About this file

This document is a Task Assignment Change Order (TACO #2) for Florida Department of Environmental Protection (FDEP) under Contract HW689 with APTIM Environmental & Infrastructure, LLC. The task assignment concerns environmental remediation and monitoring activities at the Commerce Dry Cleaners (former) site located at 880 Jupiter Park Drive, Suite #1, Jupiter, Palm Beach County, Florida (FDEP Site No. ERIC_5196). Nicole Knutson serves as FDEP's project manager, while Eric Kramer represents APTIM as the contractor's project manager.

The change order authorizes APTIM to perform an additional round of quarterly groundwater sampling and prepare a Site Rehabilitation Completion Report (SRCR) if results fall below Groundwater Cleanup Target Levels (GCTLs). The task value increased from $15,134.07 to $26,702.43, representing an increase of $11,568.36, with negotiations resulting in savings of $582.12 (four hours of labor). The primary scope includes Subtask 2 (Annual Groundwater Sampling for VOHs), Subtask 4 (Additional PFAS Sampling and Reporting), Subtask 5 (Quarterly Groundwater Sampling for VOHs with adjusted IDW Transportation and Disposal costs), and Subtask 6 (Additional SRCR Reporting). The deliverable due date extended from May 16, 2025, to September 26, 2025, with task completion extended from July 18, 2025, to October 16, 2025 (a 90-day extension). The IDW disposal contractor was changed from EnviroServe ($1,450.77) to Erwin Remediation ($545.00) to address PFAS-contaminated waste handling. Invoice requirements specify DEP approval of the Site Rehabilitation Completion Report (including PFAS results) and project management, with the total contracted amount of $26,702.43.

Proposed Scope of Work Commerce Dry Cleaners (Former) 880 Jupiter Park Drive, Suite #1 Jupiter, Palm Beach County, Florida 33458 Task Assignment DC014B TACO #2 ERIC_5196 (Former FAC ID No. 509600257) APTIM Environmental & Infrastructure, LLC (APTIM) 7/7/25

The following proposed Task Assignment Change Order (TACO) #2 has been prepared for the former Commerce Cleaners site located in Jupiter, Florida. TACO #2 has been prepared to reconcile the previous sampling and reporting Task Assignment. Specifically, the TACO adjusts the IDW transportation and disposal costs, which were not performed during the previous event and incorporates additional sampling for VOHs, as recommended in the most recent Groundwater Sampling Report, dated May 9, 2025.

Subtask - 1: Project Management

This task includes project management activities associated with the completion of the scope of work included in the remaining Subtasks, as calculated in accordance with Contract HW689.

Subtask - 2: Annual Groundwater Sampling (VOHs):

IDW Transportation and Disposal (T&D) for pickup and disposal of the previously generated IDW has been removed from Subtask 2. The previously selected contractor (EnviroServe) was requested to pickup the purge water but responded that the waste disposal costs had to be adjusted due to the known presence of PFAS constituents in the purge water. Specifically, the costs increased from $207 to $1,450.77 for removal of the single drum. For that reason, the IDW quotes were revisited and the adjusted cost for disposal of the drum was moved to Subtask 5.

Please see the attached revised EnviroServe quote in the updated IDW Bid Summary package.

Subtask - 3: Annual Groundwater Reporting (VOHs): No Changes

Subtask - 4: Additional PFAS Sampling and Reporting: No Changes

Subtask - 5: Quarterly Groundwater Sampling (VOHs):

As recommended in the May 9, 2025, Groundwater Sampling Report and approved by the FDEP, additional quarterly sampling was recommended based on the absence of a GCTL exceedance during the February 2025 groundwater sampling event. Following deactivation of the SVE system, the site has been sampled a total of six times in post remediation. Therefore, with a second sampling event below the GCTLs, No Further Action (NFA) could be achieved in groundwater.

The additional collection of VOC groundwater samples was proposed from 8 wells, including MW002, MW003, MW006, MW007, MW008, MW012D and offsite monitoring wells MW010 and

MW011.

Groundwater samples from the eight monitoring wells will be collected in accordance with the FDEP Standard Operating Procedures for Field Activities utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument. The VOH samples will be delivered to a fixed laboratory for analysis by EPA Method 8260. Prior to groundwater sample collection, depth to water measurements will be collected from all the wells that can be located and accessed.

The purge and decon water will be placed in the drum currently stored onsite. The drum contents will be characterized by the collection of an IDW sample for VOHs (fixed laboratory) and remain onsite for future transportation, and disposal. IDW bids have been re-evaluated, and the attached IDW Bid Summary incorporates the updated rates for T&D with the waste containing PFAS constituents. APTIM recommends Erwin Remediation to perform the IDW T&D based on the bids.

Subtask - 6: Additional SRCR Reporting

In accordance with Paragraph 62-780.750(4)(f), F.A.C., if the results of the quarterly sampling are reported below the GCTLs expanded reporting with a No Further Action recommendation will be required. Specifically, the reporting will also be restructured to include historical soil tables and, figures and additional text in justification for a No Further Action proposal in accordance with Chapter 62-780, F.A.C. The reporting will also include the requirements for a Site Rehabilitation Completion Report, thereby incorporating the additional components required for site closure, including rule compliance references to demonstrate site conditions justify a NFA proposal.

The additional groundwater sampling will be performed as soon as possible upon FDEP approval, and should be completed in July or August with reporting on or before September 26, 2025. The current Task Assignment (TA) Completion Date for DC014B is July 18, 2025, which should be extended 90 days for the additional sampling and reporting to October 16, 2025.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the Contract between the Florida Department of Environmental Protection and APTIM dated December 21, 2021 (DEP Contract No. HW689). APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

From: Roberts, Gregg Sent: Monday, September 16, 2024 7:09 PM To: Ricardo.Soler@safety-kleen.com Cc: Kramer, Eric Subject: RFQ for Non-Hazardous IDW T&D – Commerce Cleaners (former), Jupiter

Hello Ricardo:

I need an estimate to include in a proposal to pick up and dispose of non hazardous liquids which will be generated during upcoming groundwater sampling at the following site:

Site Info:

Former Commerce Dry Cleaners 880 Jupiter Park Drive, Suite #1 Jupiter, Palm Beach County, Florida 33458 FDEP ID Number: ERIC_5196 Former FAC ID #509600257 DEP/EPA Generator ID Number FLR000222596

Please estimate the IDW transportation and disposal estimate is for non hazardous waste. Please provide a Lump Sum Estimate per Drum, as the actual disposal count may vary from the estimate below:

a) 1 drum of purge/decon water (liquid)

b) Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.

The former Commerce Dry Cleaners was accepted into the Drycleaning Solvent Cleanup Program in 1997 under FDEP Facility Identification Number 509600257. The work is being performed for the FDEP Waste Cleanup Section.

There is no analytical available now, but the proposal is for non hazardous transportation and disposal.
