Melissa Walsh serves as the Department Project Manager, while Eric Kramer represents APTIM as the Contractor's Project Manager.
Under this task assignment, APTIM will perform additional groundwater and vapor sampling, prepare noticing documentation for off-site contamination, and submit an Annual Groundwater and Vapor Sampling Report with updated databases and ADaPT files. Work is structured in three subtasks: Subtask 1 covers project management at a negotiated percentage rate; Subtask 2 addresses submittal of noticing documentation with a deliverable due date of May 20, 2022; and Subtask 3 encompasses annual groundwater reporting with deliverables due July 29, 2022. The total task assignment value is $15,948.70 on a fixed unit rate basis, with $985.53 invoiced upon FDEP approval of the noticing documentation and $14,963.17 invoiced upon submittal of the annual report and supporting deliverables. The task assignment completion date is September 30, 2022. Work will be performed in accordance with the Scope of Work dated April 20, 2022, which details sampling methodologies, laboratory analysis protocols, and IDW disposal procedures.

Proposed Scope of Work Carmon’s Cleaners Site Assessment and Reporting Task Assignment DC005A ERIC_4903 (Former Facility No. 419700833) Aptim Environmental & Infrastructure, LLC 4/20/2022
The Site Assessment Report (SAR) for the former Carmon’s Cleaners was submitted to the FDEP on September 30, 2021. Although the SAR has not been finalized, it was discussed that additional groundwater samples should be collected from all the shallow wells and the intermediate and deep well, currently onsite. The groundwater samples are being collected, to confirm the findings of the SAR and for the development of a path forward to obtain groundwater contaminant delineation, which is currently incomplete due to low level VOH concentrations near the northern property boundary.
The wells will be sampled by the micro purge technique utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument with a flow-through cell. The samples will be analyzed for the presence of VOHs by EPA Method 8260. Prior to groundwater sample collection, depth to water measurements will be collected from all the wells.
In addition to groundwater sampling, the FDEP requested the collection of vapor samples at the location of MAG01 and MAG05, which is inside the building. The active gas sampling will be performed at the same vapor extraction well locations as performed during the SAR. The concrete cap will be removed and the well installed to extract subsurface soil gas samples using soil vapor extraction testing equipment. A soil gas sample will be collected in a Tedlar® bag for submittal to the laboratory and analysis by modified EPA Method TO-15 for VOCs.
Purge water will be placed into a drum following the sampling event for storage onsite and future pickup and disposal. Erwin Remediation has been selected to provide IDW transportation and disposal, based on bids included in the bid summary documents. The IDW characterization sample will be analyzed for the presence of VOHs by EPA Method 8260.
An Annual Groundwater and Vapor Sampling Report will be prepared summarizing the groundwater measurements and the analytical results of groundwater and vapor samples in tables, figures and text including conclusions and recommendations.
Subtask 2 was included into the Task Assignment to allow for preparation of noticing documents, maps and completion of the associated forms, checklists and tables based on the inferred offsite contamination reported in the SAR based on the analytical results.
APTIM recommends the following schedule:
Description Due Date Submittal of Noticing Documentation 5/20/2022 Annual Groundwater and Vapor Sampling Report 7/29/2022 Updated Database and ADaPT files 7/29/2022 Task Expiration Date 9/30/2022
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the Contract between the Florida Department of Environmental Protection and APTIM dated December 21, 2021 (DEP Contract No. HW689). APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
