About this file
Document Summary
This is a Task Assignment Change Order (TACO) issued by the State of Florida Department of Environmental Protection (FDEP) to APTIM Environmental & Infrastructure, LLC for work at the former Lamb's Recycling Facility (Site ID ERIC_7390) located in Esto, Holmes County, Florida. The change order amends the original Task Assignment under Contract HW689, with project management oversight provided by Justin Cross (FDEP) and Eric Kramer (APTIM). The document is dated May 5, 2025, and was signed by both parties on that date.
TACO #1 reconciles actual costs associated with completed field activities in Subtask 3 (Soil and Groundwater Sampling) of a Supplemental Site Assessment (SSA). The amended price for the task assignment is $57,622.41, representing a decrease of $4,361.67 from the prior price of $61,984.08. Cost reductions resulted from longer on-site work hours that decreased overnight hotel stays and per diem expenses, fewer IDW (Investigative Derived Waste) drums and permits required, and six analytical samples that were placed on hold and subsequently destroyed before analysis. No adjustments were made to Subtasks 1, 2, or 4 (Project Management, SSA QAPP Work Plan, and Supplemental Site Assessment Report, respectively). The deliverables include a Field Work Plan and updated HASP (due 02/10/2025), field notes and documentation (due 03/07/2025), and a Supplemental Site Assessment Report (due 04/18/2025), with invoice payments structured in three phases totaling $57,622.41.

Task Assignment BIL01C TACO #1
APTIM Environmental & Infrastructure, LLC (APTIM)
5/1/25
The following Task Assignment Change Order (TACO) #1 has been prepared for the former
Lamb’s Recycling Facility to reconcile the costs associated with the completed field activities included in Subtask 3.
Subtask - 1: Project Management
This task includes project management activities associated with the completion of Subtasks 2 through 4, as calculated in accordance with Contract HW689.
Subtask 2: SSA QAPP Work Plan
No adjustments are proposed for this task.
Subtask - 3: Soil & Groundwater Sampling
Incurred expenses for completing Subtask 3 requires cost adjustments for the hotel, per diem vehicles, drilling, IDW Transport & Disposal, analytical and expendables. The following table summarizes the reason cost reductions and the CEF/LOE provides the amounts.
Cost Item Reason
Hotel Longer onsite work hours completed scope faster so less overnight stays
Per Diem Reduction in hotels reduced per diem
Vehicle Longer onsite work hours required less onsite days
Drilling Change in number of drums needed and permits
IDW Disposal Less drums used
Analytical 6 samples placed on hold were destroyed before being released for analysis
Expendables Less days onsite
