About this file

This is Standard Form 30 (SF 30), Amendment 0005 to a Design-Bid-Build (DBB) solicitation for the P1102 Weapons Magazine & Ordnance Operations Facility at Naval Submarine Base, New London, Connecticut.

The amendment extends the proposal due date from 14 May 2026 to 25 June 2026. It provides updated Evaluation Factors for Award addressing Corporate Experience (Factor 1), which requires offerors to submit one to five relevant construction projects demonstrating experience in three categories: (A) Building/Structures with minimum 3,000 SF or 2,500 CY of concrete; (B) Road Construction with minimum 1,500 linear feet of two-lane roadway; and (C) Demolition with minimum 3,000 SF or 2,500 CY of concrete structure. All submitted projects must be completed within ten years prior to solicitation issuance. Offerors must demonstrate at least one relevant project in each category to receive an acceptable rating. The amendment also addresses Pre-Proposal Inquiry (PPI) responses, including clarifications that experience of proposed subcontractors will be considered for roadway construction only, while small business offerors may utilize small business first-tier subcontractor experience for Buildings/Structures and Demolition projects under 13 CFR 125.2(g). Additional PPI responses clarify evaluation criteria and confirm that no further PPI submissions will be accepted after the PPI deadline. The issuing activity is NAVFACSYSCOM MID-ATLANTIC with contracting officer Catharine A. Keeling, effective 23 April 2026.

3. EVALUATION FACTORS FOR AWARD

Factor 1 - Corporate Experience

(i) Solicitation Submittal Requirements:

Submit a minimum of one (1) up to a maximum of five (5) relevant construction projects that best demonstrate their experience on relevant projects similar in size, scope, and complexity to this RFP.

The submitted projects must include a minimum of one (1) relevant project in each of the following areas: (A) Building/Structures, (B) Road Construction, and (C) Demolition. The offeror may demonstrate this experience collectively in one project or over multiple projects within the project limit.

For the purposes of this evaluation, a relevant construction project is further defined as:

A) Building/Structures:

Size: A minimum 3,000 SF building or 2,500 CY of concrete structure.

Scope/Complexity: Constructing a specialized, reinforced concrete storage facility for hazardous materials, sensitive equipment, or valuable goods that require specific structural integrity and environmental controls or constructing a large-scale, heavily reinforced concrete structure for complex civil engineering projects, such as bridge abutments or retaining walls, where significant earth retention or structural support was a primary requirement.

B) Road Construction:

Size: A minimum of 1,500 linear feet of two-lane roadway.

Scope: Secondary or primary roadway construction.

Complexity: Heavy-duty asphalt pavements, roadside ditches and/or curb and gutter, underdrainage, slope stabilization, and stormwater management facilities.

C) Demolition Project:

Size: A minimum of 3,000 SF building or 2,500 CY of concrete structure.

Scope/Complexity: Large-scale, heavily reinforced concrete buildings and/or structures used in complex civil engineering projects, such as bridge abutments, retaining walls, or similar foundational elements. Specialized reinforced concrete structures where the demolition required careful management of surrounding conditions, such as significant earthwork or adjacent infrastructure.

Note 1: Experience of proposed subcontractors will be considered for roadway construction projects only. Offeror's experience while performing as a subcontractor will be considered for roadway construction projects only. For Buildings/Structures and Demolition projects, experience of proposed subcontractors will not be considered (except as allowable under Note 3 below) and offeror's experience as a subcontractor will not be considered.

Note 2: The offeror may demonstrate this experience collectively in one project or over multiple projects within the project limit.

Note 3: In accordance with 13 CFR 125.2(g), small business Offerors may utilize the prime contractor experience of a small business first-tier subcontractor(s) to demonstrate experience under this evaluation factor if that small business Offeror cannot independently satisfy the experience requirement as defined above. In order to utilize the experience of a small business first-tier subcontractor(s), the offeror must specifically identify the proposed small business first-tier contractor(s) in its proposal in accordance with this Factor. The Government notes that 13 CFR 125.2(g) is specific to only small business Offerors and named small business first-tier subcontractors. As such, the small business Offeror is not permitted to use the experience of a large business subcontractor or large business corporate affiliate in place of its own experience if the small business Offeror cannot independently satisfy the experience requirement as defined above.

Projects submitted for the offeror shall have been completed within the ten (10) years prior to the date of issuance of this RFP. Projects that are not complete as of the date of issuance of this RFP will be considered “Not Relevant”. Additionally, projects completed more than ten (10) years prior to the date of issuance of this RFP will be considered “Not Relevant.”

Ensure that the project description clearly provides the final construction cost and addresses how the project meets the size and scope/complexity requirements. The absence of any such information may result in the project being considered Not Relevant, which could result in a rating of UNACCEPTABLE for this Factor, if the minimum requirements are not met.

A project is defined as a construction project performed under a single task order or contract.

For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather, offerors shall submit the work performed under a task order as a project. The submission of a multiple award and/or indefinite delivery/indefinite quantity type contract as a whole will be considered Not Relevant.

