SUMMARY OF CHANGES
The following have been added by full text:
Amendment 0002 RFIs
1. Sheet M-602 shows drain lines with a 2" ball valve and 2" SFI on the suction side of each pump. The drain line is not shown on M-401. Are the 2" drain lines for each pump's suction piping required? (ProjNet ID 8762260)
GOVERNMENT RESPONSE: Separate LPDs are not needed on the pump suction piping. Provide 1" drain line and valve from pump casing drain connection as shown on M-401 and M-301.
2. Spec requires 100 mesh cone strainers with 300% open area on the suction side of each pump. These strainers range in lengths from 17" to 25". The suction piping where each strainer is installed is only 12" long. (ProjNet ID 8762275)
GOVERNMENT RESPONSE: Provide truncated / shortened cone strainers as required (maximum possible length) upstream of each pump for initial flushing and commissioning efforts.
3. The LPD detail requires SFI's. These are typically not used in the LPD's. Are SFI's required? (ProjNet ID 8762280)
GOVERNMENT RESONSE: The SFI's are not required.
4. It appears there are existing limit switches on the Tank outlet valves. These limit switches will be need to be replaced in order to be provide with the 8" DBB plug issue valves. Are new limit switches required?
(ProjNet ID 8762288)
GOVERNMENT RESPONSE: The new 8" outlet valves will not require limit switches. Existing switches should be demolished along with existing 6" valves.
5. There is a note on the drawing indicating that New High and High-High Alarms and floats are to be accessible from the stairs. Are new High, High-High, and floats required for the each of the existing tanks?
(ProjNet ID 8762296)
GOVERNMENT RESPONSE: No new High and High-High floats are required for the existing tanks. They are existing devices that need to be disconnected and reconnected to equipment that will be relocated as described elsewhere on the drawings. Also, the existing outlet valve limit switches will not be reused and do not need to be rewired.
6. CLIN 0012 indicates that it is for ATG related work. Does this apply to the new PRT Veeder Root ATG equipment or does it only apply to the existing operating tanks ATG equipment? (ProjNet ID 8762307)
GOVERNMENT RESPONSE: No, CLIN 0012 does not apply to the PRT Veeder Root ATG / level alarm / leak detection system.
7. Reference Plan Detail 1 - Temporary Fuel Facility Plan: Regarding the temporary containment berm, what is the required retention capacity and truck length coverage of the containment berm? (ProjNet ID 8762319)
GOVERNMENT RESPONSE: Containment volume should be a minimum of 6600 gallons and length/coverage should be a minimum of 2650 SF and as indicated on the drawings. Coverage shall also include fuel related equipment. Size must be able to meet the volume requirements.
8. PRT control rack detail shows a PRT leak detection panel. Typically, the leak sensor is a Veeder Root sensor that connects to the Veeder ATG panel located in the control room. A PRT leak is also indicated on the PCP Annunciator panel. Spec 33 52 43.11, paragraph 2.7.1.2 provides the requirements for the ATG and leak detection monitor, it doesn't mention a separate leak detection panel. Is a separate leak detection panel required at the PRT? (ProjNet ID 8762399)
GOVERNMENT RESPONSE: A separate PRT Leak Detection Panel is not required. The Veeder Root Panel provides this functionality.
9. Sheet EP-101 shows the power for PRP-1 going to the MCC, R8. Sheet EP601 shows R8 as serving FTP-1.
There doesn't appear to be a circuit for PRP-1 in panels PP1 and PP2. M-001 shows the power for PRP-1 as 120 volt, single phase. What is the power requirement for PRP-1? (ProjNet ID 8762540)
GOVERNMENT RESPONSE: The power service point for PRP-1 will be from Panel PP2, circuit 5 with 2#12&1#12G-3/4"C.
10. Is one of the new offload skids being supplied for this project being used as the temporary offload skid?
(ProjNet ID 8763904)
GOVERNMENT RESPONSE: Yes, one of the new offload skids to be used for the temporary fuel system.
11. The electrical drawings show a couple different panels. Will all them to be CFCI? Please confirm. (ProjNet
ID 8764544)
GOVERNMENT RESPONSE: All electrical panel schedules shown on the electrical drawings depict panels that will be Contractor Furnished and Contractor Installed.
