About this opportunity

The Oregon Department of the State Fire Marshal is requesting proposals for strategic marketing support and services under intermediate procurement S-26000-00017490, with offers due October 9, 2026 by 3:00 PM Pacific Time and questions due September 25, 2026. Oregon Small Business Enterprises receive a 10 percent preference increase to their scores, and Oregon suppliers and services receive a 10 percent cost reduction.

The scope encompasses full-service campaign strategy and planning, creative development and messaging, media planning and buying, content production and distribution, community and tribal engagement, Spanish-language and cultural adaptation, visual demonstration production, campaign measurement and reporting, and project management. Deliverables include annual and seasonal marketing plans, creative assets across multiple formats (digital graphics, print collateral, video, radio spots, and partner toolkits), paid media strategy and placements, multilingual assets, monthly reporting dashboards, and quarterly strategic reviews. The campaign objective is to establish "Home and First Five Feet" as the recognized public standard for wildfire preparedness in Oregon by 2028, with the goal that most Oregonians understand how protective actions such as gutter cleaning, debris removal, and home hardening reduce wildfire risk.

Minimum qualifications require at least five years of experience providing full-service marketing or strategic campaign development for public-sector agencies or nonprofit organizations, with demonstrated expertise in digital advertising, social media management, video production, graphic design, multilingual content development (English and Spanish required), website development, and culturally informed visual demonstrations relevant to wildfire preparedness. Offerors must provide at least three references from similar projects within the last seven years.

The initial contract term is anticipated to be up to two years. Contract compensation will be determined on a not-to-exceed basis during negotiations. Evaluation criteria are distributed across Campaign Strategy, Approach, and Understanding of Agency Goals (50 points), Capabilities, Technical Expertise, and Execution Plan (60 points), and Experience and Past Performance (50 points), totaling 160 points. The Notice of Award is anticipated approximately October 16, 2026. Offeror responses are limited to five pages, excluding required attachments. Contact Philip Hofmann, Procurement Manager, at (503) 910-4329 or philip.a.hofmann@osfm.oregon.gov.

Opportunity text

The Agency was formed with the mission to protect people, property, and the environment from fire and hazardous materials. As part of that mission, the Agency has the goal of making "Home and First Five Feet" the widely understood public shorthand for wildfire preparedness in Oregon by 2028. The goal of the contract is for most Oregonians to know that actions (like cleaning gutters, removing debris, and hardening their homes) can dramatically reduce wildfire risk.
