About this file
This document contains an amendment to a federal solicitation for construction services. The U.S. Army Corps of Engineers is seeking to replace the fuels storage complex at the Quonset Point Rhode Island Air National Guard Station. The project scope includes replacing truck offload and fillstand positions, associated pumping and filtration equipment, construction of a new 600 GPM pumphouse and control room, upgrades to the refueler parking area, and reusing existing storage tanks. The work will be conducted in phases to allow continued operation of the existing system until most of the new system is complete. The NAICS code is 236220 and the estimated value is between $5-10 million. The requirement will be solicited as a small business set-aside using best value tradeoff procedures.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
The following have been added by full text:
AMENDMENT 0008
NOTE: ALL UPDATED DRAWINGS/SPECIFICATIONS ANNOTATED WITH AMENDMENT 0007
CORRESPOND WITH RESPONSES FROM THIS AMENDMENT 0008.
1. Information: - New Conduits and conductors for existing fuel storage tanks. A note on drawing ES404 states to extend existing power and control conduits from the existing J boxes to pump house. Replace all existing wiring with new un-spliced wiring.
Questions:
a. The drawing shows new J boxes where the where the conduits are to be rerouted to the new pump house. The note on the drawing stated that they are existing. Are they existing or do new J boxes need to be installed?
b. Does the power and control wiring need to be replaced back to the control devices on the tanks or just between the J boxes and the new pump house?
(ProjNet id 8802506)
GOVERNMENT RESPONSE:
a. The eight j-boxes associated with the existing tank wiring are existing just as the note on the drawing states.
b. All wiring serving the tank devices needs to be replaced without splice from the tanks to the new Pump house per the note on the drawing.
2. Information - Conduits serving camera tower. Reference: Drawing ES401 Keyed Note 2 Keyed note 2 on drawing ES401 stated that the conductors shall not be spliced underground.
Replace conductors the entire length.
Questions:
a. What is the type and quantity of conductors are in the conduit being replaced?
b. Where do the conductors originate as this is not shown on the drawing? (ProjNet ID 8802493)
GOVERNMENT RESPONSE: See Updated Plan Sheet ES-401
a. Provide 2#8 & 1#10G.
b. Circuit originates from electrical box (panel/transformer combination) located at north end of parking lot, reference sheet C-100.
3. Section 2.3.3.2 states that "Concrete with light weight aggregate will be used only on roof of control room". If the lightweight concrete mix is used only in this location, the entire project will only require roughly 4 CY of concrete material (only half the capacity of a typical concrete delivery truck), but will still require the same mix design development and testing which will far outweigh the costs of the concrete material itself.
Section 1.6.1.1 states that previously used mix designs within the last 12 months may be resubmitted if accompanied by material test data conducted within the last 6 months.
Can the mix design and testing window be expanded to 18 months for the lightweight mix?
(ProjNet ID 8803666)
GOVERNMENT RESPONSE: See revised Spec Section 03 30 00. The mix design and testing window for lightweight concrete can be increased to 18.
4. Information Section 31 00 00 EARTHWORK paragraph 3.17 DISPOSITION OF SURPLUS MATERIAL states, "Remove surplus material or other soil material not required or suitable for filling or backfilling, and brush, refuse, stumps, roots, and timber from Government property and delivered to a licensed/permitted facility or to a location approved by the Contracting Officer."
Question: Is a Contracting Officer approved location available on base for surplus material suitable for filling or backfilling on Government property? (ProjNet ID 8802977)
GOVERNMENT RESPONSE: Propose as shown in the solicitation. No location on Government property has been identified for surplus material suitable for filling or backfilling.
5. In lieu of the temporary timber retaining wall shown in the bid drawings, would steel sheeting be an acceptable alternative? (ProjNet ID 8776321)
GOVERNMENT RESPONSE: Yes, steel sheeting would be acceptable. See updates to Drawings G-013 & C-407.
6. Section 1.6.2 requires the contractor to have at least one NRMCA certified concrete craftsman and one ACI craftsman on site, or three NRMCA installers and two ACI installers. An NRMCA certification for finishers is not typical, NRMCA is the National Ready Mixed Concrete Association which governs over the concrete production at the plants, not the placement of the concrete. The ACI certification is the typical industry requirement for the concrete finishers that place the concrete. Furthermore, the NRMCA "certified concrete craftsman" and "certified concrete installers" training is not offered or detailed on the NRMCA website, the only certifications relate to the production side.
Please clarify if the NRMCA certification for placement may be waived, so that the typical ACI certification is the governing requirement. (ProjNet ID 8780635)
GOVERNMENT RESPONSE: No, propose as shown in the documents.
7. Reference: drawing ES401 On drawing ES401 there is a home run feeding a junction box from panel PP3 circuit 2. Panel PP3 does not exist.
Questions:
a. Which panel and circuit should this be fed from?
b. What size conduit and conductors are required? (ProjNet ID 8802582)
GOVERNMENT RESPONSE: See Revised Drawings ES-401
a. The homerun marked PP3-2 on dwg ES401 should be deleted. The EFSO homerun next to it should be extended to Offload Skid No. 2 as well.
b. The conductors EFSO homerun are EFSO signals to the Offload Skids that there is an EFSO elsewhere in the system and the Offload Skids should be shut down. Expected homerun wiring is 8#14, but actual wiring shall be confirmed by the EFSO Panel Manufacturer.
