About this file
This is Amendment 0002 to solicitation 693C73-25-B-000003 issued by the Federal Highway Administration's Eastern Federal Lands Highway Division for the Natchez Trace Parkway project. The amendment provides responses to bidder questions, removes Detail E414-A from plan sheet (S-sheets), and replaces Section 574 of the Special Contract Requirements (J-pages).
The amendment clarifies that no design is expected for the Geosynthetic Reinforced Soil-Integrated Bridge System (GRS-IBS), architectural treatments are not required, and there should not be any Segmental Retaining Wall Units. The intent is to build the GRS behind an abutment with a backwall instead of a superstructure. The bid opening date remains December 18, 2024 at 2:00 p.m. EST. The amendment also confirms that a Project Labor Agreement (PLA) will be required from the apparent successful bidder prior to award regardless of socio-economic status, as this project involves large-scale construction exceeding $35M.

Questions / Clarifications
The following questions and issues were submitted to EFLHD at eflhd.contracts@dot.gov.
The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. I have a question regarding Crack Cleaning and Sealing as shown on Sheet S06. In the past, this work was performed using a hot-applied sealant, and there was a specific pay item for it. However, this project does not include a pay item for Crack Cleaning and Sealing. Is this item absorbed into other pay items, or is it not required for this project?
This Detail is not needed for this project and will be deleted.
2. It seems that from detail E414A in the plans that the bridges on the trace have sleeper or approach slabs. How will these be handled for the GRS-IBS locations? Will the slabs just be removed or removed and replaced? How will the removal or replacement be paid?
Do not recall any concrete slab in the bridge approaches.
3. SCR Section 574.04 discusses developing plans for the GRS-IBS system showing "location, length, coverage ratio, and type of reinforcement." Is detail E574-01 just for reference and the contractor is to perform their own full design or are we to actually construct by the detail provided?
Construction should follow the provided detail. See amendment for revised Section 574.
4. Section 574 outlines design criteria for GRS-IBS, but it seems that all of the details are present in the plans. Are we expected to redesign the GRS-IBS system for these bridges?
How will quantity differences be handled? How is design paid?
mailto:eflhd.contracts@dot.gov
Amendment No. 0002
No design is expected for GRS-IBS. See amendment for revised Section 574.
5. According to section 574, it seems that the spec is relative to new construction as it specifies requirements for plan sheets and typical details of items that will be unknown for the existing bridges and cannot be anticipated. Section 574.04 states that all submittals must be approved before construction may begin. How do we create the required plans and typicals to fit existing, unknown conditions?
No plans and/or typicals are required. See amendment for revised Section 574.
6. Section 574.04 references details for architectural treatment. What kind of architectural treatment is NPS expecting?
Architectural treatment is not expected. See amendment for revised Section 574.
7. Section 574.07 references Segmental Retaining Wall Units (SRWUs) that follow section
720.01(a). It seems as if the intent is to place concrete SRWUs behind the abutment and wingwalls. What material should be used between the SRWUs and the existing concrete abutments and wings? How will this area be drained?
There should not be any Segmental Retaining Wall Units. See amendment for revised Section 574.
8. Section 574.10 discusses building new wingwalls with the GRS system. Are the existing wingwalls to be removed and the GRS serve as the new wing walls?
No, Section 574.10 will be revised to remove language of constructing wingwalls. See amendment for revised Section 574.
9. Section 574.11 and 574.12 discusses superstructure placement on the GRS system. What is the intent with the superstructure and GRS interface?
The intent is to build the GRS behind an abutment with a backwall instead of a superstructure. See amendment for revised Section 574.
10. Is the PLA required for all contractors regardless of socio-economic status i.e. HubZone or Small Business? Is it possible to get an exception to this requirement for this project?
Yes, a PLA will be required from the apparent successful bidder prior to the award of any contract regardless of socio-economic status. Exceptions are pursued prior to issuing a solicitation for a given project that involves large scale construction (greater than $35M).
An exception was not granted.

Amendment #2 J-63
Section 574. — GEOSYNTHETIC REINFORCED SOIL-INTEGRATED BRIDGE
SYSTEM
Description
574.01 This work consists of repairing settlement at bridge approach by constructing geosynthetic reinforced soil-integrated bridge system (GRS-IBS).
