Ref. Post Award Changes
- With the design likely occurring within the first 6 months after award and the turnkey modification being issued up to 6 months from CCD, it is likely the designed components priced for the turnkey modification will be discontinued and replaced with a newer model. Will this require an additional design
BVD?
No additional design BVD is anticipated, provided the replacement component is functionally equivalent, meets the original performance and technical requirements, and does not require changes to the approved design. If a discontinued component is replaced with one that affects functionality, interfaces, performance, or requires design revisions, then an additional design BVD may be required.

Ref. Post Award Changes - With the design likely occurring within the first 6 months after award and the turnkey modification being issued up to 6 months from CCD, it is likely the designed components price will change. Given there may be 3 years between BVD and turnkey modification award, will the turnkey subcontractor be required to hold pricing for 3 years at the BVD approval stage?
No, pricing established during the BVD phase is intended solely to support evaluation and budgetary planning and is not required to be held until turnkey modification award. Final pricing will be established at the time the turnkey modification is issued and may be adjusted to reflect current market conditions, material cost, labor rates and equipment availability.

Amendment 9 provided an anticipated award date December 16, 2026. The process by which the contractor prepares to rock blast takes 6 months per the specifications (4 submittals at 21 working days each for review and approval).
Based on the anticipated award date and the required submittal process, the soonest the contractor could gain approval to blast for the Operations Building would be March 31, 2027. This coincides with the No Blasting Restriction from April 01 to October 31 and therefore blasting would not commence for 215 calendar days on November 01, 2027.
Based on this there is not enough time allotted for the completion of Milestone 1. The milestone duration provided still does not account for the time it takes to blast and the calendar restrictions for blasting. Please provide an updated milestone duration or a revised approval process for blasting.
Please see updated clause provided with Amendment 0010. The calendar duration for Milestone 1 is revised to accommodate blast restrictions based on an estimated award date of December 16, 2026.

Attachment H- Price Proposal
Form
Line Item 0009, Option Item No. 8, requests a per hour unit price for 100% work shutdown.
The hourly cost of this this impact will vary greatly depending on the phase of the project and how much manpower and how many pieces of equipment are working at any given time. The manpower and equipment needs for this project will not be linear across its duration. Given this significant variability, the Contractor will not be able to provide a single price, without being overly conservative.
It is recommended that the Government change this Option from a unit price to an allowance. This will allow the Government to pay for the actual cost of the impact based upon actual conditions at the time of the occurrence.
Please see updated ATTACHMENT H – Price Proposal Form REV4 provided with Amendment 0010.

J&A is not required for the software. Provide software that is compatible with the Lenel OnGuard system components per specifications.
Regarding the Liquidated Damages rates associated with the interim milestones identified in Amendment No. 9, particularly Milestone 3, the combination of significant liquidated damages exposure and the extensive stakeholder review and approval requirements appear to substantially increase schedule risk to the Contractor.
These requirements place increased pressure on critical and near-critical activities within the Network Analysis Schedule, limiting available float and reducing the Contractor's ability to mitigate impacts arising from factors outside its direct control. As a result, offerors may be compelled to include additional contingency, staffing, and risk premiums in their pricing to offset this exposure, potentially increasing overall project costs without corresponding benefit to the Government.
Please clarify whether the Government has considered adjustments to the liquidated damages structure, milestone dates, approval processes, or opportunities for greater concurrency in project execution to better balance schedule risk while maintaining the project's objectives and achieving best value.
Please see FAR 52.211-12 (DEVIATION 26-O0038) with Amendment 0010.
Given the number of unanswered PPIs and milestone questions still outstanding, please extend the proposal due date to October 6 to give the Government sufficient time to respond and the Offerors the ability to incorporate the changes into the proposals.
Please see Amendment 0010.
Proposal due date is extended to 29 September 2026.
After a conversation with our paver supplier, they recommend a 5' conventionally installed pour strip at the concrete paving closest to the buildings.
This will allow enough clearance for the paver tracks between the building and the rest of the concrete paving.
This will be required at the type G, H, and CLWS buildings. Can the engineer of record confirm if this method is acceptable? If allowed, can we use a laser screed & ride on/walk behind trowel machines for placement to help meet the FF/FL requirements?
The construction contractor is responsible for the means and methods to achieve the concrete pavement section shown on the drawings and meet the FF/FL requirements.
Addendum 9 made significant changes to the liquidated damages structure to the contract. However, it is unclear when the impact takes place.
For example, milestone 1 is 588 days (assuming from NTP).
Milestone 2 is 340 days- is that 588 + 340 days from NTP or just 340 days from NTP?
Each milestone has its own damages associated with missing
Please see FAR 52.211-12 (DEVIATION 26-O0038) with Amendment 0010.
dates. Are these additives ie one can pay multiple damages?
Are there caps to the damages? With such excessive damages, are there incentives that could be added?
The damages listed for milestone 3 are $312,854.12 per day, but in 01 14 00 provided in addendum 7- Milestone 3 (phase 1c) lists “Work includes but is not limited to demolition of existing Building 524, utilities and pavements.” For such a penalty, a more complete description of work is needed. Why is there such a large penalty for the demolition of Building 524?
Please provide locations of card readers at magazines, if any.
Card readers are not located at magazines.
