Subject: Proposal for Assessment and Reporting Activities – Task Assignment

Change Order #1 #2

Former Longfellow’s Texaco Site

5929 Hansel Avenue

Orlando, Florida

Facility IDs: ERIC_6450 & 48/8838101

Dear Mr. Travis, Arcadis U.S., Inc. (Arcadis) is pleased to submit the following proposal/cost estimate to the Florida Department of

Environmental Protection (FDEP) for various assessment activities at the Former Longfellow’s Texaco Site (Site).

These activities include the acquisition of right-of-way permits, utility clearance efforts, a direct push technology

(DPT)/mobile laboratory rapid assessment, monitor well installation/sampling activities and submittal of a summary report as detailed below.

SITE BACKGROUND

The subject Site is the location of a gasoline dispensing station that was built in the early 1970’s. In January 2005, the original four (4) 4,000-gallon unleaded gasoline UST’s and two (2) 4,000-gallon vehicular diesel tanks were removed from the Site. During the tank closure activities, impacted soil and groundwater was identified at the former tank pit area. In March 2015, two (2) new 12,000-gallon USTs were installed at this facility within the former tank pit area. Prior to the installation of the new tanks, the contractor excavated a total of 833.75 tons from the former tank pit area.

Post Active Remediation Monitoring (PARM) was reinitiated in June 2012. In 2014, the groundwater sampling of four (4) off-Site and four (4) on-Site intermediate monitor wells for laboratory analyses was completed. The results identified an intermediate dissolved petroleum plume extending from an upgradient property located west across

Hansel Avenue onto the Site property. It was concluded that the dissolved petroleum constituents identified at source well MW-8D and at other intermediate well locations had resulted from a petroleum discharge at an unrelated, off-Site source located further upgradient (west). Research identified a former gas station previously located approximately 750 feet hydraulically upgradient of the Site property. This gas station was identified as a potential upgradient source for the dissolved petroleum constituent plume identified during the groundwater sampling activities.

Following this work, the FDEP Central District requested that the FDEP Site Investigation Section (SIS) continue the investigation to determine the source of the deeper portion of the surficial aquifer groundwater contamination

2/5 that is impacting the Site. The FDEP SIS group contacted Arcadis in December 2021 to develop/implement an assessment plan to identify and characterize dissolved petroleum impacts upgradient of the Site vicinity in accordance with Chapter 62-780 F.A.C. and applicable standard operating procedures (SOP) (DEP-SOP-001/01).

This proposal includes the scope of work pursuant to recent communications with FDEP and estimated costs with a schedule for completion. (TACO-1 includes the removal of IDW costs from Tasks 2 and 3 along with the submittal of a Preliminary Site Investigation Report (Task 4) from Task Assignment SA159. The costs for those items will be included in a future task assignment.) (TACO-2 includes the final subcontractor costs to complete the assessment activities in April/May 2022).

SCOPE OF WORK

Task 1: Project Management

Project management includes continued technical support and general administrative and health and safety tasks related to the items below.

Task 2: DPT/Mobile Laboratory Rapid Assessment and Installation of Monitor Wells

Field Work Preparation

Prior to field work, Arcadis will prepare a Health and Safety Plan (HASP) to identify task-specific hazards, hazard controls, and monitoring along with safety requirements for all phases of work anticipated. Arcadis will contact the local municipalities and acquire the necessary permits to access the ten (10) proposed sample locations Figure 1

(Attachment 1). Prior to the field event, Arcadis will complete the Sunshine 811 ticket call to have utilities marked in the field.

Rapid Assessment Field Activities

The scope of work and assessment strategy included in this task is intended to minimize the number of field mobilizations and phases of assessment thereby accelerating the path to remediation and ultimate regulatory closure. Because the work is mainly within the ROW, the use of rapid characterization techniques is recommended to reduce time spent in the ROW and potential disturbance to traffic.

Arcadis will contract with a private utility locate company to identify utilities using tools such as ground penetrating radar (GPR) in the target areas. It is our understanding that potential numerous utilities, including fiber optic cables, may be present in the vicinity of the proposed locations. The GPR subcontractor will identify, mark out, and review utility findings and any other detected subsurface anomalies with Arcadis while in the field. Arcadis will contract with a maintenance of traffic (MOT) provider for the necessary signage etc. required for the ROW permits during completion of the field work.

The use of DPT with a mobile laboratory allows for the acquisition of real time, certified analytical data and enables the field investigation to adjust sample locations accordingly. On Figure 1, included in Attachment 1, a total of 10 vertical profile (VP) sample locations are presented to provide transects of groundwater data upgradient of the Site. These locations may be adjusted based on the data received in the field and in consultation with the FDEP. The target depth for this assessment extends to approximately 50 feet and assumes the water table is present 5 to 6 feet below ground surface (ft bls). Based on the mobile laboratory results, ultimately 8 VP locations were completed.

