About this file
This is a Work Restrictions specification section (Section 01 14 00) for the P-1102 Weapons Magazine & Ordnance Operations Facility construction project at Naval Submarine Base New London, with a document date of September 29, 2026. The specification establishes operational constraints, security protocols, environmental compliance requirements, and phasing schedules for a comprehensive weapons facility construction project.
The contractor must complete the entire work within 1,982 calendar days from the notice to proceed and must commence work within 15 calendar days of that notice. The project is divided into six major milestones with specific completion timeframes: Phase 1A (694 days), Phase 1B (310 days), Phase 1C (96 days), Phase 2 (366 days), Phase 3 (486 days), and Areas D-K (694 days, concurrent with Phase 1A). All ground disturbance and wetland work are restricted for 90 days after award pending NPDES and wetlands permit approvals. Critical operational requirements include maintaining physical security for existing operational magazines throughout construction, providing separate construction entrances independent from weapons compounds, submitting a phasing plan within 15 days of award for government approval, and obtaining Request to Terminate Existing Site Approval from NOSSA before commencing activities in Phases 1A, 2, and 3 (allowing 14 days for government approval). Environmental restrictions prohibit tree clearing and rock blasting between April 1 and October 31 due to sensitive bat species habitat. Contractor personnel must be U.S. citizens, obtain base access through DBIDS or alternative credentialing, comply with explosive safety training per DESR 6055.09, participate in HERO (Hazards of Electromagnetic Radiation to Ordnance) protocols, and adhere to all installation security and activity regulations including no smoking policies, designated working hours of 6:30 a.m. to 4:30 p.m. Monday-Friday, and restrictions on entering occupied buildings without approval. The contractor bears sole responsibility for any natural resource damage claims resulting from construction activities.
