About this file

This document provides standard operating procedures for annual preventive maintenance activities to uninterruptible power supply equipment at three Navy Medical Research Unit Six facilities in Peru. Preventive maintenance is required quarterly and annually for UPS equipment, battery banks, capacitors, and associated electrical systems at sites in Lima, Iquitos, and Puerto Maldonado. Tasks include inspecting and cleaning equipment; performing operational tests; measuring voltages, currents, and frequencies; inspecting batteries and connections; and conducting thermographic scans and torque checks of connections. The contractor must use qualified technicians; dispose of waste properly; provide temporary UPS equipment in the event of complete failure; and submit maintenance reports and documentation signed by a certified electrical engineer.

MAINTENANCE ACTIVITIES TO MAIN UNINTERRUPTIBLE POWER

SUPPLY (UPS) EQUIPMENT AT LIMA, IQUITOS AND PUERTO

MALDONADO SITES

General Requirements for Lima, Iquitos and Puerto Maldonado

There are two main UPS in Lima site. One is a three-phase 160KVA UPS brand Chloride with a back-up autonomy of 90 minutes located inside the main electrical room in main building or building 1. The other one is a three-phase 20KVA UPS brand Eaton with a back-up autonomy of 90 minutes located inside the electrical room of the conference building or building 12.

Contractor shall provide maintenance to these UPS and all other associated equipment (step-down and step-up transformers, panel board, switches, batteries, etc.). In the near future (less than 1 year), the 160KVA UPS will be replaced with a new 350KVA, n+1 UPS (two modules of 350KVA for a total of 700KVA UPS capacity).

The main UPS in Iquitos is a three-phase 60KVA n+1 UPS, brand EMERSON with a back-up autonomy of 60 minutes located inside the main server room in building IQ1 (three modules of 30KVA for a total of 90KVA UPS capacity). Contractor shall provide maintenance to these UPS and all other associated equipment (step-down and step-up transformers, panel board, switches, batteries, etc.).

The main UPS in Puerto Maldonado is a three-phase 30KVA n+1 UPS, brand EMERSON with a back-up autonomy of 60 minutes located inside the main electrical room (two modules of 30KVA for a total of 60KVA UPS capacity). Contractor shall provide maintenance to these UPS and all other associated equipment (step-down and step-up transformers, panel board, switches, batteries, etc.).

Contractor shall provide the names and certification of the technicians performing preventive maintenance tasks. Only qualified technicians shall perform preventive and corrective maintenance tasks. All preventive maintenance tasks will be executed under technical specifications in Electrical Maintenance, electrical specifications in medium-voltage and low-voltage systems, electrical equipment and materials, with qualified personnel who will have current insurance policy (known also as SCTR) and in compliance with local occupational health and safety laws and protocols.

Contractor shall perform periodic preventive maintenance activities as mentioned in this SOP to all of the equipment specified in this document. It is the responsibility of the contractor to perform a full inspection of the systems and collect all required information to provide a quality preventive maintenance. In addition, contractor shall review operation manuals for the

Section J - Exhibit 11.2.2 SOP-FAC 007 equipment of the systems under this contract and include any recommended preventive maintenance activities by the manufacturer not mentioned in this document.

Contractor shall elaborate, review and update the drawings in AUTOCAD of the electrical system in Lima, Iquitos and Puerto Maldonado sites on an annual basis.

Contractor shall include all materials, tools and personal protective equipment necessary to perform preventive and corrective maintenance work. Contractor must use the necessary and appropriate equipment to delimit the work area and not allow the pedestrian traffic. The contractor’s staff shall use the appropriate PPE for the activity to perform. NAMRU-6 will not provide any materials, tools nor PPE to the contractor to perform their work.

Contractor shall perform operational testing to main UPS at all sites. For this activity, contractor shall measure voltage and amperage on each phase and load and record all information obtained from the testing on a report. .

The contractor shall provide a weekly progress report to the NAMRU-6 facilities department, as well as a completion report when completing the maintenance work to include: activities performed with pictures, recommendations, conclusion and future needed corrective maintenance tasks. When a corrective maintenance work is required, the contractor shall submit a report detailing the problem encountered, with a quotation of the solution. All reports shall be performed and signed by a local certified electrical engineer of the Peruvian college of engineers (CIP - Colegio de Ingenieros del Peru). Certified electrical engineer shall have a valid license.

The preventive maintenance work will be coordinated between NAMRU-6 facilities staff and the staff assigned by the contractor.

Contractor shall perform operational testing of the systems at the completion of each preventive maintenance work.
