About this opportunity

Naval Facilities Engineering Command issued multiple sources sought notices on October 1, 2025, and August 4, 2026, for the P1102 Weapons Magazine and Ordnance Operations Facility at Naval Submarine Base New London, Groton, Connecticut, with responses due August 19, 2026.

The Navy is conducting market research to identify qualified suppliers for three distinct areas: stormwater quality management devices (including Contech Underground SWQ Chambers, ChamberMaxx, DuroMaxx Steel Reinforced Polyethylene, Diversion Manholes, Stormgate Manholes, and Hydrodynamic Separators); and KMC Controls programmable building controllers (general purpose controllers, unitary controllers, VAV controllers, expansion modules, BACnet routers, and distribution modules configured using KMC Conquest BACnet Digital Controls software). The stormwater devices must meet Connecticut DEEP regulatory requirements for wetlands, bedrock/ledge restrictions, and limited construction space. For KMC controls, the notice clarifies that while controllers must use KMC software, the requirement does not restrict which vendors may install, commission, test, maintain, or operate the systems.

Interested vendors must submit a capabilities statement package not exceeding five pages electronically, limited to 4MB attachment size. Submissions go to Angela Clifton at angela.j.clifton2.civ@us.navy.mil for KMC controllers and Jonathan Durham for stormwater services, with responses due no later than August 19, 2026, at 2:00 PM Eastern Daylight Time. The completed Attachment 1 (Company Information) form must accompany submissions, including NAICS codes, CAGE code, SAM registration confirmation, bonding capacity, and small business classifications. The government is not obligated to pay for submitted information; no solicitation specifications or drawings are currently available, and the acquisition method has not been determined.
