making the contractor responsible for the testing and disposal

1. No active intrusive activities are anticipated within Sites 2A and 2B for this project, the land use within these areas is limited to laydown areas for contractor use. Activities within Site 3 are limited to utility installation. All duct bank installation within this boundary should be considered contaminated and most of the soils may be reused. The land use control description is provided for worker safety notification purposes.

2. Pre-characterization of site soils is included within the Soil Management Plan Section of 01 57

19. All costs associated with pre-characterization are part of the base bid.

3. Please bid per the RFP.

4. Please bid per the RFP.

costs and schedule time for unknown soil conditions is not reasonable. Can a precharacterization item be created for the contractor to test soil samples from around the site to determine where problem soils might be located and develop an adequate soil management plan?

Additionally, is it possible to provide Unit Price Items for instate transportation and disposal, out of state transportation and disposal, and hazardous disposal to eliminate risk.

Lastly, only being able to store materials for 60 days is unrealistic due to the Phasing requirements. For example, all blasting happens early on and other phases of reuse are not available within a 60-day timeframe. The way the spec is currently written, all material will have to be disposed of. We request this requirement be removed.

S-010S & S-204

Reference is made to Drawing S010S as well as S-204 of the CLWS plans. Would you please provide details for the access hatch or blast door used to access the mechanical room on the CLWS magazines.

There is a door schedule on CLWS- S-701. Door Type A is intended for the exterior door to the mechanical room.

Reference PPI 329 response – It is our understanding that the Government has an implied responsibility to share information that may be critical to

No active intrusive activities are anticipated within Sites 2A and 2B for this project, the land use within these areas is limited to laydown areas for contractor use. Activities within Site 3 are limited to utility installation. All duct bank bidders. In that context, we respectfully request any available prior soil sampling and analytical reports within the project limits that may not already be reasonably accessible to all bidding contractors.

Such information could help inform pricing considerations and provide further clarity on the scope of work.

Depending on the contaminants present in the soils, it may significantly alter the disposal site location and increase/decrease the cost and the approval process duration.

installation within this boundary should be considered contaminated and most of the soils may be reused. The land use control description is provided for worker safety notification purposes. Pre-characterization of site soils is included within the Soil Management Plan Section of 01 57 19.

Ref Temp Electrical - Per PPI #369 response, we respectfully request a design for any temporary measures necessary to support ongoing operations during each phase.

Providing temporary power is the responsibility of the contractor pursuant to Specification 01 50 00 paragraph 3.2

384 PROD

Ref. Permitting – PROD documents identify several permits as the Contractor’s responsibility to “finalize permit with CT DEEP” or to “confirm final approval” with the applicable Government agencies prior to construction. However, the level of completeness for these permits is not clearly defined.

What is the current status of each listed permit (e.g., conceptual, partially complete, or substantially complete and pending final approval)?

Please see Amendment 0009, the PROD has been updated.

The erosion control and stormwater management permits (to include Clearing and General NPDES), have been submitted to CT DEEP and are currently in review for plan approval. The Government must submit a Notice of Termination and the Construction Contractor must file for a new permit with CT DEEP for approval prior to land disturbance activities since permits are no longer transferrable.

1.3

Section 01 14 00 states that the Contractor shall complete the entire work ready for use not later than 1,587 calendar days, and separately lists the following per-phase milestone durations: Milestone 1 (Phase 1A) 294 days;

Milestone 2 (Phase 1B) 190 days; Milestone 3 (Phase 1C) 35 days;

Milestone 4 (Phase 2) 210 days; Milestone 5 (Phase 3) 269 days; and Milestone 6 (Areas E, F, G, H, I, J & K) 1,587 days.

The five interim phase milestone durations (Milestones 1–5) sum to 998 calendar days, which does not equate to the 1,587-day total contract duration. In addition, the specification provides no defined start (commencement) event from which each individual phase milestone duration is to be measured, and it expressly permits Milestone 6 work to be performed concurrently with Milestones 1–5, confirming that the phases and their milestones are not intended to run consecutively.

Based on the foregoing, it is the offeror's interpretation that:

enforceable contract completion requirement is the total contract duration of 1,587 calendar days from Notice to Proceed (inclusive of final site cleanup); and

(2) The individual phase milestone durations in Milestones 1–5 are provided as guidance to convey the Government's expected phasing sequence and relative effort, and are not independently enforceable interim completion constraints
