AMENDMENT 0004
Amendment 0004 RFIs
1. The spec requires an ANSI class 150 flanged meter with a working pressure of 275 psig at 300 gpm for the truck fillstands. The drawings require a 3" flanged meter. The standard single cased aluminum meter for 300 gpm only has a maximum working pressure of 150 psi, due to the square flange to ANSI class 150 adapters. A double cased outer steel meter is available with 275 psig working pressure. The spec doesn't provide material requirements. Is a double cased outer steel meter with internal Aluminum components allowed? (ProjNet ID 8763069)
GOVERNMENT RESPONSE: Provide 4" size control valve and meter, and transition to 3" piping downstream of meter.
2. In the factor 1 experience, are you keeping this as a general contractors experience with the major critical aspects or the key subcontractor? Just want to clarify that unless a General Contractor has done a project with airline jet fuel stations then the project won't qualify as relative to that part of the project. ProjNet ID (8767222)
GOVERNMENT RESPONSE: See solicitation etter E, Factors, letter b “Submission Requirements for Factor 1” starting on page 12 of 86.
3. What are the wage rates for this project? (ProjNet ID 8767665)
GOVERNMENT RESPONSE: Wage rates are in the Solicitation document starting on page 71 of 86.
4. Sheet E002 Plan (annotated copy attached) indicates, "Entire Volume of Pump Room To Be Considered Class 1 DIV 1 Hazardous Environment". Question: What is the Hazardous Environment rating of the space between the control room block wall and the interior side of the metal building siding? (ProjNet ID 8773881)
GOVERNMENT RESPONSE: Please see Architectural response to Question 8774040, below: The confined spaces between the Control Room CMU and the exterior Metal Panel (IMP) wall will be rendered non-hazardous with the measures described in the Architectural response to Question 8774040.
5. Information: Section 26 41 00 LIGHTNING PROTECTION SYSTEM paragraph 1.4.4 Lightning Protection System Inspection Certificate states in part, "Provide certification from a commercial third-party inspection company whose sole work is lightning protection, stating that the lightning protection system complies with NFPA 780 and AFI 32-1065. Third-party inspection company cannot be the system installer or the system designer. Alternatively, provide a UL Lightning Protection Inspection Master Label Certificate for each facility indicating compliance to NFPA 780 and AFI 32-1065. In either case, AFI 32- 1065 takes precedence over NFPA 780, whether or not it is more stringent. Inspection must cover every connection, air terminal, conductor, fastener, accessible grounding point and other components of the lightning protection system to ensure 100% system compliance. This includes witnessing the tests for the resistance measurements for ground rods with test wells, and for continuity measurements for bonds. It also includes verification of proper surge protective devices for power, data and telecommunication systems.
Random sampling or partial inspection of a facility is not acceptable."
A UL Lightning Protection Inspection Master Label Certificate for each facility indicating compliance to NFPA 780 will in fact not be available as there are surge suppression devices required beyond that indicated in the electrical design as provided, for example typically located at electrical PANEL PP1 and PANEL PP2, on runs to equipment exteriors to the building.
Questions:
#1 Is the UL Lightning Protection Inspection Master Label Certificate for each facility indicating compliance to NFPA 780 to be issued without expectation for surge protection devices?
#2 Are the locations for surge protective device the result on an engineering study, in which case UL Lightning Protection Inspection Master Label Certificate for each facility indicating compliance to NFPA 780 could be issued without exception. (ProjNet ID 8774149)
GOVERNMENT RESPONSE: #1: Surge Protection Devices shall be provided for the power service entrance; the fire alarm service entrance and the data service entrance for the Pumphouse as stipulated in NFPA 780 Paragraphs 4.20.1 & 4.20.2 and as described in the Contract Documents (drawings and Specs).
The surge protection devices included with the canopy lighting fixtures are sufficient protection for the canopy lighting branch circuits.
#2: The surge protection devices included on the Drawings and in the Specifications are intended to comply with NFPA 780. The requirement for Power Service Entrance Surge Protection Devices (SPD) can be found on the Single Line and in Spec 26 20 00; the Fire Alarm Service Entrance SPD requirements can be found in the Fire Alarm Specs 28 31 64; the Telecom Service SPD requirements can be found on the Telecom Backboard Detail and in Spec 27 10 00 which references Spec 26 20 00; and the Exterior Lighting Fixture SPD requirements can be found in the Exterior Lighting Specs 26 56 00.
6. Assuming steel sheeting is an acceptable alternative to the temporary timber retaining wall, could the steel sheeting be left in place permanently and cut off just below grade instead of re-mobilizing and pulling all sheeting? (ProjNet ID 8776331)
GOVERNMENT RESPONSE: No, we need a uniform graded/compacted area here. Infiltration may create stability problems on the non-retained side.
7. Will a copy of the sign in sheet from the site visit be made available? (ProjNet ID 8802240)
GOVERNMENT RESPONSE: The site visit sign-in sheet was released with Amendment 0002.

11. It is specified that we are to take down the 100' Light Mast and return to Owner. Is Division 26 responsible for transporting the two 50' sections to storage? If so where is it being stored? And are there any specifications or lifting diagrams available? (ProjNet ID 8802654)
GOVERNMENT RESPONSE: The Contract does not designate who is responsible for demolition and removal of the existing tower light pole. The Contractor shall remove the pole from Government property and take to a reputable recycling facility. There are several in the area. The Contractor shall provide waste disposal weights and costs to the Contracting Officer every 6 months and at the conclusion of the project.
See SECTION 01 74 19 CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT for these requirement and other guidelines.
12. Could you please define the symbols noted? (ProjNet ID 8802658)
GOVERNMENT RESPONSE: The symbols identified in the attachment EP101 Pump House RFI depict the following:
1. A "diamond with an S in it" depicts a solenoid valve operator with flexible conduit as the final connection. All devices mounted to piping shall include flexible conduit. The conductors and conduit to each solenoid valve operator shall be 6#12&1#12G-3/4"C Type TW and shall be homerun to the Pump Control Panel. These homeruns will be added to the Conduit and Cable Schedule (Controls) as C26, C27 & C28