Following utility clearance activities, continuous soil samples will be collected at three of the VP locations for lithology description purposes. Groundwater samples will be collected from discrete intervals using a DPT stainless steel retrievable screen and submitted to the on-Site mobile laboratory for analysis of benzene, toluene, Use or disclosure of information contained on this sheet is subject to the restriction and disclaimer located on the signature page of this document.

3/5 ethylbenzene, and total xylenes (collectively BTEX), trimethylbenzenes, MTBE, and naphthalenes per United

States Environmental Protection Agency (USEPA) Method 8260. The nine (9) target intervals for groundwater sampling at each VP are: 6-10, 11-15, 16-20, 21-25, 26-30, 31-35, 36-40, 41-45 and 46-50 ft bls. The intervals may be adjusted based on the lithology/water bearing characteristics observed in the field and in consultation with the FDEP.

Arcadis will provide FDEP with daily data summaries provided by the mobile laboratory along with maps showing the completed sampling locations. It is anticipated that daily communications (verbal and written) will be completed to update FDEP continually during the field event.

Monitor Well Installations

Using the DPT rig, up to twelve (12) 1-inch diameter microwells will be installed at select locations and depths based on the mobile laboratory data. Typical shallow, intermediate, and deep well screen intervals are anticipated to be 3-13 ft bls, 30-35 ft bls and 45-50 ft bls, respectively. The final screen intervals will be finalized with FDEP prior to installation. Each monitor well will be developed and completed within 2 ft x 2 ft concrete pads following installation.

Investigation Derived Waste (IDW) Management

Excess soil cuttings and purge water will be containerized in FDOT-approved, 55-gallon steel drums and staged at a selected location pending analysis. A composite soil sample will be collected from the soil drum(s) for analysis of Toxicity Characteristic Leaching Procedure (TCLP) volatile organic compounds (VOCs), TCLP semi-volatile organic compounds (SVOCs), and 8-RCRA metals (arsenic, barium, cadmium, chromium, lead, mercury, selenium and silver). Following receipt of analytical data, the drums and contents will be properly disposed by a waste disposal vendor. This proposal assumes that up to three (3) non-hazardous drums will require disposal.

Per TACO-1, the disposal costs for the IDW drums will not be covered under Task Assignment SA159, but will be included in a future Task Assignment.

Task 3: Groundwater Gauging and Monitoring Event

During this mobilization, the well top of casing elevations will be surveyed by Arcadis to an arbitrary point. The 12 newly installed monitor wells will then be gauged utilizing a water level probe relative to each top of well casing.

These data will be used to determine relative groundwater elevations and gradient conditions in the respective aquifer zones.

All Site monitor wells will be sampled using low-flow techniques and in accordance with the current version of

DEP-SOP-001/01 FS2200. Samples will be submitted to a NELAP-accredited, fixed-base laboratory for analysis of BTEX/MTBE and trimethylbenzenes per USEPA Method 8260B, polynuclear aromatic hydrocarbons (PAHs) per USEPA Method 8270C, total recoverable petroleum hydrocarbons (TRPH) per the FL-PRO Method. One duplicate sample will be collected for QA/QC analysis. This proposal assumes that two drums of non-hazardous purge water will be generated and properly disposed. during implementation of Task 3. Per TACO-1, the disposal costs for the IDW drums will not be covered under Task Assignment SA159, but will be included in a future Task Assignment.

Arcadis will provide FDEP with a brief field work summary memorandum (with field documentation) approximately

10 days following completion of the sampling event. Upon receipt of laboratory data, Arcadis will share the results via email and discuss the next steps (i.e. additional assessment or preparation of final report).

Use or disclosure of information contained on this sheet is subject to the restriction and disclaimer located on the signature page of this document.

4/5

Task 4: Preliminary Site Investigation Report

Upon receipt of laboratory data, results will be tabulated, and data analysis performed. A Preliminary Site

Investigation Report (PSIR) will be prepared, certified by a Professional Geologist and submitted to FDEP in accordance with Chapter 62-780 F.A.C. This report will summarize the results of field activities completed at the

Site and include tables and figures, sample analytical reports, and recommendations for further activities or closure options. Per TACO-1, the costs for the PSIR will not be covered under Task Assignment SA159, but will be included in a future Task Assignment.

SCHEDULE

Arcadis will begin coordinating schedules immediately following receipt of a signed Task Assignment. The field work summary memorandum will be submitted to FDEP within 10 days of completion of field work and the PSIR submitted within 45 days of receiving the laboratory data under a future Task Assignment.

COST ESTIMATE

Level of Effort (LOE) Forms and a Cost Estimate Form (CEF) that present estimated project costs are enclosed as Attachment 2. Final subcontractor bids costs are included as Attachment 3. Based on the anticipate sequence of activities, Arcadis requests the following invoicing milestones:

Task 2: Upon submittal of the field work completion memorandum;

Task 3: Completion of sampling activities and receipt of laboratory report and PM; and, Task 4 (and PM): Submittal of PSIR (The PM costs will be invoiced with Task 3.)