The attached Construction Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form nor will the Government consider submissions via any other medium. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed two (2) pages. Information beyond this page limit will not be considered.

If the offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower. Offerors are still limited to a total of five (5) projects combined. Offerors may submit experience where a member of the JV performed as a JV with another entity but must clearly demonstrate how its work on that project met size, scope, and complexity, as defined above. Likewise, offerors that are not submitting as a JV may submit a project where it performed as a JV with another entity but must clearly demonstrate how its work on that project met size, scope, and complexity, as defined above. Offerors are still limited to a total of five (5) projects combined.

For a JV, the offeror shall submit the signed JV agreement. For an 8(a) Mentor-Protégé Joint Venture, the offeror shall submit the signed, and U.S. Small Business Administration (SBA) approved, Mentor-Protégé agreement and signed JV agreement.

If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement and clearly describe the role that firm will have in the performance of the contract. If meaningful involvement is not demonstrated, experience of the affiliate/subsidiary/parent firm will not be considered.

(ii) Basis of Evaluation:

The basis of evaluation will include the offeror's demonstrated experience and depth of experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the Offeror's relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of the RFP. The Government will only review the first five projects submitted for corporate experience. Any projects submitted in excess of the five (5) will not be considered. An offeror that does not submit a minimum of two (2) relevant projects, as defined above, will receive a rating of "Unacceptable" and will not be eligible for award.

An offeror that does not submit a minimum of two (2) relevant projects, as defined above, will receive a rating of “Unacceptable” and will not be eligible for award. An offeror that does not demonstrate a minimum of one (1) relevant project in each of the following areas: (A) Buildings/Structures, (B) Road Construction, and (C) Demolition, whether collectively on a project or over multiple submitted projects, as defined above, will receive a rating of "Unacceptable" and will not be eligible for award.

Relevant projects constructing Earth-Covered Concrete Reinforced Magazines may be considered more favorably.

26 11 3.3 Factor 1 (i) Note 1

There have been extremely few weapons magazines constructed and completed in the last 10 years. Factor 1, Item A - Weapons Magazine and Item C - Demoltion (of weapons magazines) combined with Note 1 will limit the bidders to only a small number of firms in the continental US. We request that Note 1 be revised to allow experience of a dedicated subcontracting partner be allowed to demonstrate experience in construction and demolition of weapons magazines.

Evaluation Factors for Award

Factor 1 - Corporate Experience

INQUIRY

Current Solicitation Requirement — Category A, Weapons Magazines:

The solicitation, Section 00 21 00, Factor 1 – Corporate Experience, currently defines a relevant project under Category A (Weapons Magazines) as follows:

"Size: A minimum of 4,000 total square feet of floor area and a minimum final construction cost of $7,000,000. Scope/Complexity: New construction of Earth-Covered Concrete Reinforced Magazines."

Basis for Inquiry:

The Offeror respectfully acknowledges the Government's objective of ensuring contractors demonstrate meaningful experience with reinforced concrete structures of sufficient size and constructional complexity to successfully perform the P1102 Weapons Magazine & Ordnance Operations Facility project. The Offeror submits this inquiry in the spirit of expanding the competitive pool of qualified firms while fully preserving the Government's underlying technical intent.

The current Category A definition limits qualifying experience exclusively to earth-covered concrete reinforced magazine structures. The Offeror respectfully submits that the principal construction competencies required for the magazine structures under this project — including, but not limited to, reinforced concrete structural design and execution, large-scale formwork, concrete slab-on-grade and elevated slab construction, foundation engineering, and coordination of mechanical, electrical, and plumbing (MEP) systems within a reinforced concrete shell — are directly and substantially demonstrated through the construction of fully reinforced concrete structures serving other facility types, such as healthcare, laboratory, educational, or institutional facilities.

The Offeror further notes that the overall footprint of the nine (9) magazines comprising the P1102 project is understood to encompass approximately 38,000 square feet of floor area in the aggregate, and that a contractor who has successfully delivered a reinforced concrete structure of equivalent or greater square footage has demonstrably managed the concrete volumes, structural complexity, and construction sequencing comparable to those required under this solicitation.

Formal Request:

Respectfully request that the Government consider the following revision to the Category A experience definition under Factor 1 – Corporate Experience, structured to preserve the original qualifying pathway while adding an alternative pathway for equivalent-scale reinforced concrete construction experience:

Proposed Revised Category A Definition:

"A qualifying project under Category A shall satisfy either of the following pathways:

See Amendment

(a) Original Pathway: Size: A minimum of 4,000 total square feet of floor area and a minimum final construction cost of $7,000,000.

Scope/Complexity: New construction of Earth- Covered Concrete Reinforced Magazines.

or

(b) Alternative Pathway: Size: A minimum of 38,000 total square feet of floor area and a minimum final construction cost of $7,000,000.

