About this file
This document is a Questions and Answers file related to renovations of Building 1040 at Will Rogers Air National Guard Base in Oklahoma City. The Q&A addresses technical clarifications about fire protection systems, secure areas, hardware specifications, telecommunications requirements, and mechanical/electrical systems.
Key technical points include: no hazardous materials abatement is required, ICD-705 SCIF requirements are not applicable, roof drains only need cleaning not replacement, and telecommunications cabling will be owner-furnished with contractor providing rough-in only. Specific clarifications cover fire zone control valve locations, hardware requirements for doors, corner guard installations, secure boundary specifications, and BACnet control system requirements. The document also addresses questions about window specifications, millwork details, ceiling requirements, lighting controls, and generator specifications. Notable deadline information includes a pre-bid conference on January 27, 2025 at 10:00 CST and bid submission deadline of February 27, 2025 at 10:00 CST, with no electronic or fax bids accepted.

| QUESTIONS | ANSWERS |
| Drawing F-001 Zone 3 Hatching excludes: |
a. 129 Vestibule – Included in FX101 Fire Protection Schedule – Sector A , Note 7
b. 130 Men – Included in FX102 Fire Protection Schedule – Sector B, Note 5b.
| Please clarify Zone of these two rooms. | Room 129 and 130 are not inside the secure boundary of Zone 3. See sheet AE150 for secure boundary locations. |
| Drawing F-001 Zone 1, 2, 3 & 4 Zone Control Valve Assemblies. |
a. Are Zone control valve assemblies to be installed inside or outside of the hazard areas?
b. Are zone control valve assemblies to be installed above ceiling, or along wall below seven feet above finished floor?
| c. | If zone control valve assemblies are installed above ceiling, will portable ladder access be acceptable, or will special access be required to reach valves? | Zone control valves are to be installed above the ceiling outside of the secure area. |
| Specification 21 13 13 § 2.3.4.2 requires check valves to meet the requirement of MSS SP-71 for Type 3 or 4. This requires check valves to be flanged connection, with no ports for drains. There are a limited number of manufacturers (1 or 2) for these type check valves. These type check valves are not economical. May check valves that are UL listed for Fire Protection or FM approved for fire protection that do NOT meet the requirement of MSS SP-71 for Type 3 or 4 be utilized? | The UFGS requires check valves to meet the requirements of MSS SP-71 type 3 & 4. MSS SP-71 type 3 listed valves have a “clear” waterway, meaning that with full flow the hangar assembly will clear the waterway entirely. This must be met unless there are no products available. | |
| Plan Sheet AE602 shows an Aluminum Storefront “E”. Please advise us of the location that this storefront is to be installed. | Storefront 'E' is an extra elevation and not included in the project. Sheet AE602 has been modified to eliminate Storefront 'E'. See Addendum 01. | |
| In the hardware schedule the x-10 lock is not listed in hardware set #14, but door #169A is listed as getting then x-10 lock. | Hardware set #14 is revised to show an X-10 lock. See Addendum 01. | |
| Hardware set #15 is listed as getting the x-10, but door #129A is not listed as getting the x-10 lock on the door schedule. | Hardware set #14 is revised to show an X-10 lock. See Addendum 01. | |
| In set #16, the x-10 lock is not listed in the individual parts but is listed in the operational section. | Hardware set #16 is revised to show an X-10 lock. See Addendum 01. | |
| Section 8 11 13 page 5. |
2.5.1 Hardware for Secure Doors
a. Secure rated doors must have all hardware prepared and installed on the door at the factory, and shipped to the site as part of the door assembly.
| b. Which doors would be considered "Secure Doors"? | Doors with required STC ratings should be a sound-rated door and arrive on site as a pre-assembled factory unit with hardware that is integral to the sound performance of the scheduled door assembly. |
| I have noticed that there is a disparity between the specifications and drawings in terms of the number of doors that require access control. The specifications call for 33 and the drawings call for 29. |
| a. Which number would you like to differ? | Refer to sheets TY-101 and TY-102 for doors that require access control. This should be the 33. See Addendum 01. | |
| Where are the Corner Guards Specified in Division 10 26 00 to be installed? | Corner Guards are to be installed at all outside corners of gypsum board walls per General Note G Sheets AE401, AE402, AE403, AE410 and AE411 and Interior Material Legend (Basis-of-Design/Equivalent) under Miscellaneous CG1. | |

| Sheet AE102 & AE103 Keynote 12 instructs the contractor to verify the existing conditions of the walls at the vault area, and repair to 1 hour rated fire assembly. ICD-705 limits the suitable methods of construction for vault walls, floor and ceiling to a higher standard. For pricing purposes, should the contractor assume that a 1 hour rated wall will meet the CTTA requirements for the space? | The walls in question are not required to meet ICD-705, but they will need to be upgraded (if needed) to meet a 1-hour rating. | |
| Compliance with ICD-705 is noted only in the fire alarm sheets. The word “Secure” along with items typical of a SCIF are noted in the architectural sheets. Countermeasures relevant to radio frequency in ICD-705 and ICS-705-1 are not referenced in contract documents. Other divisions (eg. HVAC, Electrical, Plumbing, etc) do not minimize penetrations into and out of the secure areas as required by ICD-705 and or ISC-705-1. For pricing purposes, is it acceptable for the contractor to assume that countermeasures not shown in the documents are not applicable to the project? | ICD-705 is not a requirement for any of the secure boundary walls. | |
| Per spec section 230923.02 BACNET Direct Digital Control for HVAC and other Building Control Systems, please approve AuomatedLogic as a manufacturer. | Provide conrol systems as specified in 230923.02. Pre-approvals shall not be given. | |

A roof plan indicating this information is not found in the documents. Please provide a Roof Plan indicating the quantity and locations for the fall protection anchors. | Rooftop fall protection is not part of this scope and will be removed from the project specifications. See Addendum 01. | |
| Sections 10 51 13 and 10 51 16 appear to be specifications for the Cell Phone Lockers. Which takes precedent. | Specification 10 51 13 has been modified to remove the cell phone lockers section. See Addendum 01. | |
| Sheet AE102 Floor Plan Sector A - please confirm that the two (2) exterior windows near Column Line D between Column Line 2 and 4 are Type “A” windows. | This is correct. | For OLI #1 (replacement of all existing windows), The specs are pretty vague about what is wanted. Prints say, “Aluminum Store Front System”. Is standard storefront aluminum acceptable? (metal profile would be 2” X 4 1/2” or 2” X 6”) Will this be center set? Specs lead me to believe these windows will be a kynar color, can you confirm? Prints also show the removal of what appears to be operable windows, replacing them with complete fixed windows, is this accurate? Window Elevations show all new windows to not be divided at all height wise, and be one full glass unit, this accurate?