12. Sheet FA-101 Pumphouse Fire Alarm Plan (annotated copy attached) does not indicate heat detectors within the pump room with sloped ceiling. Question: Please confirm that there are no explosion proof heat detectors within the pump room or otherwise clarify and further direct. (ProjNet ID 8774084)
GOVERNMENT RESPONSE: There are no heat detectors shown or required in the pump room.
13. Detail 1 "Temporary Fuel Facility Plan", Note 2 states "The temporary security fence location is approximate. The contractor may be required to shift the location as required to construct pumphouse.
Maintain security at all times." It is noted that there is no security fencing or access control at the temporary fuel facility. Please confirm that the contractor has no responsibility to provide security for the temporary fuel facility. (ProjNet ID 8776135)
GOVERNMENT RESPONES: Confirmed. The Air National Guard was contacted and it was confirmed that security will not be required for the temporary fuel facility.
14. Reference the Option Notes on G-013. The last note lists "Prestressed Concrete Splices" as an option and refers to specification section 31 62 13.20 for additional information. The bid schedule included in Section 00010 does not include a Prestressed Concrete Splice optional bid item, and specification 31 62 13.20 does not state the splices as being a bid option. Please clarify. (ProjNet ID 8776241)
GOVERNMENT RESPONSE: Follow specification sections 01 11 00 "Summary of Work" and 01 22 00 Measurement and Payment" for option work.
15. Reference drawings G-013 & C-407. A "Temporary Retaining Timber Wall" is depicted at the Northeast corner of the new Pumphouse building which remains in place from Phase 1 through the demolition of the temporary fuel facility in Phase 2A. This temporary retaining wall must separate the building foundations on one side (only 1' away from the wall) and the parking lot on the other side, with over 3' of soil bearing against it. No specifications were provided for this temporary retaining wall, and no details were provided.
Please clarify? (ProjNet ID 8776315)
GOVERNMENT RESPONSE: The contractor shall be responsible for providing a solution based on experience, judgement and safety.
16. Section 1.4.a of Specification 01 22 00 Measurement and Payment describes the items associated with Bid Item Number 0001. Towards the end of the first paragraph, it is stated that "The Base bid also includes over-excavation of the Truck Fillstand/Off Load area as shown on the drawings". No further details were provided in the RFP drawings addressing this over-excavation. Please clarify? (ProjNet ID 8776444)
GOVERNMENT RESPONSE: See limits as shown on Drawing C-415, Note states "Limits of over excavation for canopy foundation (Minimum Depth 5 feet)."
17. Note 4 on Drawing M-101 states "Provide pipe supports for temporary piping as required". Please confirm all temporary piping shown on drawings M-101 & M-502 is above grade. (ProjNet ID 8776619)
GOVERNMENT RESPONSE: All temporary piping is above grade.
18. Section 2.3 Contractor-Furnished Mix Design states that the slump for the PCC Paving mix "must be one to
3 inches (or less when slip form is used)". For irregular shaped areas that require hand placement and finishing in lieu of machine placement, please confirm that a superplasticizer may be added (which is allowable per ACI) to increase the slump to 4" maximum. (ProjNet ID 8780581)
GOVERNMENT RESPONSE: Propose as shown in the construction documents, including Paragraph 2.1.4 of Section 32 13 13.06.
19. Information: Details 5, 6 on sheet M-504 indicate "TANK ANCHOR TO BE REMOVED" Question: Please confirm that anchor replacement is not required. (ProjNet ID 8783957)
GOVERNMENT RESPONSE: Confirmed anchor replacement is not required; perform tank repairs as indicated on the drawings.
20. During the Phase 2 stage of the project the new fillstand and offload area and associated piping to the operational pumphouse is constructed. At the same time the temporary fillstand and offload area is operational. Based on the piping configuration shown on M-401 (final configuration) and M-502 (temporary configuration) there will be a time period from when the temporary fillstand/offload piping is disconnected, the temporary offload skid is relocated and the new fillstand/offload stations are in service.
What time period can the ANGB operate without truck fill and offload capability? (ProjNet ID 8785427)
GOVERNMENT RESPONSE: System operational downtime at the end of Phase 2 should be limited to four days, scheduled over a weekend.
