The amendment extends the proposal due date to October 1, 2020. It clarifies that permits are the contractor's responsibility, and approves extended work hours and waived testing requirements if a registered engineer oversees the work. AMENDMENT 0005
1. Information: Section 00700 - Contract Clauses provides CLAUSES INCORPORATED BY REFERENCE, one of which is 52.236-7 Permits and Responsibilities NOV 1991. The existing aboveground fuel storage tanks are to be modified.
Question: Please confirm that the contractor need not obtain a RI tank maintenance / repair permit, or otherwise clarify and further direct. (ProjNet ID 8802944)
GOVERNMENT RESPONSE: The contractor is responsible for securing permits to perform the work.
We are not aware of a state or local permit being required to perform minor repairs to aboveground tanks, however, the contractor is responsible for confirming that with the state and local authorities.
2. Information: As of 8/31 answer have yet to be provided to questions through ProjNet. The project is to bid after the Labor Day weekend. We would request that the project bid be postponed for a two week period after all question on ProjNet have been answered.
Question: Please further advise as to bid postponement. (ProjNet ID 8803000)
GOVERNMENT RESPONSE: Amendment 0003 extended the proposal due date to 1 October 2020.
3. Information: Section 01 11 00 SUMMARY OF WORK is provided with paragraphs 1.7 WORK SEQUENCE AND SCHEDULING, 1.7.1 Hours of Operations, and 1.7.1.1 Installation Hours of Operation.
The normal work hours are indicated as from 7:00 a.m. through 3:30 p.m., Monday through Friday.
It is understood that the work hours are interrelated with ensure that enough security personnel will be allotted for work to continue.
The hours of 7:00 a.m. through 3:30 p.m., Monday through Friday will allow for a 40-hour work.
Due to the type of work a substantial portion of the work force will not be locally based, therefore the work force will be sourced in large part non-locally. Typically, a 50-hour work week is planned due to the non-locally sourced work force, as without such retainage of the work force is more problematic. Alternatively, the work force would be paid for a 50-hour work week, whilst working a 40-hour week to ensure retainage of the workforce.
Questions
1) Can a 50-hour work week be accommodated as a typical workday for this project?
2) Can a 50-hour work week or other extended hours be accommodating during the planned switch over during phase 2 (2-3 weeks)?
3) During other more minor utility tie-ins?
(ProjNet ID 8803430)
GOVERNMENT RESONSE:
1) Yes, a 50-hour work week, M-F 0700-1730 can be accommodated under normal circumstances.
2) Yes, a 50-hour work week, M-F 0700-1730 can be accommodated under normal circumstances.
3) It is preferred that utility tie-ins be performed after 3:30 PM (Tue – Fri) or on Mondays or weekends.
These must be scheduled in advance with the Contracting Officer.
4. Reference section 3.4.3 Static Load Tests of specification section 31 62 13.20. Typically, this static load testing is only done for piles over 50 TN capacity. Instead of performing the static load testing in addition to the dynamic pile analysis, a common practice is to install the piles to a higher safety factor (2.25 to 2.5) with PDA testing. Also, static load testing for the two test piles required by 3.4.3 is a significant cost ($100,000+). Can the government waive the requirement for static load testing of piles for this project?
(ProjNet ID 8803583)
GOVERNMENT RESPONSE: If the common practice of installing the piles with a higher safety factor (2.5) is followed, the static load test requirement can be waived.
5. Reference section 3.4.4 Lateral Load Test of specification section 31 62 13.20. These lateral load tests are seldom performed. When compared to the cost of this testing, it would appear more economical to add a few more piles or to enlarge the pile cap if lateral capacity is a concern. Please clarify if lateral load testing per 3.4.4 is required. (ProjNet ID 8803610)
GOVERNMENT RESPONSE: If the common practice of installing the piles with a higher safety factor (2.5) is followed, the lateral load test requirement can be waived.
6. Detail 1/S-307 shows 4 EA #5 vertical reinforcing bars in the pile section. For industry standard, the strands in each corner are the only vertical reinforcing required. Please clarify if the 4 EA additional #5 vertical reinforcing bars will be required, or may the final reinforcing details be determined by the contractor's independent Registered Professional Geotechnical Engineer? (ProjNet ID 8803621)
GOVERNMENT RESPONSE: The 4 EA additional #5 vertical reinforcing bars may not be required if the final reinforcing details are being determined by the contractor's independent Registered Professional Geotechnical Engineer.
