About this file
This is a training presentation on Explosive Safety (ES) and Hazards of Electromagnetic Radiation to Ordnance (HERO) awareness required for personnel entering explosive sites or HERO-unsafe areas at Naval Submarine Base New London. The training is mandatory for shipyard workers, vendors, facilities/maintenance personnel, and contractors who may access these restricted areas on naval installations.
The presentation outlines critical safety protocols centered on the cardinal rule of explosive safety: expose the minimum number of people to the minimum amount of explosives for the minimum amount of time. Key content includes Explosive Safety Quantity Distance (ESQD) maps establishing 1250-foot arcs around ordnance handling areas, weapons convoy procedures requiring direct pier transit with escort vehicles and placards indicating detonation hazards with varying safety distances (500 feet for mass detonation and explosion with fragments; 75 feet for mass fire and moderate fire). Personnel are prohibited from bringing flammable materials to ordnance piers, conducting hot work within 500 feet of active ordnance operations, entering crane handling areas, using unauthorized cell phones or radios, and smoking outside designated areas. The HERO training component addresses electro-explosive devices (EEDs) contained in ordnance and weapons systems, emphasizing that electromagnetic and electrical signals can activate these devices, cause malfunctions, and create life-safety and property damage risks. The presentation directs personnel to turn off cellular phones in ordnance production facilities and HERO-unsafe areas and identifies contact information for the Submarine Base New London Explosive Safety Officer and Naval Submarine Support Facility Explosive Safety Officer.

Explosive Safety (ES) and Hazards of Electromagnetic Radiation to Ordnance (HERO) Training
Purpose:
Explosive Safety awareness and HERO Training is required for personnel such as Shipyard, Venders, Facilities / Maintenance or Contractors who may be entering Explosive Sites/Areas or HERO Unsafe Areas on Naval Installations.
To ensure personnel are aware of the dangers associated with using cellular phones and other electrical devices (such as CB radios) on bases where weapons or ordnance are being produced, maintained or stored.
SUBMARINE BASE MISSION
To provide direct fleet support to submarines, providing intermediate level maintenance and ordnance support to 2 squadrons of 17 nuclear submarines, assigned service and small craft, including the Historic Ship NAUTILUS. This support includes maintenance; repair and upkeep to improve readiness and to perform such other functions as may be directed by competent authority.
Our Focus for this presentation is on the Ordnance Support part of our Mission
Example of the Explosive Safety Quantity Distance Map (ESQD)
A 1250 ft. arc surrounding the ordnance handling area
Map is approved by the CNO
Cardinal Rule of Explosive Safety “Expose the MINIMUM number of people to the MINIMUM amount of explosives for the MINIMUM amount of time”
Ordnance is transported to the Piers via a Weapons Convoy. The convoy must proceed directly to the Pier with no stopping.
If Driving Pull Over
Escort vehicles front and rear with lights flashing and Sirens blaring The ordnance vehicle will have placards, bravo flags, and flashing lights
Placards and their meanings:
Mass Detonation, 500 ft. ESQD Arc Explosion with fragments, 500 ft. ESQD Arc Mass fire, 75 ft. ESQD Arc Moderate fire, 75 ft. ESQD Arc
Bravo flag Communicating: I am taking in, discharging, or carrying dangerous cargo
Bravo will be posted:
Head of Pier
End of Pier
At the brow(s)
On the transportation vehicles
What this means to you:
Do not bring flammable materials on pier
No hot work within 500 ft. of this pier
No unauthorized personnel (Dependents) within 500 ft.
Stay out of the Crane handling area
You may not be able to pass by the Crane while it has a load
No smoking accept at designated smoking area
No use of cell phones or radio’s unless approved
HERO Training Many ordnance items and weapons systems contain Electro-Explosive Devices (EEDs), that under the proper electromagnetic or electrical signal, are designed to detonate or initiate the ordnance or system.
What this means… Electrically initiated ordnance/weapons contains EEDs which are activated by electrical signals that include but are not limited to:
Ignite motor rockets, activate power systems, cut cables, and detonate warheads.
What this means… If ordnance is effected by the presence of radio frequency transmission or radiation it may result in a safety hazard or malfunction of the ordnance.
Effects of HERO If there is a HERO situation, safety effects could include:
Loss of life, or serious bodily injury and/or Loss of property/ship
Effects of HERO If there is a HERO situation, reliability effects could include:
Malfunctioning of the weapon system (Dud or premature activation)
HERO Unsafe Areas Ordnance Production facilities – where they make the ordnance on base.
No transmitting inside the fenced in areas around facilities or inside magazines.
TURN OFF CELLULAR PHONES IN THESE AREAS! (When they are on, they are transmitting!)
Look for road signs that identify HERO unsafe areas.
No cell phone usage when HERO conditions are set or in the event of an explosive accident or incident.
Yes cell phones and other radios transmit electromagnetic radiation which can be hazardous to ordnance
Explosive Placards (Located on trucks / trailers)
EXAMPLES of HERO Signs:
Shipyard, Venders, Facilities / Maintenance personnel and/or Contractors :
Turn off all cell phones when entering a restricted area.
No smoking on bases where ordnance is produced, maintained or stored except in authorized locations - NOT VEHICLES.
