About this opportunity
The Department of the Navy's Naval Facilities Engineering Command seeks to demolish and replace the emergency generator for Building 141 at Naval Submarine Base New London, Groton, Connecticut, with proposals due December 15, 2026 at 2:00 PM EST. The procurement is a Competitive 8(a) set-aside, and only contractors listed on the NEWPORT/NEW LONDON ML-C00073 MACC may bid.
Place of performance is Groton, CT 06349. The scope replaces the existing 30 kW generator with a 300 kW standby generator and includes modifications to electrical distribution equipment, an automatic transfer switch, ancillary equipment, and a new 2,050-gallon sub-base tank. Work proceeds in four phases with cutover to temporary power, and a portable 30 kW generator must be available before work commences. Utility interruptions are limited to 4 hours and must occur outside 7 a.m. to 3:30 p.m., Monday through Friday. Buildings 141 and 156 are subject to historic resource protection, and the contractor must remediate hazardous materials impacted by the project. All general construction and finish work must be performed by U.S. firms using U.S. citizens or persons. Personnel need DBIDS credentials or One-Day Passes, and submittals move through NAVFAC's eCMS. The contractor must provide a baseline Network Analysis Schedule within 30 days of award.
Performance is 180 calendar days after award, liquidated damages are $422.00 per calendar day, and the proposed price must be held for 90 days. The estimated price range is $500,000 to $1,000,000. Bid guarantees are 20 percent of bid price or $3,000,000, whichever is less. Connecticut sales tax is excluded from bids, and contractors use CERT-141 exemption forms. The contract is DO-rated under DPAS, and Davis-Bacon Connecticut wage determination Modification 2 applies.
A mandatory site visit is Monday, November 16, 2026 at 10:30 AM EST at Building 135, with visitor requests due November 13, 2026. Written RFIs are due November 30, 2026 at 5:00 PM EST.
