About this opportunity

Texas Parks and Wildlife Department is soliciting proposals for a blanket contract to establish marketing services on a project-by-project basis, with proposals due November 19, 2026 at 2:00 p.m. Central Time. The solicitation designates no set-aside. It requires respondents to complete and submit the State of Texas VetHUB Subcontracting Plan, which sets a subcontracting goal of 0.05% of contract value.

Scope covers consumer research, media planning and buying, creative services, event marketing, sponsorship development, sales promotions, email marketing, and analysis and reporting. Campaigns support TPWD programs including hunter and angler recruitment and retention (R3), aquatic invasive species awareness, revenue generation, and public participation. Minimum qualifications require five years of uninterrupted business experience providing similar marketing services, three years of additional capabilities such as consumer research and event marketing, and demonstrated ability to add value in media buying. Key personnel include a Senior Account Manager with five years of project management experience, one or more Account Managers with five years of experience within the last ten years, and a Digital Strategist with five years of experience within the past seven years. Insurance requires Workers Compensation at statutory limits, Commercial General Liability with a $2 million aggregate, and Automobile Liability with a $1 million combined single limit, naming the State of Texas as additional insured.

TPWD intends to award multiple contracts and select contractors for individual projects on a best-value basis, which may consider experience, location, availability, or competitive bidding. Evaluation weights are Compensation and Fees at 35%, Qualifications, Experience, and Capability at 35%, and Proposed Services at 30%.

The initial term runs from award through August 31, 2028, with up to three additional one-year renewals by mutual written agreement and extensions of up to twelve months if necessary for continuity of services. Written questions are due November 9, 2026 at 2:00 p.m. Central Time, and award is expected December 31, 2026.
