This Task Assignment authorizes Arcadis to complete an assessment of the former Lombardo property, immediately adjacent to the Climatrol site. The purpose of the assessment is to determine if source material exists beyond the Climatrol site boundary and to refine the site conceptual model in preparation for possible remediation. The new owner of the former Lombardo property provided signed site access to DEP on May 9, 2025. Arcadis anticipates completing the fieldwork in approximately five days.

An off-site assessment report will be submitted as the final deliverable. All work will be performed in accordance with the May 21, 2025, work plan submitted by Doug McGlone of Arcadis.

The final task assignment total is $35,422.97. Arcadis may invoice according to the attached schedule.

Specific negotiated subtasks are as follows:

Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor.

Subtask 2: Off-site Assessment This subtask provides funds for a full-site GPR survey, soil and groundwater screening, and monitor well installation at the facility. Additionally, Arcadis will search for reported pre-existing well (MW-15) and sample the well, if found.

Site Lines will provide a GPR survey to check for underground utilities and abnormalities, based on their low bid of three bids solicited.

Climatrol

(ERIC_3938)

Cascade Drilling was selected as the drilling subcontractor based on their low bid of three bids solicited.

Erwin will transport and dispose of IDW. Note: IDW is presumed to be non-hazardous but will be characterized before disposal.

Subtask 3: Off-Site Assessment Report All activities and analytical results obtained during assessment fieldwork will be submitted to DEP as a written report. This report will include appropriate figures, graphs, data tables, etc., and recommendations for additional actions, as needed. IDW manifests will also be provided to DEP as part of the final deliverable.

Date: May 21, 2025 Our Ref: [Add Reference] Subject: Proposal for Offsite Assessment and Reporting Former Climatrol Facility 529 S. Industry Road, Cocoa Beach, Florida

ERIC_3938

Dear Ms. Pepe, As requested, Arcadis U.S., Inc. (Arcadis) is submitting this proposal to perform limited offsite assessment (665 S.

Industry Road) and the preparation of a Limited Offsite Assessment Report. A proposed scope of work, schedule and cost estimate are included in this proposal.

Scope of Work Based on review of the site historical groundwater quality, teleconference discussions with the FDEP, and Chapters 62-780 and 62-777, (FAC), the following three tasks are proposed:

Task 1: Project Management This task includes project management activities for implementing the scope of work.

Task 2: Geophysical Survey and Soil and Groundwater Assessment A geophysical survey including ground penetrating radar to identify subsurface anomalies will be performed across the entire accessable property. Underground utilities such as water, sewer, gas and electric will also be located and marked. The geophysical contractor will provide a sketch of the findings. Enclosed Figures 1 and 2 show the area to be surveyed.

This proposal and its contents shall not be duplicated, used or disclosed — in whole or in part — for any purpose other than to evaluate the proposal. This proposal is not intended to be binding or form the terms of a contract. The scope and price of this proposal will be superseded by the contract. Nine soil borings will be installed at the locations shown in Figure 2. Soil samples will be collected for laboratory analysis of volatile organic halocarbons (VOHs) per EPA Test Method 8260 from each boring in 2-foot intervals (0-2’, 2-4’, 4-6’). The water table is expected to be encountered at approximately 4 feet below ground (fbg).

Seven groundwater vertical profiles will be installed at the locations shown in Figure 1 and groundwater samples collected in 10-foot intervals (3-7’, 13-17’, 23-27’, 33-37’, 43-47’) from the water table to approximately 50 fbg. The groundwater samples will be analyzed for VOHs by EPA Test Method 8260.

Two permanent monitor wells will be installed, one screened 2-12 fbg and one to 30-35 fbg to provide repeatable groundwater sampling points on the property. An effort will also be made to locate and sample the reported historical well (MW-15) on the property. Each well will be sampled and analyzed by EPA Test Method 8260. All soil cuttings will be backfilled and purge water will be drummed for offsite disposal.

Task 3: Limited Offsite Assessment Report A brief report documenting the sampling methodologies and results, including tables summarizing the analytical results, and figures illustrating the extent and magnitude of the VOHs identified in soil and groundwater and copies of sample lab reports, will be provided to the FDEP. The report will be signed and sealed by a Florida registered professional geologist.

Schedule Arrangements for the completion of the offsite assessment will be conducted immediately upon receipt of a Task Assignment from the FDEP. Initiation of this event is expected in July 2025. The field work is expected to take 5 days to complete. The Limited Offsite Assessment Report will be submitted to the FDEP within 60 days of the completion of the field work.

Estimated Cost A Cost Estimate Form (CEF) Level of Effort (LOE) Form that present estimated project costs is enclosed.

Arcadis appreciates the opportunity to assist the Florida Department of Environmental Protection in the successful investigation and remediation of the solvent contamination in the subsurface at this site. If you have any questions or wish to discuss this proposal, please contact us.

Sincerely, Arcadis U.S., Inc.

Douglas J. McGlone, P.G.

Customer has requested an estimate for the following scope of work:

Client has requested an estimate to horizontally locate private detectable underground utilities within the referenced property, as outlined in Red on the provided exhibit. To include scanning the entire vacant lot in a tight grid, approximately .5 acre, investigating for anomalies consistent with buried structures and debris fields. Estimate does not include locating public utilities within the public ROW.

Customer has requested approximate depths to be noted on site sketch. Please note that all depths are approximate and can only be verified using vacuum excavation.

· All estimated values are subject to change (+/-) once the technician arrives on site and conducts a proper site assessment. A Not to Exceed amount can be provided upon request, this will increase the estimate.

· Client will only be invoiced for time needed to complete the stated SOW with a (2) TWO-HOUR MINIMUM plus trip charge where applicable. Customer is advised if less time onsite is required, invoicing will be reduced to no less than the minimum fee. Any additional time required on site to complete the task beyond the estimated / minimum time will be invoiced in 15-minute increments of the provided hourly rate, upon customer approval.

· Estimated time onsite does not include time for any site-specific training, escorting or ingress / egress time which if required, shall be an additional billable charge up to and including exceeding the estimate.

· The performance of BHUG’s services is limited to full and unobstructed access to include but not limited to mechanical rooms, manholes, hand holes, vaults, meter rooms, telecom rooms, fixtures (plumbing, electrical, communication), dispensers, fenced compounds, tanks and structures. It may be necessary to have parked vehicles or machinery moved to allow for a full scan and to access structures. Full cooperation from the on-site personnel is necessary to perform a complete survey.

· Any available as-builts, engineered or other record drawings, if available, should be supplied to us prior to providing an estimate and commencement of field work. Any drawings supplied to us after the estimate has been delivered to the customer will require a mandatory review of the estimate and potential revisions to the scope of work and associated pricing.

· Blood Hound will utilize a variation of electromagnetic (EM) equipment to locate detectable underground facilities on site as indicated by client. The following equipment will be employed:
