BIDDER INQUIRIES/REQUEST FOR INFORMATION:
1. Information:
Section 26 32 15.00 10 DIESEL-GENERATOR SET STATIONARY 100-2500 KW, WITH AUXILIARIES paragraph
3.11 PERMITS states, "The Contractor shall assist the Contracting Officer in obtaining Federal, State of Rhode Island and local permits for the generator set. The Contractor shall provide all documentation necessary to be submitted with permit applications."
Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS, paragraph 1.6.8.2 Pollution Generating Equipment states, "Identify air pollution generating equipment or processes that may require federal, state, or local permits under the Clean Air Act. Determine requirements based on any current installation permits and the impacts of the project. Provide a list of all fixed or mobile equipment, machinery or operations that could generate air emissions during the project to the Installation Environmental Office (Air Program Manager). Note that permits for air emission sources can take more than 8 months to be issued/approved."
Section 01 57 19 indicates that requirements are to be determined based on any current installation permits and the impacts of the project and section 26 32 15.00 10 indicates that the contractor is to assist the Contracting Officer in obtaining Federal, State of Rhode Island and local permits for the generator set and provide documentation necessary to be submitted with permit applications.
Questions:
1) Is the contractor to pay permitting costs associated with the generator?
2) Please confirm that the Contracting Officer is effecting the determination of the requirements for permitting and type of permit, or otherwise clarify and further direct.
3) Please confirm that the Contracting Officer is completing and then filing the permit, or otherwise clarify and further direct.
4) Please confirm the 8 month duration and additionally advise as to when the generator cab be released for fabrication, in regards to the status of the permit. (ProjNet ID 8802929)
GOVERNMENT RESPONSE:
The Installation Environmental Office Air Program Manager will apply for the air permit for the generator.
The Contractor must provide the Air Program Manager with the generator specifications needed to complete the permit application.
There is no statutory time frame for RIDEM to issue air permits, therefore, we cannot determine how long the review/approval of a permit application takes. The permit is required prior to operation of the generator. Contractor should provide the generator information to the Environmental Office Air Program Manager as soon as possible.
2. Drawing G-013 Phase 2 Demolition Note #1 and C-407 / C-407A Note #2 both indicate that a gravel surface layer will be provided for all unpaved surfaces inside the new permanent fence line. Per the above drawings, it is acceptable to stockpile the existing gravel surface layer and respread it, but if there is not enough material available then new material will be required.
Only Boring Log #3 indicates a top layer of crushed stone on drawing G-015, and this top layer is only shown as
0.25". No specification specifically relating to this gravel surface layer is available, and there are no cross sections in the civil construction plans illustrating this new gravel surface layer.
Please clarify/confirm the following:
a) Please confirm for bidding purposes the assumed thickness of the existing gravel surface layer around the existing fuel facility.
b) What is the desired thickness of the new gravel surface layer? Please provide a corresponding detail.
c) Please confirm for bidding purposes the gradation of the gravel surface layer.
d) Please provide a specification that specifically addresses this gravel surface layer. (ProjNet ID 8778606)
GOVERNMENT RESPONSE: See Revised G-009
a) The 0.25 inches should read 0.25 feet. (3 inches)
b) Provide 3-inches of gravel on all unpaved surfaces as indicated in the bid.
c) For bidding purpose assume the gravel will be similar to a #57 stone gradation
d) Follow instruction in Note on Drawing G-013
3. Specification 01 45 35 paragraph 1.2 states "Perform Special Inspections in accordance with the Statement of Special Inspections, Schedule of Special Inspections... The Statement of Special Inspections and Schedule of Special Inspections are included as an attachment to this specification." There is not Schedule of Special Inspections attached to specification 01 45 35, please provide the Schedule. (ProjNet ID8787174)
GOVERNMENT RESPONSE: See Attachment Schedule of Special Inspections.
4. Information - Existing equipment on fuel tanks Reference: Drawings ES404 and ES508 Drawing ES404 states that the equipment on the fuel tanks is existing. Drawing ES508 shows new equipment on the fuel tanks.
Questions:
A. What equipment is existing?
B. What equipment is new?
C. What equipment is being replaced?
D. Is any of the equipment being relocated or extended?
(ProjNet ID 8802512)
GOVERNMENT RESPONSE:
A. All equipment shown on the tanks on drawing ES508 is existing. The note pointing at the high level alarm (HLA) and high-high level alarm (HHLA) should read "Typical level alarm."
B. Refer to the Mechanical Fueling drawings to determine whether any equipment on the tanks is new.
C. Refer to the Mechanical Fueling drawings to determine whether any equipment on the tanks is being replaced.
D. Refer to Mechanical Fueling drawings to determine whether any equipment on the tanks is being relocated or extended.
5. Drawing G004, Note #4 provides a description of the Phase 1 temporary R11 vehicle parking area. The area is to be constructed by removing the existing curb and gravel surfacing, placement of a temporary fuel resistant liner system.
There is not requirement for temporary asphalt pavement. Please confirm that no temporary asphalt pavement is needed in this temporary parking area. (No ID#)
GOVERNMENT RESPONSE: Please provide temporary asphalt in area indicates as “Temporary Refueler Parking” on Drawing G-009. Follow detail 13/C-502.
6. The following questions have been posed by several electrical equipment manufacturers (GE, Seimens, SquareD and Eaton) due to these specification and drawing questions these gear suppliers indicate that they could not provide a conforming quotation for the equipment, as discussed below.
