About this file
This is Amendment 0007 to a Design-Bid-Build (DBB) federal construction solicitation (N4008526R0004) for the Weapons Magazine & Ordnance Operations Facility at Naval Submarine Base, New London, Connecticut, issued by NAVFACSYSCOM Mid-Atlantic. The amendment extends the proposal due date from June 25, 2026 to July 28, 2026 and incorporates updated drawings, specifications, Pre-Proposal Inquiry (PPI) responses, revised attachments, and applicable FAR clauses.
The solicitation encompasses comprehensive construction work including: demolition of existing magazines and buildings; construction of new Type G and Type H magazines, a CLWS magazine system, an Ordnance Operations Building, and a Sentry Building; installation of bridge cranes (5-ton capacity for Type G/H magazines and 25-ton capacity for CLWS magazines); wetland mitigation design and installation; rigid inclusions ground improvement; and associated site work and utilities. Key specifications address work restrictions, phasing requirements, environmental controls, safety protocols, material standards, and equipment specifications. The amendment clarifies critical technical issues including crane specifications, salvage requirements (manual chain falls to be retained, remaining crane components disposed), rigid inclusion design criteria with maximum settlement of 0.75 inches, foundation modulus requirements of 150 pci, magazine door coatings to be field-applied rather than shop-applied, and heat trace system warranties reduced from 25 years to 2 years. Notable PPI responses address CUI document classification (project not classified as CUI), wetland permit monitoring and inspection requirements, contractor staging and utility locations, and commissioning scope limited to the Ordnance Operations Building only. Updated wage determination, price proposal form, NRZ Red Zone checklist, and geotechnical investigation analytical report are provided as attachments.
