About this opportunity
The Department of the Navy Naval Facilities Engineering Command has issued a Sources Sought Special Notice for interior finishes related to the P1102 Weapons Magazine and Ordnance Operations Facility construction project at Naval Submarine Base New London in Groton, Connecticut. This notice pertains to a firm fixed price construction contract (N40085-24-R-2547) and addresses the use of brand name or equal descriptions for approximately 30 items across various design disciplines. The Navy is preparing a justification and approval document as required by the National Defense Authorization Act for Fiscal Year 2017 and Defense Acquisition Regulation Supplement provisions. The interior finishes include acoustic ceiling panels, carpet tiles, porcelain floor and wall tiles, paint, and other building materials from manufacturers such as Armstrong, Milliken, Daltile, and Sherwin Williams. This is explicitly not a Request for Proposal but rather a market research effort.
The primary purpose of this Sources Sought notice is to establish a basis of design for interior finishing materials while allowing alternative manufacturers to provide equivalent products that meet or exceed the specified quality, characteristics, and performance requirements outlined in the plans and specifications. Contractors interested in participating must complete a comprehensive Sources Sought Information form that captures company details including business size classification, NAICS codes, CAGE code, bonding capacity, and proposed contract role as either prime contractor, subcontractor, or joint venture partner. All questions, comments, or additional information requests must be directed to contract specialist Jonathan Durham via email by 2:00 PM EST on February 20, 2024. The notice is open to contractors of all sizes with no set-aside designation, and respondents must provide their SAM registration status and specify their eligibility under various small business categories. The opportunity falls under NAICS code 237990 (Other Heavy and Civil Engineering Construction) and PSC code Y1EA (Construction of Ammunition Facilities).
