5-Annual Groundwater Reporting 6/15/2023
Proposed Scope of Work Best Care Cleaners (Brickell Bay Cleaners) 11660 North Kendall Drive, Miami, FL 33176 Groundwater Sampling and Remedial Design Task Assignment DC(TBD)A ERIC_4474 (Former FAC ID No. 139601743) Aptim Environmental & Infrastructure, LLC 6/15/23
This Task Assignment for the former Best Care Cleaners site (aka Brickell Bay Cleaners) was prepared to authorize APTIM to conduct a site meeting with the property owner to discuss the remedial system layout, perform annual groundwater sampling with accompanying report documentation, and prepare a bid specification to obtain cost estimates from qualified fabricators for a new remedial system fabrication.
Subtask – 1: Project Management Project management hours are calculated based on the labor hours anticipated in the scope of work.
Subtask – 2: Site Meeting Based on a teleconference conducted on June 13, 2023, between FDEP, the property owner and APTIM, it was determined that objections from the property owner for installation of a remedial system for the site may be resolved by conducting an onsite meeting with the owner and APTIM’s design engineers. Therefore, Subtask 2 authorizes APTIM’s engineers to meet with the site owner to discuss the proposed remedial system layout. Included in this task is travel and preparation of a layout drawing that will be submitted to FDEP for approval and subsequently to the site owner to confirm the system layout adheres to his requirements. While onsite APTIM will attempt to meet with FP&L to discuss power routing to the remedial system.
Subtask – 3: Groundwater Sampling This subtask authorizes collection of annual groundwater samples from monitoring wells MW006, MW008, MW009, MW014, MW015, and the sampling of an additional well MW001 (6 total wells) as recommended in the most recent Groundwater Sampling Report dated October 1, 2021. Prior to the collection of groundwater samples, the 15 monitor wells (MW001 through MW015) will be opened for the collection of depth to groundwater measurements. The six (6) wells will be sampled by the micro purge technique utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument with a flow-through cell. The samples will be analyzed for the presence of VOHs by EPA Method 8260.
Purge water will be placed into a drum for storage onsite and future pickup and disposal.
EnviroServe has been selected to provide IDW transportation and disposal, based on bids from a nearby site recently quoted. A copy of the bid summary documents are attached. The IDW characterization sample will be analyzed for the presence of VOHs by EPA Method 8260.
Subtask – 4: Preparation of Remedial System Bid Specification APTIM will prepare a bid specifications package to be used for soliciting bids to fabricate a remedial system that meets or exceeds the operating performance characteristics approved in the ISR Work Plan. In addition, the system design will encompass the design requirements discussed with the site owner during the onsite meeting described in Subtask 2. The bid specifications will provide cellular telecommunication system and programmable logic control (PLC) into a combined modular unit, as this operating scenario provides greater reliability. Included in the SVE design will be air inlet filtration, bleed air and air/water knockout tank equipped with a small electric pump to pump out entrained water if necessary. Upon completing the bid specifications APTIM will contact at least three contractors that specialize in the fabrication of remedial systems for bid submittal. APTIM will review the bids and provide a recommendation for the lowest competent bid.
Subtask - 5: Annual Groundwater Report
This subtask authorizes preparation of an annual groundwater monitoring report. The Groundwater will be prepared summarizing the field activities, tables summarizing the analytical data, depths to water, laboratory analytical report, and preparation of figures depicting the inferred groundwater flow direction and summarizing the analytical concentrations. The report will also include conclusions and recommendations, based on the data.
APTIM recommends the following schedule:
Description Due Date
Collection of GW Samples 7/28/23
Submit Bid Specifications 8/4/23
Groundwater Monitoring Report 9/1/23
Task Expiration Date 11/17/23
APTIM proposes to perform this scope of work in accordance with the terms and conditions of contract No. HW689 executed between Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
If you have any questions, please contact us for clarification.

The IDW transportation and disposal estimate is for non-hazardous waste. The One Stop Cleaners site is a former drycleaning facility, which is being monitored for drycleaning contaminants in groundwater (VOHs). The liquid IDW will be sampled for volatile organic halogens (VOHs) by EPA Method 8260.
It should be noted that the site groundwater was recently tested for the presence of PFAS constituents and results for PFOA and PFAS ranged from 16 to 94 ng/L and 120 to 210 ng/L, respectively. These results (samples collected 4/17/23) will be submitted for characterization of the waste, , if necessary. If an actual IDW PFAS sample would be required, or if you would require any additional analysis for the waste characterization, please indicate so in your response.
I don’t need a formal proposal for the disposal of the drums, an email response would be acceptable. Please include all other fees and costs associated with the drum disposal (transportation fees, drum quantity fees, etc.). If you could, please provide a quote by close of business Friday June 9th, I would greatly appreciate it.
Please let me know if you have any questions.
