About this opportunity

The Department of the Navy Naval Facilities Engineering Command is seeking construction services for a Design-Bid-Build (DBB) project to develop a Weapons Magazine and Ordnance Operations Facility at Naval Submarine Base New London in Groton, Connecticut. The project encompasses the construction of six Containerized Long Weapons Storage units, two Type G magazines, and one Type H earth-covered high-explosive magazine, along with associated ordnance operations buildings, truck inspection facilities, and sentry structures. Key requirements include special foundation features such as rigid inclusions and load transfer mats, intrusion detection systems, electrical distribution infrastructure, site preparations involving wetland mitigation, and the demolition of 18 existing magazines and associated buildings. The procurement will employ a best value continuum process at FAR 15.101-1 and will evaluate proposals based on both non-price factors (technical merit and past performance) and price proposals. This is an unrestricted solicitation for full and open competition, and interested parties must submit their questions or pre-proposal inquiries by the November 20, 2025 deadline.

This contract carries no small business set-aside designation and is open to large business concerns and other eligible entities. The project timeline spans 1,587 calendar days from contract award, representing a substantial multi-year construction effort. The scope of work includes comprehensive site improvements such as access roads, paved truck loading and unloading areas, landscaping, primary and secondary electrical distribution systems, outside lighting, transformers, and telecommunications infrastructure. While specific award values and budget ranges are not disclosed in this pre-solicitation notice, the complexity and scale of the project—involving multiple specialized magazine structures, significant earthwork, demolition activities, and utility infrastructure—indicate a substantial federal construction contract. Solicitation Number N40085-26-R-0004 has been assigned to this opportunity, and the NAICS classification is 237990 (Other Heavy and Civil Engineering Construction) with PSC Y1EA (Construction of Ammunition Facilities).
