SUMMARY OF CHANGES

The following have been added by full text:

Amendment 0006 Responses

1. Information: The RFP is provided with section 33 01 50.60 CLEANING OF PETROLEUM STORAGE TANKS. Thank 1 and Tank 2 will be cleaned in advance of the respective tank modification work. As the newly installed piping system is not a loop the fuel stork tanks should not be contaminated during flushing /commissioning.

Question Please confirm that it is not expected that the fuel storage tanks be again cleaned after flushing / commissioning or otherwise clarify and further direct.

GOVERNMENT RESPONSE: The fuel system is in a loop configuration and additional tank cleaning should be assumed during the flushing and system commissioning phase. (ProjNet ID 8803343)

2. Information: Section 33 52 43.11 AVIATION FUEL MECHANICAL EQUIPMENT paragraph 2.8 TRUCK OFFLOAD SYSTEM states, "The truck offload system must be a factory fabricated and skid mounted unit."

As the skids are factory fabricated, they will be factory coated with a high-quality coating system. Review of section 33 52 43.11 does not indicate that the skids are to be coated in accordance with Section 09 97 13.27 EXTERIOR COATING OF STEEL STRUCTURES, nor with the skid manufactures have access to that coating system at the factory.

Question: Please confirm that the skid manufacturer’s high quality coating system is acceptable for the skids or otherwise clarify and further direct. (ProjNet ID 8803149)

GOVERNMENT RESPONSE: Skid manufacturer's high quality coating system is acceptable.

3. Information: Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS paragraph 3.1 PROTECTION OF NATURAL RESOURCES states, "Minimize interference with, disturbance to, and damage to fish, wildlife, and plants, including their habitats. Prior to the commencement of activities, consult with the Installation Environmental Office, regarding rare species or sensitive habitats that need to be protected. The protection of rare, threatened, and endangered animal and plant species identified, including their habitats, is the Contractor's responsibility. The following species are known and could be affected within the construction area: State-threatened Norther-Long Eared Bat, Grasshopper Sparrows and Least Terns have been noted near the beach between Quonset and Davisville. Killdeer nest in the gravel in the POL yard during summer months; nests of migrating birds, such as Killdeer, are protected. No critical habitats are at this location. Preserve the natural resources within the project boundaries and outside the limits of permanent work. Restore to an equivalent or improved condition upon completion of work that is consistent with the requirements of the Installation Environmental Office or as otherwise specified. Confine construction activities to within the limits of the work indicated or specified."

Upon review of the prior noted paragraph it is noted that the following species are known and could be affected within the construction area: State-threatened Norther-Long Eared Bat, Grasshopper Sparrows, Least Terns, and Killdeer. Additionally, the Killdeer nest in the gravel in the POL yard during summer months which are migrating birds, are to be protected. The gravel in the POL yard, which is a Killdeer nesting area is to be removed, then re-spread during the progress of the project.

Questions:

A. Is construction activity to be curtailed for known impacts to the "nesting season"? Then if so at what point can it again proceed?

B. Should nesting occur is construction activity to be curtailed until the "nesting season" is over?

C. Similarly, what impacts to the constitution activities and construction schedule as related to State-threatened Norther-Long Eared Bat, Grasshopper Sparrows and Least Terns, are to be allotted for? (ProjNet

ID 8802766)

GOVERNMENT RESPONSE: Response to A and B: The contractor will be required to do the following:

1. Remove the gravel prior to the nesting season, on or about April 15th.

2. Stockpile the gravel outside the yard; cover and secure with 10 mil plastic sheeting. Stockpile will be within one mile of the project site and will be designated at the Pre-Construction Kickoff Meeting.

3. If a killdeer nest is found, an approximate 10' x 10' area around the nest shall be cordoned off using brightly colored construction cones, barricade tape or other means. The contractor shall maintain the protected area until the nesting is complete and the Contracting Officer has approved its removal (typically 4 weeks).

Response to C. None anticipated. The Northern Long Eared Bat has been listed by the US Fish & Wildlife Service as a threatened species in wooded areas in the state. There are no Northern Long Eared Bat habitats or wilderness areas in the immediate vicinity of the Quonset installation that have been designated as critical that are known to RIANG. According to a GIS Specialist with the RI Dept. of Environmental Management, the Least Tern and the Grasshopper Sparrow (both state threatened) have been noted in the vicinity of Davol Pond and a small beach between Quonset and Davisville. A Wildlife Specialist with the US Department of Agriculture who maintains a regular presence on the Quonset base (RIANG-leased property) has not seen or heard either of these species during his surveys. The beach is northeast of the Quonset base. Davol Pond is approximately one mile north of, and inland from, the base.

4. Drawings A-501, Louver Schedule indicates two louvers are required and are 1'6" x 8" ea. Drawing A-201 detail A shows one louver at approximately 1'6" X 8" and Drawing A-201 detail C shows one louver at approximately 8" x 8". Please clarify the number of louvers and their size? (ProjNet ID 8789104)

GOVERNMENT RESPONSE: The louvers should be provided as listed in the Louver schedule. See Revised Drawing A-501 Schedule.

5. (ProjNet ID 8789108)

GOVERNMENT RESPOSNE: Duplicate question. Refer to response to 8789104.

6. Information: Sheet A103 Reflected Ceiling Plan (annotated copy attached) indicates limits of 2-hour fire rated wall. Sheet A101 (annotated copy attached) indicated two VW1 windows and one W01 window. The two VW1 are located in a 2-hour fire rated wall. Sheet A501 Window Schedule indicates WX Window 01 with Glass GL-2 and provide remarks "120-minute Fire Rated Assembly" Sheet A501 Window Schedule indicates VWX Window 1 with Glass GL-3 Sheet A501 Glass Schedule indicated GL-2 "1" Insulated Glazing" and GL-3 "3/54" Fire Resistive Glazing". Provision of GL-2 "1" Insulated Glazing" in WX Window 01 will not provide for a 120-minute Fire Rated Assembly, through given the location of Window W01 it would not appear that a 120-minute Fire Rated Assembly would in fact be required.

Question: Please clarify and confirm 1. Whereat (for what window) a 120-minute Fire Rated Assembly is required and 2. What glazing, GL-2 or GL-3, is required in Window W01 and VW1. (ProjNet ID 8773802)

GOVERNMENT RESPONSE: 1. In the Window Schedule, sheet A-501, the note '120-MINUTE FIRE RATED ASSEMBLY' is incorrectly assigned to Window 'w01'. In fact, this note should have been assigned to 'VW1'. See revised drawing a-501.

2. What glazing, GL-2 or GL-3, is required in Window W01 and VW1?

a. Window W01: Glazing 'GL-2' – 1" insulated glazing

b. Window VW1: Glazing 'GL-3' – ¾" Fire resistive glazing

c. Glazing 'GL-1' is to be installed as vision lites in the doors

7. Reference Detail 1 on Drawing S-306. The containment basin section detail depicts a "Continuous Liner" and "Continuous Protection Board Outside of Liner" on the full height of the containment basin walls, and the liner extends underneath the containment basin mat slab. No specification was included with the RFP to address this continuous liner or protection board, and no other material properties were given. Please provide the appropriate specification for the liner system. (ProjNet ID 8776379)

GOVERNMENT RESPONSE: See new spec section 33 55 19

8. The canopy spec 13 34 19.20 paragraph 2.3.1 indicates painting conforming to SSPC Paint 15 which is a primer only so the canopy frame does not come factory coated.

Specification 09 90 00 includes no exterior painting specification, only a specification for interior metal and other surfaces. It appears Specification 09 97 13.27 "Exterior Coating of Steel Structures" is to be used for exterior miscellaneous metal items and the canopy structure. This specification is also used for the carbon steel piping and exterior fuel tank repairs. Use of 09 97 13.27 requires a full blast prep and the special coater qualifications. The canopy would have to be erected in 2 phases to allow the blasting/painting to be completed prior to installation of the roofing and siding. Please confirm 09 97 13.27 is to be used for the canopy structural steel frame. (ProjNet ID 8804037)

GOVERNMENT RESPONSE:

See new spec section 09 90 00. Added Section 1.11.1.2 Exterior Painting.

Spec section 09 97 13.27 does not apply to the refueling canopies or to the Pumphouse structure.

(ProjNet ID 8804038)

GOVERNMENT RESPONSE: Duplicate entry. See response to 8804037.

10. Information: Reference annotated sheet MH101, a copy of which is attached. MVD is connected two an 18X8 Intake Lover, and a motorized damper is connected to 18X8 Exhaust Louver LV-2. The louver associated with the MVD stops short of the exterior siding, which is believed to be in error. The motorized damper associated with the exhaust damper is located in the 8" CMH wall which is believed to be in error.

The refrigeration line set and condensate drain penetrate the interior 8" CMU wall and run through the exterior siding. The Hazardous Environment rating of the space between the control room block wall and the interior of the metal building siding is believed to be a Class 1 DIV 1 Hazardous Environment though not indicated as such on Sheet E002 Plan.

Questions:

1. Please confirm that the MVP and motorized dampers are to be located in the nonhazardous environment (control room) side with the duct work transitioning within the control side or otherwise clarify and further direct.

2. Please advise of any sealing requirement related to duct work within the space between the control room block wall and the interior of the metal building siding.

3. Please advise of any sealing requirements related to duct work, refrigeration line set, electrical conduit and condensate drain at the exterior or interior side of the control room 8" CMU within the space between the control room block wall.

(ProjNet ID8774040)

GOVERNMENT RESPONSE:

1. The confined spaces between the Control Room CMU and the exterior Metal Panel (IMP) wall will be rendered non-hazardous by closing-off the open gaps at the NE and NW corners of the Control Room's CMU enclosure, and by extending the Control Room's eastern wall up from the Control Room's roof to the underside of the pump house roof with a drywall on metal stud-based, 2-hr-rated firewall (U.L.# U412). The top of the firewall will terminate at the underside of the pump house roof. The exemption in IBC Section

706.6.2 allows for the wall to terminate without extending to 30 inches above the roof as is normal for a firewall. However, the roof's first structural bay (between col lines 1 & 2) and part of the adjacent bay (out to 4'-0" from the firewall) will have to be modified to be 1-hr-rated (U.L. #P518). These modifications will be included in the IFC issue. See Revised Drawing MH-101.

2. With the measures described above, no additional sealing should be necessary.

3. With the measures described in the response to question #1 above, no additional sealing should be necessary beyond what has been instructed in the specifications.

11. Section 10 71 19.16 Removable Flood Barriers 2.2.1 Watertight Door and Window Panels indicated the basis of design for FRA Door Panel and FRA Window Panels. Please clarify if the doors and exterior window are required to have these removable floor barriers or is just the door areas required? If windows are required please clarify if both the exterior window and the two interior (between the control room and pump house) windows require these barriers? (ProjNet ID 8789144)

GOVERNMENT RESPONSE: The design height of the flood control barrier concrete supports was based on information based on Federal and State regulations, and on UFC 3-201-01 table 2-1. Woodard and Curran, an environmental consultant, in consensus with the Base and State environmental and QDC representatives has estimated the pump house's minimum FFE at 16.05 ft. Quonset Vertical Datum (QVD). The FEMA map 44009C0106J, using NAVD88 as its vertical datum, places the area of the project inside a 100-year flood plain with an elevation of +12 ft MSL. The Pump house's minimum Finished Floor Elevation (ASCE Flood Design Class 3), in terms of the North American Vertical Datum of 1988 (NAVD88) should be 14-15 ft. b based on UFC 3-201-01 table 2-1. The window sills are above this line so they do not require protection.

See New Spec Section 10 71 19.16

12. 1. Please provide the loading requirements for the flood mitigation devices including wave, wind, and impact loads. Please see, 107117.16

2. Please comment on the inclusion of language that excludes all substitutions for the FRA material specified. Please see, 107119.16 Section 2.1.2. (ProjNet ID 8796355)

GOVERNMENT RESPONSE:

1. See response to ProjNet ID8789144. See also New Spec Section 10 71 19.16

2. The s chapter 2.1 MANUFACTURERS, of specifications section 107119.16 is to be deleted in its entirety (to include lines items 2.1.1 and 2.1.2). The remainder of PART 2 PRODUCTS will be renumbered, starting with 2.1 "EQUIPMENT". See New Spec Section 10 71 19.16

13. Drawing ES403, Note 6 the power and control circuits for the personnel gate lock and control stations are not shown on the conduit schedule. Please clarify wire size requirements. (No ID#)

GOVERNMENT RESPONSE: The Contractor shall assume 2#12&1#12G for power to the gate lock from Panel P1 in Building 14 and 8#14&1#14G to the control stations (4 to each). This wiring will fit in a 1" conduit. The actual wiring required shall be confirmed with the approved shop drawings for the gate operator and control equipment. Provide a new 20A, 1 pole bolt-on circuit breaker to be installed in Panel P1 which is a Square D Type NQOB panelboard.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