Material
574.02 Conform to the following Subsections:
Structural excavation 208.08 Base course aggregate 703.05 GRS reinforcement geosynthetic 714.06 Select granular backfill 714.06 Select borrow 704.07
Construction Requirements
574.03 Submittals. At least 30 days before starting GRS-IBS work, submit the following according to Subsection 104.03:
(1) General construction notes.
(2) Details for the installation of structure drainage features. Include strip, sheet, edge, blanket, and underdrain systems, and associated piping if shown in the plans.
(3) Details for constructing the structures around drainage features, utilities, lighting foundations, traffic barriers, and other obstructions.
(4) Details for transition to adjacent ground.
(5) Details for corners and curves.
(6) Proposed compaction equipment. Include light-weight equipment for use within 3 feet of the wall face.
Include a checklist showing each of the items specified have been addressed. If revisions are required, make corrections and resubmit.
574.04 General. Survey according to Section 152 and verify the limits of the GRS-IBS installation. Perform excavation and dewatering according to Section 209.
Excavate foundations to within 4 inches horizontally and vertically from the staked location.
J-64
574.05 Reinforced Soil Foundation Construction. RSF consists of granular backfill.
Provide a smooth, uniform foundation surface without protruding objects. Place geosynthetic reinforcement perpendicular to the abutment and wingwall faces. Overlap geosynthetic reinforcement so the upstream geosynthetic sheet overlies the downstream sheet (such as shingled). Overlap geosynthetic joints at least 3 feet in all directions. Pull the geosynthetic taut, remove wrinkles, and lay flat before placing the granular backfill.
Do not operate equipment directly on the geosynthetic reinforcement. Place at least a 6-inch lift of granular backfill over the geosynthetic reinforcement before operating equipment over the reinforcement. Compact granular backfill according to Subsection 574.06. Grade and level the top of the RSF. Construct the top of the RSF to within 1 inch of plan elevation.
574.06 Backfilling and Compaction. Do not operate equipment directly on the geosynthetic reinforcement. Place at least 6 inches of uncompacted granular backfill over the geosynthetic reinforcement before operating equipment over the reinforcement except in the bearing bed zone where at least 4 inches of uncompacted granular backfill is allowed. Place granular backfill immediately following placement of geosynthetic reinforcement. Backfill from the front of the backwall to the back and remove wrinkles that form during the backfilling operation. Correct damaged or misaligned geosynthetic reinforcement.
Place and grade the granular backfill level for areas before compacting. Use only light-weight mechanical tamper, plate, or roller or rubber-tire equipment for compaction. If rubber tire equipment is used, limit speeds to less than 5 miles per hour with no sudden starting, braking, or sharp turning.
Perform a method compaction test for approval on the first two lifts to establish the number of passes, lift thickness, and quantity of wetting needed to adequately consolidate the granular backfill until there is no visible evidence of further consolidation. Follow the approved compaction procedure for the remainder of the abutment without the need for density tests.
Fill and compact depressions caused during compaction before constructing the next lift.
574.07 Wingwall Fill Slope Side. Backfill in front of the wingwalls. Construct the fill slope to original ground elevation that allows water to drain. Prevent surface water runoff on fill slopes.
574.08 Integrated Approach Construction. Place geosynthetic reinforcement layers along the back of the abutment and backfill according to Subsection 574.06. Place geosynthetic reinforcement with seams that are perpendicular to the abutment face.
574.09 Acceptance. See Table 255-2 for sampling, testing, and acceptance requirements.
Material for GRS-IBS will be evaluated under Subsections 106.02 and 106.03.
Construction of GRS-IBS will be evaluated under Subsections 106.02 and 106.04.
J-65
Excavation and dewatering will be evaluated under Section 209.
Survey work will be evaluated under Section 152.
Measurement
574.10 Measure the Section 574 pay items listed in the bid schedule according to Subsection 109.02.
Payment
574.11 The accepted quantities will be paid at the contract price per unit of measurement for the Section 574 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.
