About this opportunity
The California Interagency Council on Homelessness (Cal ICH) is requesting proposals for maintenance and operations services on the Homeless Data Integration System (HDIS), a statewide data warehouse aggregating Homeless Management Information System data from 44 California Continuums of Care, with proposals due November 13, 2026, at 5:00 PM Pacific Time. A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation requirement applies; a 5% Small Business Preference and 5% non-small business subcontractor preference (where 25% small business participation is committed) are also available.
The scope encompasses maintenance, operations, software licensing, hosting, platform management, data management, project management, knowledge transfer, documentation, and helpdesk support for an integrated cloud environment. The contractor must manage Informatica IICS, Informatica MDM, Snowflake, Tableau Enterprise, AWS, Okta, and security tools (SentinelOne, BlackPoint Cyber, Kaseya, DATTO RMM). The platform must maintain 99% uptime, achieve 90% dashboard page load times under five seconds, and respond to Priority 1 incidents within one hour and Priority 4 within 48 hours, with liquidated damages assessed for failures across performance management, availability, security, and incident management categories. Work is performed within the continental United States during standard business hours (8 AM to 5 PM PT, Monday–Friday), with remote work only with pre-approval.
The base contract term is three years (July 1, 2027, through December 31, 2030) with two optional one-year extensions, for a potential five-year term. The total contract cost shall not exceed $15 million over five years if optional years are exercised. Cost represents 40% of the evaluation score. Statutory and council mandate work, plus additional software licenses for growth, cannot exceed 10% of base contract value; additional product licenses for years two through five are capped at 20% of combined monthly products, hosting, and annual product costs. Sales tax is excluded and applied at invoicing.
Bidders must submit an OSTP-approved Electronic Vendor Application of Qualifications (eVAQ) before proposal submission and staff five key positions: Maintenance and Operations Manager, Systems Architect, Application Architect, Master Data Management Architect, and Dashboard/Visualization Architect. Each position requires three to five years of full-time equivalent hands-on experience with enterprise data warehouse environments, cloud platforms, and specified software components; experience with HMIS or public-benefit systems and Agile/SCRUM methodology is desirable. All experience must occur within ten years prior to the solicitation date. Bidders must complete mandatory qualifications forms with reference validation from end-user management or supervisory personnel, not contractor employees or state staff.
Evaluation period runs November 16, 2026, through January 18, 2027. Negotiations are scheduled January 19 through March 8, 2027, with a Best and Final Offer submission due March 30, 2027. Contract award notification is targeted for June 4, 2027, with commencement July 1, 2027. The contract includes a structured transition-in plan (July–December 2027) with the incoming contractor shadowing the first quarterly data load and assuming full responsibility for subsequent loads, and a transition-out plan upon contract conclusion.
Opportunity text
The California Interagency Council on Homelessness (Cal ICH) serves as a statewide leader, facilitator, and coordinator for policy development and research that supports state, local, and Tribal partners in preventing and ending homelessness in California. Cal ICH is committed to purposeful, action oriented collaboration across member agencies and departments; strong partnerships with local jurisdictions; advancing racial equity and justice; and elevating the expertise of people with lived experience of homelessness. The Homeless Data Integration System (HDIS) supports Cal ICH¿s mission by collecting and aggregating Homeless Management Information System (HMIS) data from programs across the state into a single, comprehensive reporting platform. HDIS provides an unduplicated count of people accessing homelessness services in California and enables the State to analyze service utilization patterns and understand the characteristics of individuals experiencing homelessness. HDIS currently receives data from forty four (44) regionally based Continuums of Care (CoCs), each responsible for coordinating housing and services for people experiencing homelessness within defined geographic areas. These CoCs, made up of service providers such as nonprofit organizations and local government entities, implement and manage their own HMIS systems. Each CoC collects data in accordance with the U.S. Department of Housing and Urban Development (HUD) HMIS Data Standards Manual. While the CoCs provide similar types of data, each operates independently and according to its own local processes.