Scope/Complexity: New construction of a fully reinforced concrete structure (including, but not limited to, reinforced concrete structural systems, foundations, and load-bearing elements), regardless of facility type or end use, provided the structure demonstrates comparable constructional complexity to earth-covered concrete reinforced magazines."

Rationale Summary:

The proposed revision retains the original qualifying pathway in full, preserving the Government's ability to evaluate contractors with direct earth-covered magazine construction experience under the existing definition.

The alternative pathway ensures that contractors who have delivered reinforced concrete structures of a scale equal to or greater than the aggregate P1102 magazine footprint (approximately 38,000 SF) may demonstrate equivalent constructional competency.

The core construction competencies for reinforced concrete magazines — structural concrete execution, formwork, foundation engineering, and MEP coordination — are directly transferable from reinforced concrete structures of equivalent or greater scale, regardless of mission use.

The dual-pathway structure broadens competition while preserving the Government's underlying technical risk mitigation objective, consistent with the principles of Full and Open Competition under FAR Part 6.

Evaluation Factors for Award

Factor 1 - Corporate Experience

INQUIRY

Current Solicitation Requirement — Category C, Demolition:

The solicitation, Section 00 21 00, Factor 1 – Corporate Experience, currently defines a relevant project under Category C (Demolition) as follows:

"Size: Demolition of one or more magazines with a total minimum of 1,000 square feet of floor area per structure. Scope/Complexity: Demolition of earth-covered reinforced concrete weapons magazine."

Basis for Inquiry:

The Offeror respectfully acknowledges the Government's objective of ensuring contractors possess meaningful demolition experience applicable to the scope of work under P1102, which requires the demolition of eighteen (18) existing arch-type magazines. The Offeror submits this inquiry in good faith to explore whether the Government may consider broadening the qualifying demolition experience to encompass the full range of reinforced concrete structure demolition, while preserving the original qualifying pathway in its entirety.

The current Category C definition limits qualifying experience exclusively to the demolition of earth-covered reinforced concrete weapons magazines.

The Offeror respectfully submits that the principal competencies required to safely and effectively perform the magazine demolitions under P1102 — including structural assessment, controlled demolition sequencing, concrete breaking and removal, debris management, environmental compliance, and site restoration — are directly demonstrated through the demolition of reinforced concrete structures of equivalent or greater complexity, including, but not limited to, reinforced concrete buildings, parking structures, industrial facilities, retaining systems, and hardened concrete infrastructure.

The Offeror further notes that the earth-covering associated with the existing magazines, while operationally significant, does not fundamentally alter the core demolition competencies required.

Contractors experienced in the demolition of reinforced concrete structures with below-grade or buried elements, or structures with significant surcharge loading, possess directly applicable skills and methodologies.

Formal Request:

Respectfully request that the Government consider the following revision to the Category C experience definition under Factor 1 – Corporate Experience, structured to preserve the original qualifying pathway while adding an alternative pathway for equivalent reinforced concrete demolition experience:

Proposed Revised Category C Definition:

"Size: Demolition of one or more structures with a total minimum of 1,000 square feet of floor area per structure. Scope/Complexity: Demolition of either (a) earth-covered reinforced concrete weapons magazine(s); or (b) reinforced concrete structure(s) of comparable structural complexity, including, but not limited to, reinforced concrete buildings, hardened concrete facilities, parking structures, or reinforced concrete infrastructure Rationale Summary:

The proposed revision retains the original qualifying pathway in full, preserving the Government's ability to evaluate contractors with direct earth-covered magazine demolition experience under the existing definition.

The alternative pathway recognizes that the core demolition competencies for earth-covered reinforced concrete magazines are directly transferable from projects involving the demolition of comparably complex reinforced concrete structures.

The minimum size threshold of 1,000 SF per structure is preserved under both pathways, ensuring the Government's intent to evaluate

See Amendment contractors with experience in substantial concrete demolition is maintained.

The dual-pathway structure broadens the competitive pool of qualified offerors while preserving the Government's technical risk mitigation objectives, consistent with Full and Open Competition principles under FAR Part 6..

30 12 Factor 1 20

During the pre-proposal meeting it was indicated that submitting similar projects that demonstrate concrete, earthwork, and scopes similar to those of the project would be given consideration. However, the last paragraph under Factor 1, on page 12, states that offerors who do not demonstrate experience with at least one relevant project in the areas of (A) Weapons Magazines, C Demolition (of weapons magazines) will receive a rating of unacceptable. Please clarify if similar experience that may not be specifically associated with a weapons magazine is acceptable.

See Amendment

During the site visit there was discussion about some forthcoming changes that will affect the project cost and that these changes would likely come with an extension to the bid due date. Here at the deadline to submit questions, we have not seen any real changes and have not received feedback on all submitted questions to date. Do you anticipate extending the Proposal Due date so that we have time to incorporate changes into our Proposals.

See Amendment

229 Will the Proposers be able to submit questions that are pertinent to any Amendment issued after the question deadline?

No. PPI's will not be accepted after the PPI deadline.
