SUBJECT: Negotiation Summary – BIL22, Task Assignment (TA) BIL01E
Former Lamb’s Recycling, Esto, FL - Site ID # ERIC_7390 Targeted Brownfield Site Assessment Activities
This TA is for conducting Targeted Brownfield Site Assessment activities at the Former Lamb’s Recycling site, located at 1067 Highway 79 North, Esto, Holmes County. The services under this task are being conducted using federal funds from the State & Tribal Response Program Bipartisan Infrastructure Law (BIL) funding cooperative agreement that is administered by the Department on behalf of the U.S. Environmental Protection Agency
(EPA).
Subtask 1: Project Management This subtask is a percentage of the overall project and has been negotiated as a contract rate. It includes project management, overhead, general, administrative, and fringe costs.
The agreed upon cost of this subtask is $1,434.57.
Subtask 2: SSA Field Work Plan Under this subtask, APTIM will prepare a Supplemental Site Assessment (SSA) Field Work Plan that summarizes the field assessment work to be performed for this task. A QAPP/HASP was previously prepared and reviewed by EPA, so this Work Plan will act as an addendum to the original QAPP/HASP and will not require EPA review. The Health and Safety Plan will be updated for this task. The agreed upon cost of this subtask is $1,675.53.
Subtask 3: Soil and Groundwater Sampling Under this subtask, APTIM will perform thirty-eight (38) additional soil borings stepped out from previous borings that indicated exceedances of arsenic in order to aid in lateral delineation of arsenic impacted soils. Groundwater samples will also be collected from MW-8 and MW-5 to potentially verify dieldrin results found during the last round of sampling. Prior to the collection of the groundwater sample, the monitor well will be opened to allow groundwater to equilibrate to record the depth to groundwater measurement and the well will be surveyed to an existing well to determine the top of casing elevation. The well will be sampled by the micro purge technique utilizing a peristaltic pump (if possible) or a submersible/bladder groundwater sampling pump (dependent on the depth to groundwater) and a field-calibrated YSI multi-parameter instrument with a flow-through cell. The agreed upon cost of this subtask is $8,907.30.
Subtask 4: Supplemental Site Assessment Report For this subtask, APTIM will prepare a Supplemental Site Assessment Report documenting the sampling activities and analytical results. This report will include conclusions and recommendations for future site activities. The agreed upon cost of this subtask is $4,020.84.
Summary The Department’s SRP/BIL Contract Manager and APTIM’s Contract Manager have both agreed to the scope of work, associated costs, and the schedule below. The final cost associated with this TA is $16,038.24. Documentation of these costs is included in the Cost Proposal/Level of Effort (CP/LOE) Form and CP/LOE narrative provided by APTIM on December 2, 2025, and the TA Form for BIL01E prepared by the Department. The final deliverable for this TA must be received by the Department no later than February 13, 2025.

Proposed Scope of Work Former Lamb’s Recycling 1067 Highway 79 North, Esto, Holmes County, Florida Facility ID ERIC_7390 Supplemental Assessment Task Assignment BIL01E APTIM Environmental & Infrastructure, LLC (APTIM) 12/2/25
The following proposed scope of work for the Lamb’s Recycling Facility (former) outlines soil and groundwater sampling activities to resolve data gaps remaining after completion of the previous supplemental site assessment
(SSA).
Subtask - 1: Project Management This task includes project management activities associated with the completion of Tasks 2 through 4, as calculated in accordance with Contract HW689.
Subtask 2 SSA Field Work Plan
Subtask 2 includes preparing a Supplemental Site Assessment (SSA) Field Work Plan that summarizes the field assessment work proposed in this task assignment. Since a SSA Workplan/QAP plan was previously prepared the SSA Field Work Plan will act as an addendum to the previously EPA approved SSA Workplan/QAP. This submittal will not require EPA review and signature.
Subtask - 3: Soil & Groundwater Sampling Based on the analytical data and site specific SCTL for arsenic, APTIM recommends 32 soil borings stepped out from borings that previously reported arsenic exceedances. To resolve the data gaps remaining in the site assessment more quickly APTIM proposes to perform two step-out soil borings to expand the area assessed. The first step-out boring will be placed 15 feet from the initial boring that reported the exceedance, while the second will be performed 15 feet beyond the first step-out boring. The table below identifies the initial boring with the exceedance and two step out borings, while the attached figure depicts boring locations. Analyses for the second step-out boring will be held until results of the first step-out boring are received.

