About this file
This is a Specification for a Weapons Magazine and Ordnance Operations Facility at Naval Submarine Base New London in Groton, Connecticut. The document establishes technical and design requirements for a Design-Bid-Build construction project (Solicitation N4008526R0004) under the Department of the Navy Naval Facilities Engineering Command. The facility will serve weapons storage and ordnance operational functions for submarine base operations, with specifications covering structural design, safety systems, environmental controls, security features, and operational infrastructure necessary to support weapons magazine and ordnance handling activities. The specification includes detailed requirements for construction materials, building systems, fire protection, hazardous material storage protocols, and compliance with applicable military and federal standards to ensure the facility meets Department of Defense safety and operational requirements.
The document references multiple amendments (0001 through 0009) that have modified or clarified the original specifications and solicitation requirements. Contractors responding to this Design-Bid-Build solicitation must comply with all specification requirements as amended and propose designs that satisfy the stated technical and operational criteria. Additional details regarding response deadlines, pricing terms, evaluation criteria, and other procurement specifics are contained in the related solicitation amendments and attachments referenced in the federal contract opportunity listing.
