MAINTENANCE ACTIVITIES TO GROUNDING AND LIGHTNING

PROTECTION SYSTEMS AT LIMA, IQUITOS AND PUERTO MALDONADO

SITES

General Requirements for Lima, Iquitos and Puerto Maldonado

The grounding system in NAMRU-6 Lima is composed of an equipotential mesh grounding electrode located in the green area on the rear side of building 1 and approximately 15 single earthing pits installed inside NAMRU-6 Lima compound. The equipotential mesh grounding system consists of 6 earthing pits interconnected using electrodes. A picture of the exact location of the mesh grounding is shown below.

Section J - Exhibit 11.2.2 SOP-FAC 006

Contractor shall provide maintenance to mesh ground and all earthing pits located inside NAMRU-6 compound in Lima following the specifications of this SOP and also good engineering practices.

The grounding system in NAMRU-6 Iquitos is composed of approximately 10 single earthing pits installed inside NAMRU-6 Iquitos compound. The scope of this SOP also covers the lighting protection systems. There are three buildings (insectary building, laboratory building and administrative building) which each one has a lightning protection system that consists of air terminals installed along the parapet of the roof and connected with wires to earthing pits. The lightning system also is connected to the mechanical equipment (air conditioners, exhaust fans, etc.) metallic envelopes of each building. Contractor shall provide maintenance to all earthing pits and lightning systems located inside NAMRU-6 compound in Lima following the specifications of this SOP and also good engineering practices.

The grounding system in NAMRU-6 Iquitos is composed of approximately 5 single earthing pits installed inside NAMRU-6 Puerto Maldonado compound. Contractor shall provide maintenance to all earthing pits located inside NAMRU-6 compound in Lima following the specifications of this SOP and also good engineering practices.

Contractor shall provide the names and certification of the technicians performing preventive maintenance tasks. Only qualified technicians shall perform preventive and corrective maintenance tasks. All preventive maintenance tasks will be executed under technical specifications in Electrical Maintenance, electrical specifications in low-voltage systems, electrical equipment and materials, with qualified personnel who will have current insurance policy (known also as SCTR) and in compliance with local occupational health and safety laws and protocols.

Contractor shall perform annual preventive maintenance activities to all of the equipment specified in this document. It is the responsibility of the contractor to perform a full inspection of the systems and collect all required information to provide a quality preventive maintenance. In addition, contractor shall review operation manuals for the equipment of the systems under this contract and include any recommended preventive maintenance activities by the manufacturer not mentioned in this document.

Contractor shall elaborate, review and update the drawings in AUTOCAD of the grounding and lightning protection system in Lima, Iquitos and Puerto Maldonado sites on an annual basis.

Contractor shall include all materials, tools and personal protective equipment necessary to perform preventive and corrective maintenance work. Contractor must use the necessary and appropriate equipment to delimit the work area and not allow the pedestrian traffic. The contractor’s staff shall use the appropriate PPE for the activity to perform. NAMRU-6 will not provide any materials, tools nor PPE to the contractor to perform their work.

Contractor shall perform testing of the resistivity of the ground (soil) and the low voltage pits using a certified earth resistance meter before and after maintenance. The recommended values for the mesh grounding is no more than 1.5 ohms and for the earthing pits no more than

25ohms (per NEC and Peruvian Electrical Code). If contractor doesn’t obtain the values stated in this SOP after performing maintenance, contractor shall provide a technical solution (such as, adding more earthing pits, replacing copper bars, etc.) as a corrective maintenance to obtain these recommended values.

The contractor shall provide a weekly progress report to the NAMRU-6 facilities department, as well as a completion report when completing the maintenance work to include: activities performed with pictures, recommendations, conclusion and future needed corrective maintenance tasks. When a corrective maintenance work is required, the contractor shall submit a report detailing the problem encountered, with a quotation of the solution. All reports shall be performed and signed by a local certified electrical engineer of the Peruvian college of engineers (CIP - Colegio de Ingenieros del Peru). Certified electrical engineer shall have a valid license.

The preventive maintenance work will be coordinated between NAMRU-6 facilities staff and the staff assigned by the contractor.

Contractor shall perform operational testing of the systems at the completion of each preventive maintenance work. NAMRU-6 facilities department will assign a staff to participate in the operational testing and contractor shall prepare an operational testing form (checklist) to be signed by the facilities staff once testing is perform and accepted.

It is the responsibility of the contractor to dispose properly out of NAMRU-6 facilities all consumable materials and garbage generated by the contractor during the performance of the maintenance activities. Contractor shall replace new grass in the green areas affected during the execution of the activities described in this SOP.

Contractor must be aware that a scheduled power outage will last no more than 90 minutes due to the minus 80 freezers can’t be de-energized for more than 90 minutes. In addition, power outages shall be scheduled only on Saturdays. In the event a second or third power outage is required, it has to be scheduled for the following week.