21. Do the 2500 BBL tanks have lead based paint? Have they been tested? Is remediation a part of the tank removal scope? (ProjNet ID 8785718)
GOVERNMENT RESPONSE: There is no known LBP on the site. Follow spec section 02 83 00 (Para 1.2.19) for testing and the options provided, if LBP is discovered.
22. Specification 01 14 00,1.3.C states "provide and maintain access for Government personnel between Building 14 and existing fuel facility at all times. See Drawing C-101, Note 12. Referencing Drawing C- 101, Note 12, this does not address the Government access issue. None of the notes on C-101 address the Government access issue. Please clarify this requirement. (ProjNet ID 8787044)
GOVERNMENT RESPONSE: Note 12 refers to Drawing C-103 which shows the relocated gate in the fence line to the right of Tank 1. This provides access from Building 14 to the operating site and the contractor must coordinate with the contracting officer the correct time to relocate the gate so that access is maintained at all times. The Reference in Section 01 14 00 requires that access is not interfered with in their work at all times, in addition to providing this gate.
23. Specification 02 82 00 paragraph 1.3 states "All work associated with Lead Remediation including testing is part of the Option." As according to this paragraph "There is not known material on site that contains lead, cadmium or chromium" it will be necessary for the contractor to perform tests to confirm no lead is present and if no lead is present the option will not be invoked. In those cases there would no way for the contractor to recoup the lead test costs if no lead was present. Should the lead testing be therefore included in the Base Bid and the Option cost would be for the removal and disposal? (ProjNet ID 878210)
GOVERNMENT RESPONSE: Yes, testing will be performed in the base bid and then the option would only be exercised if removal and disposal is required based on the testing.
24. Specification 02 82 00 paragraph 1.3.1.1 lists specific material types to be sampled and the sampling rate.
As-built drawings of the building to be demolished have not been provided to determine the number of asbestos tests to perform. Please provide the number of samples and tests for each material type that is to be performed to assess for ACM under the Base Bid. (ProjNet ID 8787273)
GOVERNMENT RESPONSE: We do not anticipate asbestos in the building.
25. Specification 01 30 00 paragraphs 1.4 and 1.4.a discuss the Formal Partnering for the project. Paragraph
1.4.1 indicates the Contractor is responsible to provide the room for the partnering sessions. Neither paragraph indicates what party is responsible for the facilitator costs. Please clarify what party is responsible for the partnering facilitator costs. (ProjNet ID 8791342)
GOVERNMENT RESPONSE: The contractor shall locate, schedule, arrange and pay all costs associated with the facilitator.
26. Specification 31 00 00 paragraph 3.2.4 discusses dewatering of excavations. This specification does not address testing of groundwater for contamination and how, if found, contaminated water will be handled.
Question #1 - Please clarify testing requirements for the pumped groundwater for discharge Question #2 - can pumped groundwater be discharged to the stormwater system?
Question #3 - if contamination if found in the groundwater will this be handled as a differing site condition?
(ProjNet ID 8792807)
GOVERNMENT RESPONSE:
Question #1: If the pumped groundwater has no obvious signs of contamination (sheen or odor) it can be discharged to the ground on site and allowed to infiltrate, then no testing is necessary. In this case the contractor would build a temporary discharge basin with fabric on the bottom and haybales or silt socks around the perimeter to control erosion. If this is not possible, then a sample of the groundwater needs to be taken and laboratory tested for the constituents listed in RIDEM's RIPDES Remediation General Permit (http://dem.ri.gov/programs/benviron/water/permits/ripdes/pdfs/remediation-general-permit19.pdf) for construction dewatering discharges to a Class SA water body (See Permit Section II,B.D.21). If the test results meet the RIPDES limits, then the discharge may go into the storm drain, and additional testing is required during the dewatering process. The frequency of testing and reporting depends on the duration and type of the discharge per the permit.
Question #2: If the test results from Question 1 meet the RIPDES limits, then the Installation Environmental Office will approve it to be discharged to the storm drain.
Question #3: If the construction dewatering is noted or suspected of being contaminated, it may only be released to the storm drain system if the discharge is specifically permitted. Obtain authorization for any contaminated groundwater release in advance from the Installation. Otherwise it will be a changed condition.