The samples will be analyzed via EPA Method 6020 for arsenic. These additional soil sample results will be evaluated with the rSCTL and the adjusted rSCTLs. Based on those results APTIM will provide updated analytical tables and figures defining the arsenic impacts.
In addition, APTIM proposes sampling monitoring wells MW-8 and MW-5 for dieldrin to provide additional groundwater quality data since both wells previously reported an exceedance of this compound. Prior to the collection of groundwater samples, the monitor wells will be opened to allow groundwater to equilibrate to record the depth to groundwater measurements and the new well will be surveyed to an existing well to determine the top of casing elevation.
Investigative derived waste will be containerized in FDOT approved drums for offsite disposal. APTIM recommends retaining Erwin Remediation for this service since they were the lowest bid.
Subtask - 4: Supplemental Assessment Reporting At the conclusion of the proposed assessment activities and upon receipt of the analytical report from the fixed base laboratory, the previous SSA Report will be updated with the new data. The report will summarize the sampling activities; analytical results provide updated conclusions and recommendations as appropriate for the data.
APTIM recommends the following schedule:
Description Due Date
Submittal of Supplemental Site Assessment Work Plan and QAPP Plan 12/5/25
Complete soil borings, well installation and sampling 12/19/25
Submit Supplemental Soil Assessment Report 1/30/26
Task expiration date 3/27/26
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the DEP Contract No. HW689 between the Florida Department of Environmental Protection and APTIM dated December 21, 2021.
APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
If you have any questions, please contact us for clarification.

As discussed this is for the Haz Waste program so every T&D project will have chlorinated compounds. We do not do any petroleum cleanup/monitoring in the Haz Waste program although some sites could have petroleum hydrocarbons along with the chlorinated compounds. So please confirm the costs I input for you on the attached sheet and reply if you agree, thanks.

Mr. Eric Kramer APTIM Orlando 1228 Winter Garden Vineland Road Orlando FL, 34787
RE: IDW Drum Transportation & Disposal North, Central, West Coast, East Coast, & South Florida Lewis Proposal No. 40908LA
Dear Mr. Kramer, Lewis Environmental, LLC (Lewis) is pleased to offer APTIM Orlando (APTIM) this proposal to provide waste transportation and disposal services across the state of Florida. This proposal is based on the information provided by the client and from performing similar work throughout the Southeast region. The following is offered for your review and consideration:
Scope of Work:
1. Prior to mobilization, Lewis will prepare waste profiles for review and signature by the authorized agent for generator. Lewis will then submit signed profiles to the designated disposal facilities for final review and approval.
2. Upon disposal facility approval and scheduling of the waste removal event with the client.
Lewis will mobilize the following crew and equipment: one driver, one rack truck, and any accessories required for this scope of work.
3. Lewis will inspect and label all proposed waste materials onsite for DOT Compliance.
4. Lewis will load all permitted waste streams onto the rack truck for offsite shipment.
5. At shipment time, Lewis will provide waste manifests for review and signature by an onsite agent for the generator.
6. Lewis will then transport the waste drums to the designated licensed facilities for disposal.
7. Upon receipt from the facilities, Lewis will provide APTIM with the final copies of all waste disposal documentation.
Pricing Schedule:
Description of Services Cost Transportation for the North Zone $1,285.00 / Trip Transportation for the Central Zone $860.00 / Trip Transportation for the West Zone $819.00 / Trip Transportation for the East Zone $1,040.00 / Trip Transportation for the South Zone $1,433.00 / Trip Profile for New Sites, Non-PFAS $100.00 / Each 55 Gallon Drum Disposal Non-PFAS $123.00 / Drum Profile for New Sites, PFAS Impacted $150.00 / Each 55 Gallon Drum Disposal PFAS Impacted $475.00 / Drum
Assumptions & Clarifications:
• Lewis assumes all work will be performed on normal business days Monday through Friday (non-holidays).
• Lewis understands client will have all proposed waste containers DOT compliant prior to Lewis mobilization to the site. This includes non-leaking or non-bulging, lids, bungs and rings in place and fastened, and no holes or major dents. If any of the containers are not DOT shippable, Lewis will provide the missing items or overpack the drummed waste into 85-gallon overpack steel containers at an additional cost.
• Clear and adequate access to the site will be available on scheduled workdays, Lewis assumes access within 50 feet of the work area, including adequate parking for company vehicles.
• Lewis assumes all surface debris/obstructions will be removed from the work area prior to arrival. Failure to do so may cause delays in work and additional expenses.
• Lewis assumes sanitary facilities will be made available to Lewis personnel.
• The cost to perform sampling and analytical testing is not included in this proposal.
• Lewis assumes that the customer will provide the Florida Department of Environmental Protection hazardous waste site number, known as an EPA ID number for profiling and manifesting of the PFAS impacted waste.
• Lewis assumes that all activities involving completion of the scope of work can be performed in level D Personal protective equipment (PPE).
• The cost and terms of this proposal are valid for no more than a one-year period. Lewis reserves the right to adjust pricing based on fluctuating disposal costs.
• Lewis assumes that any project delays resulting due to unforeseen site conditions or the above assumptions/clarifications will be billed at Lewis time and material rates.
Lewis appreciates the opportunity to provide you with a cost estimate for the work described above. If you have any questions regarding our proposal at any time, please feel free to contact the undersigned at your convenience. Thank you for your consideration.
Sincerely, From: Kramer, Eric To: Cross, Justin L.

Revised as requested.
Concerning the IDW - We reached out to the several T&D contractors for quotes they would honor for a year, so we did not have to request a bid for a drum or two numerous times. We always had to wait for their response and remind them to submit a bid. So attached you will see we formulated a bid sheet per drum, location and whether or not PFAS was at the site.
Lewis Env. submitted the quote in their own format so we have to do a little math to calculate their quote; however, they are way higher than the others so not even a consideration. Let us know if you have any questions, thank you.
