About this file
This is a Pre-proposal Inquiry (PPI) Responses document that addresses contractor questions submitted during the solicitation phase of a federal construction project.
Three inquiries (PPIs 17, 18, and 19) requested extension of the proposal due date, citing the magnitude, size, complexity, and specialized nature of the construction project, as well as unanswered PPIs. All three requests were addressed through Amendment 0004. PPI 20 sought confirmation that copies of Prior Performance Questionnaires (PPQs) previously submitted to NAVFAC for prior solicitations could be included with the proposal to satisfy Factor 4 - Past Performance requirements; this request was confirmed. PPIs 21 and 22 posed identical questions regarding whether a second site visit would be permitted before the bid date, given that photographs were prohibited during the initial site visit and specialty subcontractors needed additional access for evaluation purposes. Both requests were denied, with the response stating that a second site visit is unable to be accommodated.