Specification 26 24 19.00 40** paragraph 2.2.2.1 requires a Type 1B arc resistant motor control center enclosure in accordance with IEEE C37.20.7
The design currently requires drawout mains (Main-Gen application). These are not available with arc resistant construction.
An alternative would be to provide the mains in QED construction (would not be arc resistant and have a larger footprint than allowed) these could not be bus connected to the arc resistant MCC sections.
Another alternate would be to provide PZ4 mains. These would be too deep, would require front access only and is not available in arc resistant construction and could not be bus connected to the arc resistant MCC sections.
If ArcBlock technology on the mains is used in lieu of arc resistant construction, drawout mains would be too large and alternatives for drawout QED or PZ4 mains would be too large
Comment from one gear supplier:
The design should have utilized an arc resistant switchgear lineup with a feeder breaker to a separate arc resistant MCC Draw-out insulated-case breakers in MCC construction can’t be provided in arc resistant or non-arc resistant construction
Additional issues that may be problematic and should be addressed with the items discussed above:
The specification requires severe duty RVAT’s and are only available in IEC not NEMA. These IEC controllers are not available in arc resistant MCC’s
The MCC schedule requires all breakers 100A and above to be ground fault. The feeder for panel HP will be in an 18” bucket and the 100A breakers will be in 12” buckets. The front elevation drawing shows 6” breaker buckets. This requirement will likely cause issues meeting the footprint requirements.
The EFSO system is shown to be mounted in the MCC. Is not the EFSO system a series of stand-alone switches throughout the facility with wiring daisy chained back to the MCC? (No ID#)
GOVERNMENT RESPONSE:
1. Type 1B arc-resistant MCC construction is not required because of the relatively low fault current available at the MCC for this project, 20,200A RMS Symmetrical. Paragraph 2.2.2.1 of Specification Section 26 24 19.00 40** has been deleted.
2. The EFSO terminal cabinet in the MCC can be reduced to a 6” bucket and relocated to the bottom of section 5.
Panel HP can move to section 6, bottom (where EFSO terminal formerly located). Section 1: Delete spare buckets, relocate Offload 1 & 2 to section 1. Water heater bucket to remain in section 5. The MCC elevation, sheet EP601, has been modified.
3. The requirement for “Severe Duty RVAT’s” has been changed to “RVSS” (Reduced Voltage Solid State) per the latest UFGS specifications. Paragraph 2.4.1.2 has been revised. Per notes on EI601 and EI602, components are located in the EFSO panel unless indicated otherwise. Per note on EI602, only the starters are located in the MCC with wiring from the EFSO panel to FP-1, FP-2, FP-3 and FTP-1. The EFSO terminal shown on the MCC elevation, sheet EP601, is for wiring connections only.
7. See attached drawings ES507, the circuits noted (EFSO panel, ATG power/controls, float switches, overfill valve, FTP- 1, WP-1, leak detection, PP2-16) are not shown on the conduit schedule. Please clarify the conduit and wire sizes. (No
ID#)
Government Response: See Amendment 0008 Response to #9 (ProjNet ID 8802701).
8. See attached drawing, Note 6 the power and control circuits for the personnel gate lock and control stations are not shown on the conduit schedule. Please clarify wire size requirements. (No ID#)
GOVERNMENT RESPONSE: The Contractor shall assume 2#12&1#12G for power to the gate lock from Panel P1 in Building 14 and 8#14&1#14G to the control stations (4 to each). This wiring will fit in a 1" conduit. The actual wiring required shall be confirmed with the approved shop drawings for the gate operator and control equipment. Provide a new 20A, 1 pole bolt-on circuit breaker to be installed in Panel P1 which is a Square D Type NQOB panelboard. See Drawings ES403 and ES404.
9. Specs call for Arc Resistant MCC construction Drawings show drawout mains, (Main-Gen application) which are not available with AR construction.
Alt to provide the mains in QED construction would not be AR, would have larger footprint than allowed, and could not be bus connected to the AR MCC sections.
Alt to provide PZ4 mains would be too deep, would require front access only, which isn’t available in AR construction, and could not be bus connected to the AR MCC sections.
If we take exception to the AR requirement and quote ArcBlock technology, on the mains:
Drawout MCC mains would still be too large Alts for Drawout QED or PZ4 mains would still be too large
Additional issues that may cause problems once we decide which way to go:
They spec severe duty RVATs and those are only available in IEC, not NEMA, and IEC controllers are not available in AR MCC’s.
The MCC schedule asks for all breakers 100A and above to have ground fault. The feeder for panel HP will be in an 18” bucket and the 100A feeders would be in 12” buckets. Their front elevation drawing shows 6” breaker buckets. This will likely cause issues with meeting the footprint requirements.
The larger overarching concern is that there is not enough room in the currently designed Control Room to install the MCC. If the specifications remain as is with the Arc Resistant requirement, there is additional space required behind the MCC to meet the specification that is not presently available in the Control Room.
If the specifications are to be maintained, the Control Room layout and construction needs to be reconsidered (re-designed).
Also caution, that we cannot utilize IEC code equipment on this project. UL is the typical guidance from our experience working with USACE Omaha MCX.
2. The requirement for “Severe Duty RVAT’s” has been revised to “RVSS” (Reduced Voltage Solid State) per the latest UFGS specifications. See Paragraph 2.4.1.2 has been revised.