8. Information - Equipment feed Reference: Drawing ES401 and EP603 On drawing ES401 there is a home run coming from panel HP circuit 1 feeding IWH-2 via a 100/3/4x disconnect switch. On the panel directory for panel HP shown on drawing EP603 circuit 1 is designated as a120 volt 20 amp circuit.
Questions:
a. Is this circuit size correct since it is feeding a 1 00amp 3 phase disconnect switch?
b. What size conduit and conductors are required? (ProjNet ID 8802588)
GOVERNMENT RESPONSE: See Revised Drawings ES-401
a. The panel and circuit shown are correct. The disconnect should be marked "30/1/4X".
b. The homerun should be marked 2#10&1#10G-3/4"C.
9. There are several electrical and control circuit labels that do not appear on the schedules. Could you please clarify these requirements? (ProjNet ID 8802701)
GOVERNMENT RESPONSE: See Updated Plan Sheet ES-507
1. EFSO wiring shall be 4#14 or as defined by EFSO Panel Manufacturer.
2. ATG level indicator gets 2#12&1#12G from PP2 for 120VAC power plus 4/C #14 shielded cable to ATG Panel.
3. Overfill valve limit switch & Float switches get 10#12&1#12G to PCP.
4. Fuel Transfer Pump FTP-1 gets R8 (not R37) plus 2#12 for heater plus 4#14 for controls to MCC, PCP and PP2.
5. Water Pump WP-1 gets 2#10&1#10G to PP2-14 as indicated.
6. Leak detector gets 2#12&1#12G to PP2-16 plus 2#14 to PCP.
10. Sheet M-001 requires the pump head for the PRP-1 to be 87 FT of JP-8. Paragraph 2.9 of the spec requires 50 FT of head. Which one is correct? (ProjNet ID 8762504)
GOVERNMENT RESPONSE: PRP-1 pump head is 87 feet. See Revised Spec 33 52 43.11, para. 2.9
11. Specification section 03 30 00, section 2.5.1.i provides the Cast-In-Place concrete properties for the project, and states that "Footings and all other concrete parts of structures" is to be a 3000 PSI compressive strength mix at 28 days.
Drawing S-001 Cast-In-Place Concrete Note #3 states that the specified concrete compressive strengths shall be 5,000 PSI at 28 days for normal weight concrete, and 3,000 PSI at 28 days for lightweight concrete (slab on metal deck above control room only as per 2.3.3.2 of 03 30 00).
Please clarify the type of concrete mixes to be used in this project. (ProjNet ID 8778658)
GOVERNMENT RESPONSE: Drawing S-001 CIP Note 3 will be the governing requirement for types of concrete mixes. The table in paragraph section 2.5.1.i of Spec 03 30 00 has been revised to be consistent with the concrete mix types identified in CIP Note 3 of Drawing S-001."
12. Section 2.1.3.1 Alkali Reactivity Test for the PCC Paving spec states that "Aggregates to be used in all concrete in projects over 50,000 SF in size must be evaluated and tested for alkali-aggregate reactivity in accordance with ASTM C1260". The only areas in the project depicted as a reinforced concrete paving are the Fuel Fillstands, Fuel Offloads, and Truck Refueler Parking area. The total area of all above locations is significantly less than the 50,000 SF mentioned in 32 13 13.06.
Please clarify if ASR testing for the aggregates of the Portland Cement Concrete Pavement for Roads and Site Facilities specification can be waived. (ProjNet ID 8778703) Government Response: See Revised Spec section 32 13 13.06, replace the entire contents of paragraph "2.1.3.1 Alkali Reactivity Test" with the following:
Evaluate and test fine and coarse aggregates to be used in all concrete for alkali-aggregate reactivity. Test all size groups and sources proposed for use.
a. Evaluate the fine and coarse aggregates separately, using ASTM C1260. Reject individual aggregates with test results that indicate an expansion of greater than 0.08 percent after 28 days of immersion in 1 N NaOH solution, or perform additional testing as follows: utilize the proposed low alkali portland cement, blended cement, or SCM in combination with each individual aggregate. Test in accordance with ASTM C1567. Determine the quantity that meets all the requirements of these specifications and that lowers the expansion equal to or less than 0.08 percent after 28 days of immersion in a 1 N NaOH solution. Base the mixture proportioning on the highest percentage of SCM required to mitigate ASR-reactivity.
b. If any of the above options does not lower the expansion to less than 0.08 percent after 28 days of immersion in a 1 N NaOH solution, reject the aggregate(s) and submit new aggregate sources for retesting. Submit the results of testing for evaluation and acceptance.
13. Information - Existing equipment on fuel tanks Reference: Drawings ES404 and ES508 Drawing ES404 states that the equipment on the fuel tanks is existing. Drawing ES508 shows new equipment on the fuel tanks.
