About this file
This document contains questions and answers from a pre-solicitation conference for solicitation number N6264920R0003 for H-53 aircraft maintenance and repair services. The Navy is seeking proposals for depot-level maintenance, repair, and overhaul of H-53 aircraft to support the Navy and Marine Corps fleets. Offerors asked about paint stripping procedures and requested additional loading/unloading manuals. The Navy responded that alternative stripping methods using chemical removers could be proposed if composite materials are properly protected. One manual on C-5/C-17 loading procedures was still being researched for release. Interested parties must submit a non-disclosure agreement to receive the draft solicitation documents and are invited to provide feedback on the draft performance work statement and contract data requirements list.

N6264920R0003 – H-53 Pre-Solicitation Conference Q&A #2 Question 1.
a. We would like to ask a question about the H-53's paint stripping procedure and request an additional manual for the loading/unloading procedure.
H-53 PMI SPEC (NAVAIR H-53E PMID), Para 2-4.7.3.b.(1) Stripping Procedures - Exterior Stripping- This paragraph states "LES CP 68-00-BB-8190 provides paint stripping procedure using Plastic Media Blasting (PMB). DRP must ensure all PMB has been removed from the aircraft." It looks like the exterior paint is stripped by using PMB. But we would like to apply chemical paint remover MIL-R-81294 per NAVAIR 01-1A-509. Is it acceptable for this method by submittal of REI/TEI?
b. We have received maintenance manuals for H-53 PMI but one more document is required for the work evaluation. I would be grateful if you could send us the following manual:
NAVAIR A1-H53BE-CLG-500: C-5/C-17 Loading Procedures
Answer 1.
a. Chemical stripping response:
Chemical strippers cannot be used on significant portions of the H-53E due to the composite and special materials. If an offeror wants to propose use of a chemical stripper, please include detailed explanation on how composite and special materials will be protected. The PWS will be modified to allow Government consideration of alternate stripping methods.
b. We are still working on the manual.
Question 2.
Please provide us the manuals in the attached document.
Answer 2.
With the exception of "A1-H53BE-CLG-500 C-5/C-17 Loading Procedure," the Government declines to provide the requested documents. We are still researching the option of providing the C-5/C-17 Loading Procedure manual. Once a decision is made, it will be communicated to the offerors.
